HomeMy Public PortalAbout19460219CCMeeting177 A petition was presented from the Lewis Avenue Betterment Association calling attention to the bad condition of Lewis Avenue and also several of the houses on this street and requested that something be done. It was suggested that they get some pictures of the old houses which need repair and are owned by F.H.A. and forward them to Mr. Thigpen of F.H.A. Councilman Powers reported that the petition of Sam'Jones who operates the Red Barn Cocktail, Lounge, to transfer his license to John H. Thomas was disapproved by the Police Committee and moved that it be denied by Council which was seconded and passed. The Mayor informed Council that he would - contact Mr. Caldwell in Atlanta to ask him to reconsider his actions towards setting up a State Park at Savannah Beach. There being no farther business the meeting adjourned subject to the mall of the Mayor. Mayor Savannah Beach, Tybee Island, Ga. February 19, 1964. The regular meeting,of Town Council was held today at 3 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Fleetwood, Hosti, Waters, Powers, Lovell, Town Attorney Solms, Superintendent Reed, R. H. Thompson and E.C.Bobo. The minutes of the meeting of January 15th were read and approved. Mr. Thompson stated that he was not here to criticise but the beach needs a new fishing pier and the Savannah Beach Chamber of Commerce requested him to investi- gate the building of a new pier, that he had had Whaley- Minter Company draw up a plan (copy of which was left with the Town). He presented three different plans as follows: 1- Build a pier 220 ft along the S.S.of Tybrisa Pavilion $20,160.00 2- Build a pier extending 496 ft. out from the sidewalk at the end of Sixteenth Street $29,550.00 3- Mild a pier 496 ft. out from First Street $30,450.00 and that a charge of 25 cents per person be made. The Mayor stated that he hoped that Council could build a pier. Mr. Thompson was excused. The Mayor called attention to several bad leaks in the Community House and stated that these should be repaired as he was informed that so far the leaks could not be stopped when it rained. He was going to have another check on this. He also stated that some leaks were reported at the fain and in the court room. 178 The Mayor reported that he had talked with Mr. Brunson of the Board of Corrections in Atlanta and he was informed that some of the prisoners would be permitted to work at the beach but only on public property and not,on privately owned property. Mr. Reed stated that if they could be gotten on Monday, Wednesdays and Fridays now it would be a big help. The Mayor stated that the Garden Club wants a small fountain and spray pool also a 3 foot walk in the area of the Tybee Museum costtng approximately $493100. Councilman Fleetwood moved that the work be done which was seconded and passed. Mr. Reed asked the Mayor if he had hears from the "packer people" regarding the garbage truck as yet and the Mayor stated that he had not. Councilman Lovell reported that he had written the United Bridge and Tank Works relative to some of the work they had done on the water teak which did not hold up, and that he had to have another concern come and go over the work which costs the Town $162.00 and which he feels the United Tank People should pay. He was re- quested to handle the matter to the best advantage of the Town. Superintendent Reed stated that he instructed their foreman to be careful of the wiring on the inside of the tank. Councilman Lovell stated that in connection with the storm drainage on Lewis Avenue that County Engineer Logan was to have J. A. Tison Sons send a cut of the flood gate which is needed that 30 inch pipe would be adequate and that the cost for the gate and the pipe is $213.16. Also that the Mosquito 0ontrol Commission be contacted to dig the ditch close to Tilton Avenue as the present ditch is too small to take off the ocean water that-the 12 inch pipe in use now is too small, that a larger size pipe is needed. The Mayor appointed Councilman Lovell,a Committee, to hhndle the matter. Councilman Lovell reported that some of the back stays supporting the sea wall in the vicinity of Second Street were rusted through. The Mayor asked if it could wait until after May 1st and Mr. Lovell stated that it could. Councilman Lovell asked Mr. Reed if he had looked at the old sea wall and Mr. Reed stated that he had but could do nothing at this time. The Mayor reported that Mr. Jim Gillis of the State Highway Department would pave Sixth Street and that it would be raised about 24 feet. Councilman Waters moved that bills for the month of January for General Government amounting to $4,279.47 be paid and that bills for the Water Department amounting to $431.87 be paid which was seconded and passed. The Mayor reported that so far expenses are running along with the budget and that he was happy about this. Councilman Waters stated that the assessment committee had net and heard a protest of Haig Andrews against the assessment on the improvements on his property and moved that the improvements be reduced to $6,500.00 effective May 1, 1964, which was seconded and passed. Councilman Waters asked if the Town should put a.copy of the personal property tax form in the newspapers for the convenience of those who should make returns. Mr. Solms presented a quit claw deed conveying the Town's interest in Lot 11, Block 12, Fort Sereven Ward. Councilman Waters moved that the Mayor and Clerk be authorized to sign the deed which was seconded and passed. 