The Special Meeting of the Personnel Board of the City of Lynwood was held on
Thursday, April 2, 2020 at 5:00 p.m. through teleconference via Webex (408) 418-9388
Access Code: 623 357 709. The agenda was duly posted as prescribed by the Brown
Act.
CALL TO ORDER
Chairperson Battle called the meeting to order at 5:01 p.m. Cynthia Stafford, Director of

Building Maintenance Lead Worker
DEFINITION
Under general supervision the incumbents leads, supervises and
participates in a variety of skilled and semi-skilled building maintenance and
trades work in the repair, maintenance, alteration and new construction of City
buildings and facilities; and performs related duties as required.
DISTINGUISHING CHARACTERISTICS
The Building Maintenance Lead Worker is the experienced level responsible for
supervising and participating in the construction repair and maintenance of City
parks, buildings, and facilities. Lead responsibility over other personnel is
assigned on a continuous basis to this class and the incumbent is expected to
perform or demonstrate the more difficult or complex tasks and independently
carry out work assignments to completion. The incumbent also assists in work
planning, purchasing, record keeping, report preparation and employee selection
activities.
SUPERVISION RECEIVED/EXERCISED
Exercises lead direction /supervision over building maintenance personnel
ESSENTIAL FUNCTIONS (can include but are not limited to the following)
CARPENTRY
Alters, repairs or constructs articles and structures of wood, such as
partitions, counters, office furniture, doors and window frames; repairs door
closures, and adjusts doors; makes and repairs furniture and wooden fixtures,
performing mill and cabinet work; designs, lays out, cuts, assembles, finishes
and installs cabinets; maintains and repairs woodwork of buildings; repairs roofs
and ceilings; installs acoustical tile on ceilings and walls; lays and replaces floor
tile; cuts and installs glass; fits doors, windows, sashes and screens; hangs
doors and replaces locks; assembles and installs counter tops; remodels rooms
and installs partitions; may stain, paint and finish woodwork; maintains tools and

equipment; interprets and works from plans, diagrams and blueprints; maintains
records of work performed and materials used and submits required reports;
requisitions materials and supplies; may assist the Public Works Operations
Supervisor in all of the above duties.
ELECTRICAL
Inspects, repairs, services and maintains electrical and lighting systems,
including conduit and duct systems, light and power circuits, motor appliances,
generators, breaker panels, fans, heaters, fixtures and clocks; maintains and
repairs heating and air conditioning equipment; installs necessary interior and
exterior wiring for equipment and appliances; wires new and altered buildings;
performs troubleshooting work to locate defects in electrical systems; replaces
fuses, cords and sockets; installs, tests, maintains intercommunication system;
interprets electrical plans and specifications and checks for conformity with
codes, regulations and safety orders; keeps material cost records; prepares
schematic drawings; estimates time and material costs of projects; orders
materials and supplies; may assist the Public Works Operations Supervisor in all
of the above duties.
PLUMBING
Installs, maintains and repairs plumbing systems and fixtures; repairs and
replaces pipes, faucets, drains, sinks, valves, fittings and fixtures; cuts and
threads pipe; cleans out drains and obstructions from water and sewage
systems; replaces and repairs valves; repairs hot water heaters; repairs flush
valves; interprets, corrects and works from sketches, blueprints and diagrams;
maintains records of work performed and materials used and submits required
reports; maintains necessary inventory and requisitions materials and supplies;
may assist the Public Works Operations Supervisor in all of the above duties.
PAINTING AND GRAFFITI REMOVAL
Uses brush, roller or spray gun in applying paint, varnish, shellac, enamel,
lacquer or other protective or decorative finishes to various interior and exterior
surfaces, such as wood, metal, glass, plaster, stucco, wall board, brick and
cement; scrapes, sands, patches, fills or in other manner prepares surfaces for
painting or repainting; applies under and finish coats; mixes paints or uses
standard pre-mix colors; performs a variety of painting duties related to the
carrying out of the City graffiti removal program; erects, rigs or moves scaffolding
and platforms; operates sanders, grinders, compressors, spray machines,
sandblaster, brushes, rollers, generator and related painting equipment; cleans
brushes, rollers, generator and related painting equipment; cleans brushes, tools
and other equipment; estimates amount of materials and labor required for

