The regular meeting of Town Council was held today at 3 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Hosti, Fleetwood., Lovell, Waters, Peters, Powers, Town Attorney Solms, Jr.,Rev H. Wellmeier, Superintendent Reed, Chief Summerlin, H. H. Glisson, Luciem Nyers and Norman Stock. The meeting was opened with a prayer by Rev. Welimeier. Mr. Stook informed Council that the S.B.C.of C. at a recent meeting decided to erect an information booth along highway 80 somwhere between Lazaretta Bridge and Campbell Street and asked if the Town would appropriate 3200.00 towards its erection. It would cost approximately 3400 or 3500. The Mayor asked if it would include the necessary facilities. Mr. Stock stated that he would have to check on this. Council- man Fleetwood suggested the use of a trailer, Mr. Stock stated it would probably work. Council offered it to the chamber. The Mayor suggested that Committee from Council and one ffom the Chamber of Commerce get together and plan its erection and location. The Mayor called attention to the bad condition of the sewer main on Lewis Avenue and stated that it has to be repaired at once. Mr. Reed said that it would take about 1250 feet of terra cotta pipe to take care of the necessary repairs and that the cost would be about 31600.00 for the job not including the repairing of streets. Council- man Hosti moved that the work be done and that terra cotta pipe be used, which was seconded and passed. ' The Mayor informed Council that a Committee consisting of Councilmen Lovell, Waters and himself called on the County Commissioners last Friday to try and get some help towqrds the cost of a new fishing pier but were unsuccessful. Mr. Solms stated that he tried to get some help in Atlanta but was unable to do so. The Mayon suggested making an extra charge of 32.00 per lot for the number of lots on the island for the construc- tion of the pier. Councilman Hosti stated that this would not work. Councilman Fleetwood stated that the property owners are taxes too much now. Councilman Hosti stated that if the State and County would let the Town have some prisoners it could be built. Councilman Waters stated that he saw a Timber of fishing piers in Florida which were built reasonably. The Mayor stated that if the structure is not properly built it would not stand up. Mr. Solms stated that to make a charge for the use of the pier would not warrant enough income to pay for personnel. The Mayor said that turnstiles would be considered and also that the old pier, among other things, when a charge was made to use the fishing pier the Town had to pay Mr. Spahos, operator of Tybrisa Pavilion. Councilman Lovell stated that the Town had sufficient material to repair the First Street groin when the weather moderates - the Second Street groin needs repairs and these two groins should be repaired now. Councilman Fleetwood suggested the thought that the Highway Department controls Route 80 at First Street and Butler Avenue and asked if they shoU1d be called upon to help protect it. The Mayor asked Superintendent Reed if he had sufficient rip rap to repair the First Street groin and Mr. Reed stat ed that he thought that he did. Councilman Fleetwood suggested contacting the State Highway Department and request that they protect the area of First Street and Butler Menus against erosion. The Mayor referred this thought to the Committee who would contact the County Commissioners. Mr. Solms wanted to know if any of the people had made any suggestions about helping the Town. The Mayor asked Mr. Glisson what he thought about it. Mr. Glisson stated that some of the business places would go along with it but some would not Councilman Peters suggested that Mr. Solms contact the Highway Department regarding the area at First Street and Butler Avenue. 176 Chief Summerlin reported that his department was operating all right. Council- man Lovell wanted to know what was the matter with the Police Car parked at the garage. Chief Summerlin stated that the speedometer cable had broken. A bill was submitted by Dr. John E.Porter for Twenty ($20.00) Dollars covering a medical examination performed on May 26, 1963. The clerk was requested to refer the bill to the parents of the person who was examined. Councilman Waters asked Chief Summerlin if he had made a report on the wreck of the Plymouth Police Car, the Chief stated that he would get it up at once. Councilman Waters moved that bills for General Government for the month of December amounting to $1,825.40 amdfor the Water