Home My Public Portal About021-1989- APPROPRIATE WITHIN THE LOCAL ROAD AND STREET FUNDAPPROPRIATION ORDINANCE NO. 21,-1,989 AN ORDINANCE TO APPROPRIATE WITHIN THE LOCAL ROAD AND STREET FUND WHEREAS, certain extraordinary emergencies have developed since the adoption of the existing annual budget so that it is now necessary to appropriate more money for the various function of the City Government than was appropriated in the annual budget: NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL_ OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA: SECTION 1. That for the expenses of City Government and its institutions for the year ending December 31, 1989, the following amount of money is hereby appropriated and set apart out of the fund named and for the purpose specified. Said sum being subject to the law governing the same. Such amount appropriated shall be held to include all expenditures to be made during the year unless expressly stipulated by law. SECTION 2. That for the said fiscal period there is hereby appropriated from Local Road and Street Fund the following specified amount to meet the extraordinary emergency hereby declared to exist: AMOUNT AMOUNT REQUESTED APPROPRIATED LOCAL ROAD AND STREET FUND $160,000 $160,000 To be used for the following: 2000-Supplies $ 70,000 $ 70,000 3000-Other Services and Charges 90.000 90.000 TOTAL $160,000 $ 160,000 SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana governing emergency appropriations. Councilmember Hutton presided with the following members present: Councilmembers: Elstro, Lundy, Brookbank, Hankinson, McBride, Parker, Morris, and Paust. Absent: None The following business was had to -wit: (OTHER BUSINESS HAD) The Clerk presented Proof of Publication of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, on the date of April 7, 1989. Said notice stated that a public hearing would be held on the 17th day of April, 1989, by the Common Council to consider additional appropriations in excess of the budget for the year 1989 within the City of Richmond, Indiana. The Proof of Publication was examined and found to be in order. Councilmember Morris moved the Proof of Publication be received and filed, seconded by Counoilmember Elstro and on unanimous voice vote the motion was carried. The Clerk read on second reading Ordinance No. 21-1989. President Hutton announced Ordinance No. 21-1989 was on public hearing. After hearing all persons present, Ordinance No. 21-1989 was placed on final passage or rejection and on a call of the roll the following was recorded: Ayes: Elstro, Lundy, Brookbank, Hankinson, McBride, Morris, Parker, Paust and Hutton Nays: None The vote being 9 to 0 in favor of the passage of Ordinance No. 21-1989.
