HomeMy Public PortalAbout2020.040 - (03-17-20) RESOLUTION NO. 2020.040 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A CONTRACT TO HARDY& HARPER, INC AS THE LOWEST RESPONSIBLE BIDDER IN THE AMOUNT OF $725,000 FOR THE DUNCAN, EDGEBROOK, ELMWOOD, FERNWOOD, HARRIS, AND LAVINIA STREET IMPROVEMENT PROJECT; AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT WHEREAS, the Duncan, Edgebrook, Elmwood, Fernwood, Harris, and Lavinia Pavement Improvement Project consists of partial removal and replacement of concrete sidewalk, curb/gutter, driveways and curb ramps; removal and reconstruction of portions of street sections exhibiting signs of base failure; removal and replacement of portions of native soil as needed; grind and overlay with new asphalt the entire street section; adjustment to grade all storm drain/sewer/utility maintenance hole covers; adjustment to grade all water valve can and covers; provision of all traffic striping, markings, curb painting, house addresses and signage; and WHEREAS, the Project limit is Duncan Avenue from Clark Street to Lavinia Avenue, Edgebrook Avenue from Rayborn Street to Clark Street, Elmwood Avenue from Atlantic Avenue to Duncan Avenue, Fernwood Avenue from Vieta Avenue to Wright Road, Harris Avenue from Walnut Avenue to Platt Avenue, and Lavinia Avenue from Thorson Avenue to Harris Avenue.; and WHEREAS, on February 27, 2020, the Notice Inviting Bids for the project was advertised in the Daily Journal, Bid America, on the City's web site (PlanetBids); and WHEREAS, the bid opening took place in the PlanetBids Platform on Thursday, March 12, 2020 at 10:00 A.M. (Pacific Time); and WHEREAS, staff received seven (7) bid proposals; and WHEREAS, Hardy & Harper, Inc. is the lowest responsible bidder; and WHEREAS, at a separate agenda item, Staff requested for this Project to be funded under SB1 Fund (Fund 2121); and WHEREAS, to move this Project forward, in the event, the City Council does not act or defers the SB1 Agenda Item, staff recommends that the City Council approves the proposed funding. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS: Section 1. That the Mayor is hereby authorized to execute the agreement between the City of Lynwood and Hardy& Harper, Inc. for the Duncan Avenue, Edgebrook 1 • Avenue, Elmwood Avenue, Fernwood Avenue, Harris Avenue, and Lavinia Avenue Street Improvement Project (CIP No. To be Determined) in the amount of$725,000. Section 2. The City Council authorizes the City Manager under LMC 6-3.15(d) to exceed the specific dollar amounts or percentage limitations under LMC 6-3.15(a) and authorizes the City Manager to approve modifications and change orders related to the Project up to the available Project Budgets. Section 4. This resolution shall take effect immediately upon its adoption. Section 5. The City Clerk shall certify as to the adoption of this City Council Resolution.