Department amounting to $533.57 be paid, which was seconded and passed. Councilman Waters informed Council that a request had been made for a street light at 12th Street and First Avenue. Councilman Fleetwood moved that it be authorized which vas seconded and passed. Councilman Lovell stated that the Golf Club needs to have an area filled in and they instructed him to have Mr. Reed to do this. The Mayor informed Council that Sixth Street whore it connects with Jones Avenue towards Lewis Avenue will be brought up to grade and paved. Councilman Hosti discussing the electrical contractors, stated that the City of Savannah, Garden City, to name a few will not permit an electrical contractor from Tybee to do work in their limits so why should we let others come down here to do similar work. Mr. Solms stated that the Town was trying to get the cooperation of the County. Councilman Fleetwood suggested having a Tybee Contractor take the county examination. The Mayor asked Councilman Hosti to grant more time until the matter could be corrected. Councilman Waters said that be thought that the whole thing had been straightened out some time ago. A letter was read from Mr. A. W. Dowell who has developed a sub - division in Garden Ward, and which is outside the Town's limits, wanting to ascertain if the Town would object to a tourist camp being put in operation on some of his property. It was the opinion of Council that "as long as the camp would conform to County requirements they saw no objections. Mr. Scams called attention to a claim filed by Mrs. Wolston, through her attorney Mr. Alton D. Kitchings, against the Town for ines sustained by her. Councilman Peters moved that the Town Attorney be authorized to settle the claim for not over $160.00, which was seconded and passed. Mr. Solms would handle the matter. Councilman Hosti moved that the Town pay the sum of Fifteen ($15.00) Dollars each for the three ladies in the-Registrar's Office in the Court House who handled the Town's Registration Book, that it was in Savannah from December 5th to December 26th, which was seconded and passed. The Mayor called attention to the house sewerage at the Butler Cottage on Seventh Street and First Avenue saying that the sewer mains are apparently running back- wards and that this should be corrected. 1 177 A petition was presented from the Lewis Avenue Betterment Association calling attention to the bad condition of Lewis Avenue and also several of the houses on this street and requested that something be done. It was suggested that they get some pictures of the old houses which need repair and are owned by F.H.A. and forward them to Mr. Thigpen of F.H.A. Councilman Powers reported that the petition of Sam'Jones who operates the Red Barn Cocktail, Lounge, to transfer his license to John H. Thomas was disapproved by the Police Committee and moved that it be denied by Council which was seconded and passed. The Mayor informed Council that he would - contact Mr. Caldwell in Atlanta to ask him to reconsider his actions towards setting up a State Park at Savannah Beach. There being no farther business the meeting adjourned subject to the mall of the Mayor. Mayor Savannah Beach, Tybee Island, Ga. February 19, 1964. The regular meeting,of Town Council was held today at 3 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Fleetwood, Hosti, Waters, Powers, Lovell, Town Attorney Solms, Superintendent Reed, R. H. Thompson and E.C.Bobo. The minutes of the meeting of January 15th were read and approved. Mr. Thompson stated that he was not here to criticise but the beach needs a new fishing pier and the Savannah Beach Chamber of Commerce requested him to investi- gate the building of a new pier, that he had had Whaley- Minter Company draw up a plan (copy of which was left with the Town). He presented three different plans as follows: 1- Build a pier 220 ft along the S.S.of Tybrisa Pavilion $20,160.00 2- Build a pier extending 496 ft. out from the sidewalk at the end of Sixteenth Street $29,550.00 3- Mild a pier 496 ft. out from First Street $30,450.00 and that a charge of 25 cents per person be made. The Mayor stated that he hoped that Council could build a pier. Mr. Thompson was excused. The Mayor called attention to several bad leaks in the Community House and stated that these should be repaired as he was informed that so far the leaks could not be stopped when it rained. He was going to have another check on this. He also stated that some leaks were reported at the fain and in the court room.
