HomeMy Public PortalAbout06-06-2013THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JUNE 6, 2013 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, June 6, 2013, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Tony Foster. Also attending were Assistant City Attorney Kim Vessels, Lt. Rod Cole, Street Superintendent Tracy Bosell, Human Resource Director Sue Roberson, and Media. The following business was conducted: CALL TO ORDER Ms. Robinson called the meeting to order and noted for the minutes that all board members and legal counsel are present. APPROVAL OF MINUTES Ms. Lawson moved to amend the date of the findings of the Vicious Dog Hearing to June 13 in lieu of June 14, supported by Mr. Foster. Upon a vote viva voce, the motion carried. Ms. Lawson moved to approve the amended minutes as presented for the May 30, 2013 regular meeting, supported by Mr. Foster. Upon a vote viva voce, the motion carried. Ms. Lawson moved to approve the May 30, 2013 Memorandum of Executive Session as presented, supported by Mr. Foster. Upon a vote viva voce, the motion carried. �e1 64 Eel : »_Vdiyy 14 L' k I Mr. Foster moved to approve the claims for payment for June 7, 2013 in the amount of One Hundred Seventy Eight Thousand One Hundred Eighty Dollars and seventy -six cents ($178,180.00) supported by Ms. Lawson. Upon a vote viva voce, the motion carried. REQUESTS • STREET CLOSURE— Restoration Outreach Ministries Fun, Feast, Food and Fellowship event June 15, 2013 — 10 am — 4 pm — North 19th Street between "C" and "E" Streets Mr. Foster moved to approve, supported by Ms. Lawson. Upon a vote viva voce, the motion carried. • STREET CLOSURE — North Richmond Neighborhood (former Nicholson School site) Old School, Back to School Reunion July 27, 2013 — 10 am — 3 pm — North 13th Street between "G" and "H" Streets Mr. Foster moved to approve, supported by Ms. Lawson. Upon a vote viva voce, the motion carried. • NEW HANDICAP PARKING SIGN 820 South "H" Street: Constance Voiles and Cynthia Jack Mr. Foster moved to approve, supported by Ms. Lawson. Upon a vote viva voce, the motion carried. • RENEWAL OF HANDICAP PARKING SIGN 42 South 19th Street Ms. Lawson moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion carried. BID OPENINGS - None Board of Works Minutes June 6, 2013 Page 2 of 2 BID AWARDS • MILESTONE CONTRACTORS, L.P — Phase 11 2013 Milling /Paving Project Ms. Lawson moved to approve as recommended by Mr. Bosell, supported by Mr. Foster. Upon a vote viva voce, the motion carried. CONTRACTS CONTRACT NO. 85 -2013 — AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES LOCAL 1791 Agreement — January 1, 2013 — December 31, 2013 Ms. Lawson moved to table until the document is signed by AFSCME. CONTRACT NO. 54 -2013 - AMENDMENTS Street Sweeping Services for the Indiana Department of Transportation The amendments were clarification of the language that Each location shall be cleaned a minimum of two (2) times per year. (Section 1 b) and When submitting the invoice, the City/Town shall certify that the service(s) has been provided (Section 2 — second paragraph). Ms. Vessels asked the record be clear the previous draft would not be effective since INDOT, the IDOA, the State Budget Agency, and the Office of the AG did not execute. Mr. Foster moved to approve in an amount not to exceed Ten Thousand Four Hundred Forty Dollars and zero cents ($10,440.00), supported by Ms. Lawson. Upon a vote viva voce, the motion carried.
