Councilman Hosti stated that the Town should go ahead and build a pier and a groyne. Councilman Fleetwood stated that he would amend his motion. The Mayor requested that nothing be done with this at present. Councilman Fleetwood stated that the Town recently spent money repairing the river dock, and that he had some people who were interested in operating a concession there and the Town should keep this in mind. There being no further business the meeting adjourned subject to the,dal.l of the Mayor. Mayor Savannah'Beach, Type Island, Ga. march 18, 1964. The'regular meeting of Town Council vas held today at 3 P.M. in the Council Room in the Town Hall and was attended -by Mayor Brown, who presided and Councilmen Fleetwood, Powers, Lovell, Waters, Hosti, Town Attorney Sams, Superintendent Reed, Chief Summerlin, Reverend Moore and Mr. Arthur Davis. The meeting was opened with prayers by Reverend Moore. The minutes of the meeting of February 19th were read and adopted. Mr. Davis suggested a list of things which should be done in the museum area such as a botannical garden, canals two to four feet deep with small islands placed at several points. He presented a plan covering this. He also stated that a.State Park representative was out.today, also that the cost to the Town on the suggested projedts would•le very little if he could get cooperation. Councilman Fleetwood stated thatfr. Davis would handle the matter and go along with the Mosquito Control then let him do it. The Mayor stated that it was all right if agreeable with Council but it should be- confined. Councilman Fleetwood mored that a Committee be appointed consisting of Mr. Davis, as Chairman, with two fibers of Council to proceed with the work wherever feasible, which was seconded and passed. The Mayor reported that he had Mr. C.H. Ellison, Roofing Contractors to check the roof of the Community House and that he had submitted a price of $100.00 to make certain repairs but for $500,001e-wo'?1d repair the entire roof. Councilman Fleetwood moved that the work be authorized which was seconded and passed. 1 1 183 Superintendent Reed reported that to repair the settler line on Jones between 12th and 14th Streets and on Fourth Avenue between 13th & ]4th Street would cost about $10,000.00. The Mayor reported that the automobile of Mr. Fred McCollum recently fell into a hole caused by one of the sewer lines caving in and . that'there -were several other weak placed which should be repaired. It would take- about -1600 lineal feet of pipe in Venetian Terrace and about 1200 lineal feet on Lewis Avenue. The Mayor stated that bids should be asked on laying pipe on Lewis Avenue and also on Sixth Street. Councilman Fleetwood suggested that bids be received for these projects which was seconded and passed. Councilman Hosti and Superintendent Reed would handle the matter. Mr. J.H. Dendy wants to grow grass on one of the-roads adjacent to the golf course and also requested that some NO PARKING signs be placed at several points as the public is now tearing up the area and that the grass will not grow at this location. Mr. Deady stated that he would improve. 1. Mt. Duane Hata requested that M.P:H. signs be placed on Chatham Avenue. The Mayor stated that this would slow up traffic. Chief Summerlin reported that the number of the metal posts supporting the parking meters have to be replaced as they have rusted through. The Mayor asked when he planned to put up the parking meters and the Chief informed him that he would start about April 1st placing them in the parking lots. The Mayor asked the Chief if he had any new information on the men who had broken into the each Drug Company recently and stole a small safe containing narcotics and other items. The Chief heard that there were three Suspects involved named,- Moody, Ryan and Mettler and the car they were in was stolen. The Mayor stated that the car was on the island and wanted to know if the Town could prosecute them. Mr. Solms stated that thie should be handled by the Solicitor General's office. The Mayor suggested calling on the FBI. Councilman Waters stated that there is on file in the Clerk's office an application for the position of policeman from a party from New York who wanted to work part time. Chief Summerlin stated that he would talk to him and also see Mr. Powers. Councilman Waters moved that bills for the month of February for General Government amounting to $1,477.88 and for the Water Department amounting to $465.19 be paid, which was seconded and passed. The Mayor asked what would be the provedure to collect delinquent Personal Property Taxes. Referred to Mr. So].ms. Councilman Lovell wanted to know when work would start on the First Street groin and the Mayor asked if it could wait until the Town got the prisoners. Mt. Lovell stated that materials, etc.,should be assembled now. He also stated that he had writeen the United Bridge & Tank Company but have not heard from them. Councilman Powers informed Council that his committee handling the memorial to Councilman Lovell's father, Robert P. Lovell, Sr., a former Mayor and also Clerk of Council of the Town, had talked with Mrl Lovell and discussed First Avenue with him, that his Committee had also suggested naming the proposed park in Fort Screven after him. The Mayor asked if it was Mr. Lovell's idea to change the name of First Avenue. It was decided to postpone any action until the next meeting. 