RESOLUTION NO. 2020.056
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
CALLING ON PRIME HEALTHCARE TO FULLY MAINTAIN THE •
MISSION OF AND SERVICES PROVIDED AT ST. FRANCIS MEDICAL
CENTER WHILE FULLY SUPPORTING THE HOSPITAL WORKERS
WHO DELIVER SERVICES TO PATIENTS IN OUR COMMUNITY.
WHEREAS, St. Francis Medical Center is the heart of the healthcare delivery
system in the Lynwood area; and
WHEREAS, the citizens of Lynwood are properly proud of St. Francis Medical
Center and its success and growth during its many years of service; and
WHEREAS, the citizens of Lynwood value the great medical care St. Francis
Medical Center provides to the residents and want to ensure that it continues; and
WHEREAS, St. Francis Medical Center will face future challenges including, the
resurgence of the hospital post bankruptcy, COVID 19 treatment and funding, potential
legislative actions and changes in national health policy by government and insurers; and
WHEREAS, citizens of Lynwood have been following the discussions and
developments relatedto the Verity bankruptcy and how services will be delivered by a
new ownership group; and
WHEREAS, many citizens are concerned about the potential loss of services as a
result of the bankruptcy sale;, and
WHEREAS, many citizens have expressed concern about future growth of new
medical services in our community following a change in ownership, and
WHEREAS, the dedicated healthcare workers at St. Francis Medical Center have
continued to provide the medical care and services to the community while the hospital
has experienced the turmoil of the Verity bankruptcy, multiple sales, years of uncertainty,
and are now bravely caring for our community during the COVID-19 pandemic; risking
their own lives while the nation grapples with an insufficient supply of personal protective
equipment and testing capacity; and
WHEREAS, St. Francis Medical Center has always been a profitable hospital
within the Verity Health System, and court filings show that the hospital has continued to
have stable finances even throughout the current bankruptcy process; and
WHEREAS, it is expected that the hospital's strong patient base and reputation as
a health care facility that moves aggressively to provide new and improved medical
services will continue under new ownership.

NOW, THEREFORE, the Lynwood City Council does hereby find, proclaim, order
and resolve as follows:
Section 1. That the City Council of the City of Lynwood finds that the community
needs the services St. Francis Medical Center provides now more than ever, and there
should be no reduction in services currently provided as a result of the purchase by Prime
Healthcare.
Section 2. That the City Council calls on Prime Healthcare to fully respect,
appreciate and honor the important role St. Francis Medical Center plays in our
community, and acknowledge that it is through the work of frontline healthcare employees
that the hospital is such an essential civic resource and critical to the health, safety and
welfare of the Lynwood community.
Section 3. That the City Council requests that Prime Healthcare make diligent
effort to ensure that all current staff of the hospital who have served our community so
courageously during the coronavirus pandemic be retained and that all existing labor
contracts be honored so that these employees can maintain their current pay and
benefits.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council
of the City of Lynwood, California, this 5th day of May, 2020
