RESOLUTION NO. 2020.050
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING THE FINDING THAT THE DESIRED SOLAR PANELS
AND REROOFING PROJECT QUALIFIES FOR AN EXEMPTION
UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
GUIDELINES AND DIRECT STAFF TO FILE THE NOTICE OF
EXEMPTION FOR THE SOLAR PANELS AND REROOFING PROJECT
WITH LOS ANGELES COUNTY
WHEREAS, on April 2, 2019, the City Council authorized the City Manager to
pursue projects that would implement energy savings measures; and
WHEREAS, energy saving measure projects have been further develop and will
include the conversion of lighting throughout the city to light emitting diode (LED)
technology, installation of solar panels at various City facilities, and other energy
efficiency upgrades to equipment at city facilities; and
WHEREAS, a Notice of Exemption has been specifically prepared for the
installation of solar panels and reroofing project (Project); and
WHEREAS, pursuant to the Public Resources Code 21152(b), if the local agency
. determines that the project is not subject to this division pursuant to subdivision (b) of
Section 21080 or pursuant to Section 21172, and the local agency approves or
determines to carry out the project, the local agency may file a notice of exemption with
the county clerk of the county in which the project will be located.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The proposed installation of the solar panels and reroofing project is
not subject to the California Environmental Quality Act (CEQA) pursuant to the State
CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, sections: 15301,
Class 1 (Class 1 consists of the operation, repair, maintenance, permitting, leasing,
licensing, or minor alterations of existing public or private structures, facilities,
mechanical equipment, or topographical features involving negligible or no expansion of
use); Because there is no possibility that solar panels and reroofing project may have a
significant adverse effect on the environment, the solar panels and reroofing project is
exempt from CEQA.
Section 2. That the City Council authorizes the filing of the Notice of Exemption.
Section 3. That this resolution shall take effect immediately upon its adoption.
