The Council of the City of Medina met in Special Session on Tuesday, February 28, 1984
at 7:35 P.M.
Present: Mayor, Thomas Anderson; Councilmembers, Wilfred Scherer, William Reiser, Thomas
Crosby, Anne Heideman; Clerk -Treasurer, Donna Roehl; Planning and Zoning Admin-
istrator, JoEllen Hurr; Police Chief, Michael Sankey; Public Works Director,
James Dillman; Attorney, Richard Schieffer
1. PATRICIA VELCH
Patricia Velch appeared to discuss her eligibility as a member of the Planning Commission
as a result of a question raised regarding her being a Real Estate Salesperson. She presented
information she had received and Donna Roehl reported that a Bonnie Polta of the State Board
of Realtors had stated that their is nothing in their regulations which deny a member of the
profession from serving on a planning board, in fact, it is encouraged. If, however, a con-
flict of interst develops the member must excuse herself from discussion and action on a
particular item.
Council asked that the information be included in minutes for future reference.
2. CABLE TELEVISION
Thomas Anderson explained that there would be a Public Hearing on March 28, 1984 at 7:00 P.M.
for the purpose of dicussing the Cable Franchise ordinance.
Richard Schieffer reported that he could speak with several of the other city attorneys re-
garding the ordinance.
Mr. Anderson reported that he had also spoken to the Commission about the Maple Plain prop-
osal to include homes along Co. Rd. 19 in the Maple Plain Service Area. He stated that there
would be no problem with the group if Medina decides to have them included although the Att-
orney for the Commission stated that the city should reserve the right to inspect the final
design and to accept or reject the inclusion, at that time.
Motion by Crosby, seconded by Reiser to write a letter to Maple Plain informing them of the
cities decision to do as suggested by the Attorney for the Minnetonka Cable Communications
Commission.
Motion declared carried
3. PLANNING COMMISSION APPOINTMENTS
Council interviewed Leonard Leuer.
Discussion of eligibility of various members whose terms are expiring.
Motion by Heideman, seconded by Scherer to appoint Phil Zietlow to a 3 year term on the
Planning Commission.
Motion declared carried
Motion by Reiser, seconded by Heideman to appoint Leonard Leuer to a 3 year term on the
Planning Commission.
Motion declared carried
Motion by Heideman to appoint Joanne Haislet to a 3 year term on the Planning Commission.
Motion not seconded.
Motion by Anderson, seconded by Scherer to appoint Ron Rogers to a 3 year term on the
Planning Commission as Joanne Haislet, if appointed, would serve for more than 3 terms.
Motion declared carried. Abstaining --Heideman.
Motion by Anderson, seconded by Crosby to write letters of appreciation to Joanne Haislet
and Emil Jubert for their many years of service as members of the Planning Commission.
Motion declared carried
4. COMMUNITY DEVELOPMENT BLOCK GRANT CITIZENS ADVISORY COMMITTEE
Motion by Scherer, seconded by Crosby to appoint Eric Canton as Medina's representative on
the Community Development Block Grant Citizens ADvisory Committee.
Motion declared carried

5. POLICE SEMINARS
Motion by Reiser, seconded by Crosby to authorize Mark Moran to attend a DWI Seminar in
St. Cloud at a fee of $77.50 plus city to reimburse Mr. Moran for 2 nights lodging and
the necessary meals.
Motion declared carried
Motion by Heideman, seconded by Crosby to authorize Michael Rouillard to attend a Well-
ness Seminar in Bloomington for a fee of $195.00.
Motion declared carried
Motion by Crosby, seconded by Heideman to give after -the -fact approval to Robert Anderson
to attend a 3 day Criminal Interrogation Seminar at a fee of $320.
Motion declared carried
6. ORDINANCE CODIFICATION
Council and staff reviewed codified ordinances for 2 hours and agreed to continue at the
March 6th and future meetings.
Motion by Heideman, seconded by Scherer to adjourn.
Motion declared carried
