Savannah Beach, Tybee Island, Ga.

The regular meeting of Town Council was held today at 3: P.M. in the Council Boom
in the Town Hall and was attended by Mayor Brown, who presided and Councilmen
Waters, Fleetwood, Lovell, Hosti, Town Attorney Solms, Superintendent Reed, Chief
Summerlin, and Reverend Herbert Wellmeier.
The invocation was said by Father Wellmeier.
Mr. Reed reported that the State Highway Department crew were working on the side-
walks and that the Ninth Street storm sewer is blocked which would have to be re-
paired by another crew. The Mayor reported that the county prisoners cut weeds,
grass, etc.,along the streets and leave it.
Councilman Waters reported that Ninth Street and Second Avenue - a portion of a
catch basin is exposed and is dangerous and that this should be corrected.
The Mayor reported that he had issued instructions for the grounds around the
Tybee School be cleared so as to be ready by next Sunday when the Pol-o serum will
be issued.
Mr. Reed reported that the sewerage station at Tenth gtreet and Second Avenue had
developed into a dangerous condition, that during dry weather it is all right but
during wet weather it does not function properly and would cost about $200.00 to
correct the situation. Mr. Reed was instructed to have it repaired. Mr. Reed
also reported that from the recent winds and tides that two piling were washed out
from under the fishing pier. The Mayor stated that they should be replaced as
quickly as possible. Councilman Lovell reported that the water tower needs re-
painting. The Mayor asked if it could be postponed until next spring. Mr. Reed
stated that it needs repainting now. The Mayor appointed Councilman Lovell and
Superintendent Reed to handle the matter.
Councilman Lovell stated that there is an excessive waste of water around the island
which should be corrected.
Councilman Voters wanted to know what was the fee charged for use of the ambulance.
Chief Summerlin stated that it was Ten ($10.00) Dollars.
The Mayor requested each of the Chairmen of the various committees to instruct
their department heads to be very careful in making purchases as from now until the
First of May the Town's income will be limited.
Councilman Waters asked what the status was on the Personal Property Tax as protested
by Mr. Sol Clark. Mr. Solms stated that what Mr. Clark refers to does not affect
Tybee, that the law is not clear in the matter. He stated that if a residence .
has household goods in it he should pay taxes on the furnishings and that he does not
agree with Mr. Clark's opinion.
Councilman Waters moved that bills for General Government for the month of September
amounting to $2,273.74 and for the Water Department amounting to $924.19 be paid
which was seconded and passed.
The Mayor reported that on June 11th a sudden squall broke on the north side of
Tybrisa Pavilion and in the rush for cover a child's leg was broken. Medical
expenses and hospitalization amounting to $177.00. The matter was referred to
Councilman Fleetwood to check on.

Councilman Fleetwood stated that the Town should start making plans for zoning,
building codes, etc.,before 1965 and in areas which do not have a set plan to
get one and that the Town should go along. Mayor Brown stated that the Town should
go along in this and should contact the Metropolitan Planning Commission regarding
this. He stated that he would see Mr. Newel of the MPC in connection with this.
It was moved, seconded and passed that the following Ordinance, to prohibit the moving
of sand, etc.,be adopted which was placed on second reading and passed.
AN ORDINANCE
AN ORDINANCE TO PROHIBIT THE MOVING OR REMOVING OF SAND OR SOIL
FROM ANY STREET RIGHT -O' -WAY, EASEMENT, BEACH, OR OTHER LANDS AT
SAVANNAH BEACH, TYrEE ISLAND, GEORGIA: TO PROVIDE PENALTIES FOR
THE VIOLATION THEREOF: AND FOR OTHER PURPOSES.
BE IT ORDAINED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia,
in Council assembled, and it is hereby ordained by authority of the same as follows:
Section 1., It shall be unlawful for any person, firm or corporation to move or re-
move sand or soil from any street right -of -way, easement, beach, or other lands of
Savannah Beach, Tybee Island, by bulldozing, grading, loading, or by any other mechani-
cal means, without a written permit with said municipality.
Section II., It shall be unlawful for any person, firm or corporation to grade any
property owned by them in said munihipality or change the elevation thereof in a
manner that would cause the lateral support of the lands adjacent thereto to be in
any way affected, without first obtaining a written permit from said municipality.
Uction III Any person, firm or corporation violating any of the provisions of
this Ordinance shall, upon conviction thereof, be subject to be fined not to exceed
$100.00 and imprisoned not to exceed 30 days, either or both, in the discretion of
the court.
Section TV All ordinances or parts of ordinances in conflict with the provisions
of this ordinance are hereby repealed.

It was moved, seconded and passed that the following Ordinance adopting the Fire
Prevention Code of the National Fire Underwriters to be placed on its first reading.
