Savannah Beach, Tybee Island& Ga.
March 3, 1964.
A special meeting of Town Council was held toady at 8 P.M. in the Council Room in the
Town Hall and was attended by Mayor Browh, who presided, and Councilmen Peters, Hosti,
Fleetwood, Powers, Lovell, Waters, Mr. Joseph J. Hutton and Superintendent-Reed.
The purpose of the meeting was to discuss ways and means of building a fishing pier
and repairing the groyne at First Street.
The Mayor informed Council.that the reason for the meeting was to discuss the possibility
of building a fishing pier on the beach and suggested that nothing be done until after
the election. He informed Council that he had asked Mr. Hutton to attend to show the
advantage of building a pier at the head of First Street and also repair the groyne there
at the same time. The Mayor asked if it was feasible and can we do it, paying for it
by notes. Mr. Hutton stated that he was attending the meeting as a private citizen and
resident of the beach and not as a representative of Thomas & Hutton, that he had looked
at the plans presented by another contracting company and that the plans were all right
but that they call for a much less amount 65 building it than the one submitted by his
concern previously. He stated that nothing could stand up against the ocean that the
stronger the pier is built which would cost more, the more durable it is. He also
stated that the other concern proposed 2 inch decks which are too light. His concern
had proposed 4 inch decking and if it is necessary to have the pier the groyne should
be included with it if ids are available. Councilman Hosti asked about using Armco
sheeting for the groyne, attached to whalers, if it would give protection to the pier.
Mr. Hutton stated that it would.
Councilman Hosti suggested using old automobiles in connection with the groyne and Mr.
Hutton stated that this would not be practical that they would eventually rust out.
He stated using Armco sheeting was all right. The Mayor suggested using this type of
sheeting and fill in with rip rap, etc. Councilman Fleetwood asked that if extending
the south jetty of the Savannah River seaward would this help the beach. Mr. Hutton
Stated that something is needed to break up the wave action. Mr. Hutton stated that
if a pier is built at least a 4" x 6" rail should be used,among other things 4" x 6"
decking. Councilman Lovell stated that the taxpayers should not be made to pay for
it. Mr. Hutton stated that the Mayor and Councilmen should act on their own.
Councilman Powers wanted to know if the Town could build a pier and charge for its usage
in a sufficient amount to pay for it through the years. The Mayor stated that turn
stiles would be used, that parking meters would be installed in the area and a con-
cession stand on the pier should bring in at least $1200.00 annually. He mentioned
that the parking area would cost about $5000.00.
Councilman Peters stated that we must have a groyne. Councilman Fleetwood stated that
the present tax limit for the Town is $30.00 and the tax now charged is $22.22 per
thousand. The Mayor stated that he does not want to increase taxes and asked Mr.
Hutton if a combination pier and groyne were built together would it be less expensive
than building just one. Mr. Hutton informed him that it would. The Mayor.stated that
if the pier was built for $35,000.00 that there would be other incidental expenses to the
pier such as buying land, paving streets, etc. Mr. Hutton stated that the groyne
could be built to seawall level but that the pier would have to be higher. Councilman
Peters suggested that the groyne be built now and that the pier built later. The
Mayor. asked Mr. Reed how many Armco panels he had on hand and Mr. Reed stated that he
had about 100 - 30 inches wide. The Mayor stated that it would take additional panels
to do the job of building a groyne. Councilman Fleetwood moved that the First Street
groyne be repaired.now to the best advantage so that it bould be used later in the
building of a pier and let the pier wait until a later date. Councilman Lovell
seconded and all voted yes except Councilman Hosti, who abstained.

Councilman Fleetwood suggested that the State Highway Department should be
asked to come in and help with the project as they control Route 80.
Councilman Hosti stated that the Town should go ahead and build a pier and a
groyne. Councilman Fleetwood stated that he would amend his motion. The
Mayor requested that nothing be done with this at present.
Councilman Fleetwood stated that the Town recently spent money repairing the
river dock, and that he had some people who were interested in operating a
concession there and the Town should keep this in mind.
There being no further business the meeting adjourned subject to the,dal.l of the
Mayor.

The'regular meeting of Town Council vas held today at 3 P.M. in the Council Room
in the Town Hall and was attended -by Mayor Brown, who presided and Councilmen
Fleetwood, Powers, Lovell, Waters, Hosti, Town Attorney Sams, Superintendent
Reed, Chief Summerlin, Reverend Moore and Mr. Arthur Davis.
The meeting was opened with prayers by Reverend Moore.
The minutes of the meeting of February 19th were read and adopted.
Mr. Davis suggested a list of things which should be done in the museum area
such as a botannical garden, canals two to four feet deep with small islands
placed at several points. He presented a plan covering this. He also stated
that a.State Park representative was out.today, also that the cost to the Town
on the suggested projedts would•le very little if he could get cooperation.
Councilman Fleetwood stated thatfr. Davis would handle the matter and go along
with the Mosquito Control then let him do it. The Mayor stated that it was all
right if agreeable with Council but it should be- confined. Councilman Fleetwood
mored that a Committee be appointed consisting of Mr. Davis, as Chairman, with
two fibers of Council to proceed with the work wherever feasible, which was seconded
and passed.
The Mayor reported that he had Mr. C.H. Ellison, Roofing Contractors to check the
roof of the Community House and that he had submitted a price of $100.00 to make
certain repairs but for $500,001e-wo'?1d repair the entire roof. Councilman
Fleetwood moved that the work be authorized which was seconded and passed.
