The regular meeting of Town Council was held today at 3 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Fleetwood, Powers, Waters, Lovell, Hosti, Town Attorney Solms, Superintendent Reed and Mr. & Mrs. U. L. Harley. Mr. Harley Requested that he be permitted to swap a part of Rosewood Avenue which abuts his property for a piece of his property. The Mayor informed Mr. Harley that the Town has no authority over this street but would have no objections if the Fort Screven Development Company agreed to it. Mk. Harley was excused. The minutes of the meeting of October 16, 1963 were read and adopted. Mr. Reed reported that work on the sewer station at Tenth Street and Second Avenue has been he4 up due to the illness of Mr. C.E. Thomas who was doing the work. The Mayor asked Mr. Reed about the fishing pier. Mr. Reed stated that in its present condition it was dangerous, that he had barridaded it and put up a "keep off" sign. He also reported that the "Packer" truck is out of order. The Mayor pointed out that this type of garbage truck has proved its usefullness and that the Town should consider purchasing a new one. Councilman Hosti reported that the Sewerage Department needs a new one —half ton truck and that he had received a good bid. The Mayor suggested that this be had up until a later date. Councilman Lovell reported that work has not started on the water tower, also that the performance bond and workmen's compensation be req'iired before work starts. Mayor Brown stated that he had met with Mr. Kervel of the MPC and that other munici- palities had gone into it and that Mr. Kervel will send him the necessary data. Councilman Waters moved that bills for the month of October for General Government amounting to $2,631.90 and for the Water Department amounting to $466.29 be paid, which was seconded and passed. Councilman Lovell stated that the cost of a 12 inch meter installation by the Town is $150.00. Councilman Powers stated that he was approached on the subject of adding a trained dog to the Police Ddpartment, a trainor would buy the dog and if the Town wanted to purchase it he would sell. He had talked with Chief Sidney Barnes to see how it worked with Chief Barnes. Mr. Powers stated that he is not convinced that we need a dog. Councilman Powers retorted that officer Duke had resigned effective November 23, 1963 as he had accepted other employment. Mr. Powers stated that he hated losing Officer Duke as he was an efficient officer. Councilman Fleetwood reported that a representative of the State Parks Department had redently visited the island and had complimented the Committee on the cleanliness of the island. He stated that they are interested in placing a State Park here, that Georgia is the only coast line State which does not have a park on the beeah front. Councilman Hosti reported that Mr. Sidney Register wanted to purchase part of Tenth Street at Fifth Avenue. It was decided that Mr. Register would have his attorney check on this to ascertain if the sale can be made. 171-. A request was made by the Women's Auxiliary of the Savannah Beach Fire Department for adonation towards the Community Christmas Tree. Councilman Fleetwood moved that Thirty -4t' .( 5.00) Dollars be donated and that it be charged to the Recrea- tion Department, which was seconded and passed. Mr. Solms retorted that a claim had been filed by the parents of the child who was injured last July when a local squall pushed over one of the Life Guard Towers on the beach and the child was injured. Hospital, doctors and medical bills amounted to $77.00. Councilman Fleetwood moved that although the Town was not liable for this accident that under the circumstances the $77.00 be paid, which was seconded and passed. A letter was read from Mr. H. Sol Clark dated November 18, 1963 protesting against Personal Property Taxes being assessed against him. Mr. Solms stated that he was of the opinion that Mr.Clark is in error. Referred to Mr. Solms to handle. A petit'on was presented from Mr. S.R. Kent containing 370 names of residents and registered voters of Savannah Peach requesting the legislators to amend the Town Charter to prohibit non resident. property owners of Savannah Beach from voting in the Town's elections or holding office. Councilman Fleetwood moved that it be received as information . Councilman Hosti seconded and the motion passed. Councilman Hosti reported that he had received a bid from C.E.Thomas to replace light at Mr. Summerline at 12th Street and First Avenue. It vas moved,seconded and passed that the Rigistratian Book be placed in the office of the Registrar in the Court House in Savannah during the time that it is to be kept open in Savannah. Councilman Hosti moved that the 1960 abbreviated eddibio8 mffethe Fire Prevention Code be adopted, which was seconded and passeds after being placed on second readings ORDINANCE See booklet.
