December 18, 1963.
The regular meeting of Town Council was held today at•3 P.M. in the Council Room in
the Town Hall and was attended by Mayor Brown, who presided and Councilmen Lovell,
Fleetwood, Hosti, Waters, Powers and Superintendent Reed,
Rev. Glenn Brinson said a prayer before the meeting.
The minutes of the meeting of November 20th were read and adopted.
Superintendent Reed reported that the Darrtment of Public Works was functioning
satisfactorily, hat the present garbage truck has had numerous repairs made to it
promarily to the body and suggested that a new body be purchased as the dhassi_s was
in good condition. This would cost approximately $4600.00. Councilman Hosti
stated that the present body has too many attachments, Mr. Reed stated that the
later type body of the same make has less parts on it. The Mayor stated that a re-
presentative of the company will come down and check the body.
Councilman Lovell informed Council that the United Bridge and Tank Company, who are
repairing the water tank, have not finished the job and have informed him that they
will come back when the weather permits and finish. Mr. Lovell moved that they be
paid one quarter of the bid price plus the cost of material, etc..,whick totals
$1296.00, which was seconded and passed.
Councilman Lovell also called attention to the palmetto groins on the beach just
South of the Solms Hotel which are in bad condition, Councilman Fleetwood stated
that due to the northeast winds the beach has dropped in the area of Sixth Street.
Councilman Vaters moved that bills for the month of November for General Government
amounting to $2,115.67 and for the later Department amounting to $1,798.88 be paid,
which was seconded and passed,
Councilman Lovell stated that there are still a number of delinquent water accounts
which should be paid. He also noted that Imo. Dendy was delinquent.
Councilman Powers reported that the Fire Department was functioning all r,Ight and
that a recent fire at Mr. S. V. Register's hone was eldinvished very quickly.
Also that the firemen were decorating the fire station.
Councilman Fleetwood noted that the museum should be helped more, that he had some
circulars printed for the museum, had talked with Fred Garis and moved that the new
folders be authorized and not to cost over '$200.00, which was seconded and passed.
Councilman Hosti asked the Mayor if he had heard from Messrs. Normandi or Caldwell
of the State Parks Department. He also announced that an anonymous donor has offered
to donate some of his land on Tybee if a doctor could be brought to the island to
reside here the year around and that the Town erect a build'ng If one is procured.
The Mayor informed Council that he had requested the Legislative delegation to with -
1 draw the proposed new charter for more study. Councilman Fleetwood stated that he
felt that the Legislators should not stick to the courtesy rule that they should serve
the people, it is a shame to w=thdraw it. Councilman Lovell stated that it should
not be introduced during an election gear anyhow. The Mayor informed Council that
he had met with the other group opposing some of the sections of the charter and
listened to their objections. Mr. Solms suggested postponing it indefinitely.

A petition was presented by S.R. Kent containing 101 names requesting the Legislators
to disfranchise non — resident property owners from voting or holding office in the
Town. CBuncilman Fleetwood moved that it be received as information, which was
seconded and passed.
Mrs. Hyman Horovitz presented another petition protecting against the high water
charge billed to her and stated that it was too high. Superintendent Reed was in—
strutted to check on this and report back.
The question of fees charged for installation of butane or propane equipment on the
island was discussed and following the report by E.J. Solomon, Fire Chef, that some
of the old installati ns should be corrected and that the fees should be paid to him
for making the inspection. Councilman Powers moved that a perm't should be taken
out and a fee collected at the Clerk's office and these fees should be refunded to
the Savannah Beach Fire Department, which was seconded and passed. / Y Ella ( 3
Councilman Powers moved that James W. Rentiers, Jr.,be appointed assistant to
Jack Osborne in the meter department and that he assist in servicing of the machines
at a salary of $288.36 per month, effective December 4, 1863. The Mayor questioned
putting on a new man at that salary as his superior that there should be a probation
period at lower pay. Councilman Powers stated that they should hire a new man at a
lower salary. It was moved, seconded and passed that the appointment be approved
at a salary of $288.36 per month.
Councilman Hosti moved that the sympathies be extended to Mr. Thomas Reed -due to the
death of his wife and that the following resolution be adopted.
