THE CITY OF RICHMOND, INDIANA, MAY 30, 2013
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, May
30, 2013, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In
attendance were Board Members Vicki Robinson, Dian Lawson and Tony Foster. Also attending were
Assistant City Attorney Kim Vessels; City Clerk Karen Chasteen; Police Chief Kris Wolski; Animal Control
Officer Linda Miller; Deputy Fire Chief Jared Rudy; Street Superintendent Tracy Bosell; City Attorney Walt
Chidester; Police Captain Bobby Lipps; Grants Administrator Sharon Palmer; and, Media.
The following business was conducted:
CALL TO ORDER
Ms. Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel are present.
APPROVAL OF MINUTES
Mr. Foster moved to amend the minutes of May 23, 2013, Bib Opening, to read: One bid was received
from Milestone Contractors in the amount of Two Hundred Twenty Four Thousand Four Hundred Seventy
Two Dollars and ninety -eight cents ($224,472.98), supported by Ms. Lawson. Upon a vote viva voce, the
motion carried.
Mr. Foster moved to approve the minutes of May 23, 2013 as amended, supported by Ms. Lawson. Upon
a vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Ms. Lawson moved to approve the claims for payment May 31, 2013 in the amount of Three Hundred
Forty Seven Thousand Seven Hundred Forty Six Dollars and thirty cents ($347,746.30), supported by Mr.
Foster. Upon a vote viva voce, the motion carried.

REHABILITATION OF 200 SOUTH 14TH STREET — No bids were received
BID AWARDS - None
CONTRACTS
• CONTRACT NO. 79 -2013 — PRO LAWN CARE & LANDSCAPING — Phase 1 2013 ADA
Handicap Ramp Project
Mr. Foster moved to approve Contract No. 79 -2013 in the amount of Eighty Five Thousand Seven
Hundred Five Dollars and zero cents ($85,705.00), supported by Ms. Lawson. Upon a vote viva
voce, the motion carried.

• CONTRACT 84 -2013 — DONLEY & ASSOCIATES — repair of 75' pierce aerial truck
ladder /documentation of repaired ladder passing required ladder test
Ms. Lawson moved to approve Contract No. 84 -2013 in an amount not to exceed Fifteen
Thousand Four Hundred Thirty Nine Dollars and zero cents ($15,439.00), supported by Mr.
Foster. Upon a vote viva voce, the motion carried.
ADDENDUMS
• CONTRACT NO. 39 -2013 — ADDENDUM NO. 1 — DONATHAN'S INSPECTIONS AND
REMOVAL of asbestos (200 South 14th Street)
Mr. Foster moved to approve Addendum No. 1 to Contract No. 39 -2013 in the amount of Three
Hundred Dollars and zero cents ($300.00), supported by Ms. Lawson. Upon a vote viva voce, the
motion carried.
RESOLUTIONS
• RESOLUTION NO. 15 -2013 — A RESOLUTION APPROVING AGREEMENT AND
AUTHORIZING THE CITY ATTORNEY TO SIGN A SETTLEMENT AGREEMENT AND MUTUAL
RELEASE ON BEHALF OF THE CITY OF RICHMOND, INDIANA
Ms. Lawson moved to approve Resolution No. 15 -2013, supported by Mr. Foster. Upon a vote
viva voce, the motion carried.
PETITIONS - None
VICIOUS DOG HEARING
Present were Vicki Robinson, Dian Lawson and Tony Foster. Also attending were Assistant City Attorney
Kim Vessels; City Clerk Karen Chasteen; Police Chief Kris Wolski; Animal Control Officer Linda Miller;
Captain Bobby Lipps; Brianna Snider and Christopher Eliton — 1114 Crosshall Street; and, Kristin Snider,
135 NW "H" Street
After testimony, this matter was taken under advisement until June 13, 2013.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
