AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF GRANT FUNDS FROM THE
INDIANA HOUSING AND COMMUNITY DEVELOPMENT AUTHORITY
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any
documents necessary to receive money from the state or federal government or any
other source, and said documents are prepared and executed by the City executive
administration, provided that the Common Council of the City of Richmond as the
legislative body of the City approves an ordinance for the appropriation of any
monies received in accordance with IC 36-4-6-18; and
WHEREAS, The City of Richmond recognizes the need to stimulate growth and to maintain
affordable housing to benefit its citizens; and
WHEREAS, The Housing and Economic Recovery Act of 2008 allows the United States
Department of Housing and Urban. Development (HUD) to allocate Community
Development Block Grant (CDBG) monies to communities and states nationwide;
and
WHEREAS, Additional CDBG monies have been allocated to Indiana, and the Indiana Housing
and Community Development Authority (1HCDA) has authorized additional grant
funds to be distributed through the original Neighborhood Stabilization Program
(NSP-1) grant program to assist with the redevelopment of abandoned and foreclosed
homes and residential properties.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond, by the Mayor and the Richmond Department of Metropolitan
Development, has submitted or will submit, as authorized by IC 36-1-4-10, an application to receive
the additional NPS-1 funds.
2. The City of Richmond is authorized to accept said additional grant funding in an
amount up to One Hundred Sixty-eight Thousand Dollars ($168,000.00) from the IHCDA.
3. Said funds, if awarded to the City of Richmond, shall be appropriated for use in
connection with the City's current NSP-I project.
4. No local match is required.