painting jobs; orders and picks up paint and related materials; maintains records
and prepares required reports; may assist the Public Works Operations
Supervisor in all of the above duties.
HEATING, AIR CONDITIONING AND VENTILATION
Repairs, services and maintains heating and ventilating equipment such
as boilers, hot water and gas heaters, circulating and sump pumps, air
compressors, electric motors, exhaust and circulating fans and other related
equipment; repairs, services and maintains refrigeration and air conditioning
equipment; replaces worn parts such as belts, expansion valves and controls;
interprets plans and specifications; maintains records of work performed and
materials used; submits required reports; maintains necessary inventory of parts
and supplies and requisitions materials as needed; may assist the Public Works
Operations Supervisor in all of the above duties.
QUALIFICATIONS
Knowledge of:
• Standard methods of
• Materials and equipment used in one or more of the building trades listed
above;
• Applicable building codes and ordinances;;
• Safe work practices;
• Recordkeeping principles and practices; and,
• Principles of supervision, training and work scheduling.
And
Ability to:

Training and Experience:
Experience: Three years of progressively responsible experience
in facilities maintenance, street/grounds repair and
construction activities, including experience in a lead
or supervisory capacity.
Special Requirements:
Possession of a valid California Class C driver's license issued by the
California State Department of Motor Vehicles and good driving record.

The physical demands described below are representative of those that must be
met by an employee to successfully perform the essential functions of the job.

RIGHT-OF-WAY MAINTENANCE LEAD WORKER
DEFINITION
Under the general supervision of the division manager, te-serves as lead worker, to
in directing, supervisinge and participatinge in the work of crews engaged in city projects
of repairing and restoring to original condition property defaced, damaged or inflicted with
graffiti; to-oversees the removal of graffiti by sandblasting and cleaning walls and painting
walls, building, residences and structures; to oversees a variety of general clean-up
projects on public right-of-ways, clearing and cleaning refuse/trash from municipal streets,
alleys, gutters, sidewalks, median strips and weed abatement on landscape areas;
performs other job related work as required.
DISTINGUISHING CHARACTERISTICS
The position allocated to this class is distinguished by the assigned responsibility
for assisting in the direction, supervision and work of Laborer Workers engaged in City-
wide right of way maintenance activities. Lead worker responsibility over other personnel is
assigned on a continuous basis to this class and the incumbent is expected to perform or
demonstrate the more difficult or complex tasks and independently carry out work
assignments to completion. The position may also provide training to new employees.
The incumbent also assists department management in work planning, purchasing,
record-keeping, and report preparation.
EXAMPLES OF DUTIES
Receives assignments and plans and lays out work; schedules and assigns specific
duties to Laborers and other assigned staff; lead and participates in the work of the
Department's crews engaged in a variety of general clean-up of public right-of-ways, and
painting activities designed to carry out a programs of graffiti and refuse/trash removal;
supervises crews involved in special graffiti removal projects work; oversees operation of
sandblasting and other tools and equipment to remove graffiti and prepare surfaces for
any needed painting; determines equipment and materials to be used including
appropriate colors of paint and replacement materials; oversees and participates in the
use of spray painting machines, brushes and rollers to paint surfaces of walls, buildings,
residences and other structures; supervises, directs and trains workers in the use of a
variety of hand and power equipment; supervises and personally performs the more
complex or difficult tasks involved in a variety of general painting, building maintenance,
repair duties and the various clean-up projects of public right-of-ways; drives a truck to and
from work sites and to obtain necessary tools, supplies and equipment for assignments;
estimates amount of paint required for job; inspects tools and