184 Councilman Powers reported that the Fire Department did a very good job on pro- tecting the adjoining buildings at the Frizzelle' cottage fire which was berg badly damaged. He also informed Council that the whiskey licenses will be due on April 17th and that the Police Daprtment should not be required to collect the licenses that notices should be mailed. Councilman Fleetwood stated that the "Stay & See'Conmtittee" that some of the members are giving their time free of charge in connection'with- -the museum and its environ- ments and it is necessary that some of their requests for renovation and repairs be granted, that with improvements the receipts of the-- Mbeevm will increase. and that he recommended that work be done and also that the operation of the museum be handled by a Committee, that the "Stay & See Committee" expects to raise $500.00. The Mayor suggested that they keep this $500.00. Councilman- Fleetwood stated that the Committee had expenses too some of they are giving their tune-, let some Commission handle the museum. The Mayor suggested leasing it for $1.00 -per year and the Town would be re- lieved of the responsibility. Councilman Fleetwood moved that painting the railing and the steps and that the electrical work be done, which was seconded and passed. The Mayor read a letter from Ed's Beach Service of Florida offering $2,000.00 for the several concessions attached to the beach such as renting floats, chairs, umbrellas, etc., and they furnishing life guards. The Mayor suggested that bids be asked for the opera- tion of these concessions, also to ascertain from Ed's Beach Service how many life guards they world furnish. The Mayor stated that he world handle the matter. The Mayor informed Council that it would be nedessary to borrow money and he requested that Council authorize a casual deficiency loan of not over $10,000.00. Councilman Waters moved that the Mayor be authorized to borrow not over $10,000.00 for a casual deficienty existing in the Town's Revenues and that the Mayor and Treasurer be authorized to sign the necessary papers, motion was seconded and passed. Councilman Hosti asked if the Mayor had been able to get any information on the Plumbing and Electrical Contractors at the last meeting of the.C.C.Mats Association The Mayor informed him that the matter had been brought up again and that they were trying to get together for a solution. Councilman Hosti asked if it was right to allow others to come in and get licenses without examinations when our contractors cannot get them in other towns. The Mayor stated that the City of Savannah could not get together with the C.C. ?4ayorts Association. More time is needed and he believed that the matter will work itself out. Counoilman Hosti stated that both some plumbing and electrical eon- tractors are not doing good work. Councilman Fleetwood stated that they should put up bonds of 3500.00 each before they start work. Councilman Waters stated that signs should be placed at loth, 15th, 16th and lath Street on Butler Avenue. Mr. Solms suggest that they wait until alter the election. Council- man Waters asked what the Town did for the 4H Clubs. The Mayor stated that they clean up and various other things and also give them group rates at the museum. 1 185 There being no further business the meeting adjourned subject to the call of the Mayor. Clerk of . ouncil Mayor Savannah-Beach, Tybee Island, Ga. March 23, 1964. A special meeting of Town Council was held today-at 5:30 P.M. in the Town Hall and was attended.by Mayor Brown, who presided and Councilman Hosti, Fleetwood, Powers, Lovell and Waters. The meeting was called for the following purposes: 1. To appoint Managers for the election to be held on Monday, April 6, 1964 2. To designate a voting place for-the election 3. To accept the resignation of Councilman John A Peters 4. To appoint Dr. C. Louis Hohenstein to the unexpired term of Councilman John A. Peters, who resigned Councilman Lovell moved that the following managers be named for the election for Mayor and Councilmen of Savannah Beach to be held on Monday, April 6, 1964. W. John H. Daniels, Jr. Imo. James M. Cargill, Jr., Mrs. Mildred Burke Mrs. Ethel Smith Councilman Waters seconded and the motion passed. Councilman Powers moved that the voting place for the election to be held for Mayor and Councilmen of Savannah Beach on Monday, April 6, 1964 be held in the auditorium of the Town Hall. Councilman Hosti seconded and the motion passed. The Mayor announced that Councilman John A. Peters, Sr.,had tendered his resignation and requested that it be made effective at once. The Mayor stated that Councilman Peters regretted that this step was necessary but that the pressure of business necessitated him taking this action and that he would always remember his pleasant relation while serving on the Board. Councilman Lovell moved that Councilman Peters resignation be accepted with regret which was seconded by Councilman Waters and the notion passed. Mayor Brown placed the name of Dr. C. Louis Hohenstein before the Board and recommended that he be appointed to fill the unexpired term of Councilman Peters. Councilman Lovell moved that Dr. Hohenstein be appointed to fill the unexpired term of Councilman Peters which was seconded by Councilman Powers and the motion passed.