1 1 17 Councilman Hosti stated as to personal property taxes that the taxpayers should go to the Town Hall'and made out new returns and that an ad be placed in the local papers covering this and that they be given until April 15th to make returns. The Mayor stated that they be given until May 1st. Councilman Lovell called attention to the condition of the First Street groin, he also stated that John Brennan wanted more time to consider the sale of his property. The Mayor stated that in connection with the proposed fishing pier off of First Street that if Brennan's property could be acquired and with the 21 feet that the Town now owns on First Street with other property there it would provide a quitable parking area. Councilman Lovell stated that if Mr. Reed has the material that the First Street groin should be repaired. The Mayor suggested having Mr. Joseph Hutton give his ideas on the groin and that plans be submitted to Mr. Hutton. E. C. Bobo presented a request from the Seaview Development Company stating their desire to convey to the Town the 30 ft paved roadway running from Butler Avenue to the Strand owned by them with the promise that parking meters will not be placed on this street. The Mayor recommended that it be accepted. Mr. So].ms stated that there should also be a proviso that no parking be allowed. The Mayor suggested that the restrictions be left out.. Councilman Fleetwood moved that the street be accepted without restrictions, Councilman Waters seconded the motion and it was passed. Councilman Powers called attention to Councilman Lovell being a Councilman of the Town for the past thirty (30) years and suggested that as a fitting memorial that First Avenue be renamed "Lovell° Avenue. The Mayor stated that he was in `.accord with this but that to change the name would bring up problems.- Congressman Lovell stated that he appreciated the thoughts of Council. The Mayor suggested that the new park in Fort Screven be named for him and suggested that the following Committee be appointed to handle the matter consisting of Councilmen Powers, Waters, Fleetwood and.Ex- officio member Councilman Lovell, Councilman Powers reported that in connection with the robbery of the Beach Drug Company last night, that he,had not gotten a full report on the matter as yet. The Mayor ,stated that Chief Summerlin on night duty around 2 A.M. chased a speeding automobile and that the men ran into Naylor Avenue which is a dead end street and jumped from their car and ran away. He checked the car and found that it contained stolen artioles and he telephoned the County Police to assist in apprehending them and upon further' investigation found that they had robbed the Beach Drug Company. There were two men but they were not captured. The Clerk was instructed to advertise for bids to furnish gasoline and oil products to the Town for three months. The Mayor informed Council that there is only one police officer patrolling the island at night and he thought that it should be at least two for night duty. Councilman Powers informed hik that the Police Committee already have authority to employ an extra man but to try and see if the department could get along with four men at this time to see if it would work. The Mayor requested Councilman Powers to handle the matter. The Mayor, upon receipt of a letter from the Savannah Be&cfl Chamber of Commerce, asked what Council thought of a chaage being made for the public dock on the river. Councilman Waters stated that no charge should be made for this but if a lessee wanted to put a small building on the dock and sell bait, etc.,he would have no objection to it. The Mayor referred the matter to Councilmen Hosti, Fleetwood and Waters to handle. 180 Councilman Fleetwood called attention to the Town's insurance expiring on May 1st and the interested parties be permitted to review the Town's policies with a view of bidding on same for 1964. Councilman Hosti stated that some of the residents of the island have protested against paying a parking fee. He suggested the Town furnishing a sticker to those who pay taxes on their automobiles to permit free use of the parking meters. Mr. Solms informed him that parking meters are not forever but are to regulate traffic on the streets and if you do not charge one group you cannot charge the other. Councilman Waters stated that he was not in favor of it. The Mayor stated that he felt that free parking should not be allowed. The Mayor informed Council that he had a prospect who wanted to purchase Lot 7, Book 22, Fort Screven, Ward owned by the Town and that he had offered *300.00 for it but wanted an option. Mr. Solms stated that to eliminate any objections to the sale that it be advertised for sale at the court house. It was moved, secodded and passed that a street light be placed at Fifteenth and Fourth Avenue. A letter was received from Mr. Ira Brinson protesting against the action of Lt. James W. Price which was referred to the Police Committee. A letter was received from Mr. William F. Spry wanting to operate a day nursery on the island. Council agreed to this provided all Health Denartment require- ments, etc.,are carried out. A letter was read from the Savannah Electric & Power Company agreeing to pay their 1964 license or franchise tax, due May 1st on 1310 customers at 1.143 per customer. A request was made from Mr. J. Wadley Petit representing Mrs. Mattie Denmark, who is,foreclosing on Lot 8, Block 27, Fort Screven Ward, which was sold for taxes due by *s. Helen Knight Golden and on which the Town holds a tax deed. He requested that after Mrs. Denmark gets possession of the property from Mrs. Golden that the Town quit claim the property to Mrs Denmark upon receipt of all taxes and costs. Douncilman Hosti moved that the request be granted, whioh was seconded and passed. A letter was received from S.R. Kent in which he enclosed pages of signatures requesting that non— residents property owners be disqualified from voting in Tybee elections. Received as information. The Savannah Beach Chamber of Commerce, through F. W. Leopold, Secretary, presented a list of projects which are necessary and heedful in the opinion of their Committee and whifih they world like Council to authorize. The list contains seven projects. After some discussion Councilman Fleetwood moved that the Town approve of the first four items shown which was seconded and passed.
