THE CITY OF RICHMOND, INDIANA, JULY 18, 2013
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, July
18, 2013, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana.
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Vicki Robinson, Dian Lawson and Tony Foster.
Also in attendance were Assistant City Attorney Kim Vessels; City Clerk Karen Chasteen; Sarah Mitchell,
City Plan Technician; Lt. Rod Cole, Traffic Division; Dave Burns; Nancy Wissel; and Media.
The following business was conducted:
APPROVAL OF MINUTES
Ms. Lawson moved to approve the minutes for the July 11, 2013 meeting with a second by Ms. Robinson.
The motion was unanimously passed.
CLAIMS FOR PAYMENT
Mr. Foster moved to approve the claims for payment for July 19, 2013 in the amount of Ninety Seven
Thousand Fifty Four Dollars and seventy seven cents ($97,054.77) with a second by Ms. Lawson. The
motion was unanimously passed.
REQUESTS
A. STREET CLOSURES:
1. FAMILY FUN FEST
South 10th Street — "A" to "C" Street plus side streets nearest to the park
September 21; 9:00 am — 2:00 pm
Mr. Foster moved to approve, supported by Ms. Lawson. Upon a vote viva voce, the motion
carried.
2. RICHMOND CELEBRATES KIDS PARADE
Parade Route — 22nd and East Main and runs west to 14th Street and East Main
September 21; 7:00 — 9:30 pm
Ms. Lawson moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion
carried.

3. REEVESTON NEIGHBORHOOD PICNIC
Reeveston Road between 19th and 21st Streets
August 18; 4:00 — 8:00 pm
Ms. Lawson moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion
carried.
4. 9th STREET BRIDGE DEMOLITION
South 9th Street and South "Q" Street
July 22 — October 31, 2013
Mr. Foster moved to approve, supported by Ms. Lawson. Upon a vote viva voce, the motion
carried.
5. BUILDING PAINTING —TRADEMARK CONSTRUCTION
North 7th and Main Street sidewalks and alley behind 700 East Main Street
August 12 — September 9, 2013
Mr. Foster moved to approve, supported by Ms. Lawson. Upon a vote viva voce, the motion
carried.
B. RESERVED RESIDENTIAL HANDICAP PARKING RENEWALS
1. 229 South 7th Street —Joan Barth
2. 111 South 5th Street — Faye Morris
3. 312 Richmond Avenue — Rick Richter
Ms. Lawson moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion
carried.
BID OPENINGS
None
BID AWARDS
A. UNSAFE BUILDING DEMOLITION
Bids were received July 11, 2013
Mr. Foster moved to approve the bid for the demolition of a building at 310 North 3 d Street by
Toschlog Excavating in the amount of Four Thousand Two Hundred Dollars and zero cents
($4,200.00), supported by Ms. Lawson. Upon a vote viva voce, the motion carried.
Mr. Foster also moved to reject the balance of the bids received July 11, 2013 pursuant to Indiana
Code 36 -7 -9, supported by Ms. Lawson. Upon a vote viva voce, the motion carried.
CONTRACTS
A. CONTRACT NO. 103 -2013 —JCL EQUIPMENT CO.
HRL -1 Paint Striping Machine
Ms. Lawson moved to approve and execute this contract in the amount of Six Thousand Dollars and
fifty cents ($6,000.50), supported by Mr. Foster. Upon a vote viva voce, the motion carried.

It was noted the Exhibit was not attached, therefore, the Contract will not be signed until the Exhibit is
made part of the contract.
B. CONTRACT NO. 105 -2013 — LWC INCORPORATED
Design services for repair of Parking Garage located at 15 South 7th Street
Ms. Lawson moved to table this contract until Mr. Stiens is available, supported by Mr. Foster. Upon
a vote viva voce, the motion carried.

RESOLUTIONS
None
MISCELLANEOUS
Mr. Foster moved to reject bids received June 24, 2013 for two dump trucks due to the fact "local preference"
paperwork were not included in the bid packets. This motion was supported by Ms. Lawson. Upon a vote viva
voce, the motion carried.
This will be rebid.
PETITIONS
None
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
