WHEREAS, Ordinance No. 21-1987 created a Cumulative Capital Development Fund pursuant
to Public Law 44-1984; and
WHEREAS, I.C.36-8-14 allows the purchase, construction renovation or addition to buildings
used by the fire department and for the purchase or rental with option to purchase
fire -fighting equipment and the purchase of police radio equipment;
WHEREAS, it has been determined that it is now necessary to appropriate more money than
was appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation the following additional sums
of money are hereby appropriated and set apart out of the fund named and for the
purposes specified. Said sum being subject to the laws governing the same.

EXCERPTS F THE MEETINQ OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND. INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in
the Municipal Building of said City on March 6, 1989 at the hour of 7:30 P.M.
Councilmember Hutton presided with the following members present:
Councilmembers: Lundy, Brookbank, Hankinson, McBride, Parker, Morris, and Paust.
Absent: Elstro
The following business was had to -wit:

The Clerk presented Proof of Publication of Notice to Taxpayers printed in the Richmond Palladium
Item, a newspaper of general circulation in the City of Richmond, Indiana, on the date of February 24,
1989. Said notice stated that a public hearing would be held on the 6th day of March, 1989, by the
Common Council to consider additional appropriations in excess of the budget for the year 1989 within
the City of Richmond, Indiana. The Proof of Publication was examined and found to be in order.
Councilmember Morris moved the Proof of Publication be received and filed, seconded by
Councilmember Paust and on unanimous voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 10-1989.
President Morris announced Ordinance No. 10-1989 was on public hearing.
After hearing all persons present, Ordinance No. 10-1989 was placed on final passage or rejection and
on a call of the roll the following was recorded:
Ayes: Lundy, Brookbank, Hankinson, McBride, Morris, Parker, Paust and Hutton
Nays: Elstro
The vote being 8 to 0 in favor of the passage of Ordinance No. 10-1989.

SUBJECT: RECOMMENDATION TO PURCHASE FIRE DEPARTMENT PUMPER
At the regularly scheduled meeting of the Richmond Board of
Public Works and Safety on February 2, 1989, sealed proposals were opened
from five (5) builders of fire apparatus. The apparatus builders
represented were:

Purpose for these proposals is to supply the City of Richmond's
Fire Department, one new Class "A" 1500 GPM Pumper as specified.
The specifications prepared by the City list bid options as
outlined:
Ootion A. Four (4)-door cab in lieu of 2-door style.
Option B, Aluminum cab and body in lieu of galvaneal.
(2-door model and 4-door model)
Option C, A Jacobs or equal engine brake activated by
brake pedal, on -off switch on dash.
option D. Bidder to quote cost for two (2) Fire

Option D. apparatus 50% complete and upon completion.
(cont'd.) This price is to include transportation,
meals and lodging for two (2) individuals.
(Quoted as a per trip cost for two (2)
individuals).
Evaluation by fire department staff personnel recommend that
Option "A" be taken to comply with N.F.P.A. recommendations which requires
all personnel to be seated and belted in an enclosed cab area. This is an
additional cost to the apparatus but will provide greater safety for
i firefighters while also giving them protection to the elements during
inclement weather.
Option "B" was not chosen after consideration because in the
event body repair should become necessary, aluminum is more costly to
repair and qualified personnel to perform the work are hard to find.
I Though aluminum is lighter in weight, with the specified rustproofing,
steel should perform well and is structurally stronger.
Option "C" was chosen because of greater braking power, better
control on poor road conditions, i.e. snow, ice and wet pavement, as well
as prolonging the apparatus brakes.
The following proposed prices reflect the base proposal and the
addition of the recommended Options "A". "C", and "O" where applicable.

Proposals from Pierce and Sutphen are not listed since total
exception was taken to the specified chassis and the apparatus would be
constructed of aluminum.
My recommendation for purchase would be the Kovatch, Proposal
"A" as being the lowest and best proposal. This proposal follows our
specifications on all major items with the exception of the wheelbase and
they are closest to the specified length. The Spartan chassis was
selected for the specifications because the department does have one.
This chassis is well liked by personnel for its quiet ride and handling
characteristics. Parts should be available for years since they are a
major chassis builder they would be less apt to close than a fire
apparatus manufacturer. The department also is familiar with the Kovatch
company since having recently purchased a new pumper from them.

The proposals presented by all five apparatus builders are very
close in price (refer to attached bid comparisons). All are manufacturers
of quality apparatus. My recommendation of the Kovatch "A" proposal is
based on their adherance to the fire department's specfications while
achieving the lowest bid price.
