Orange St. Present: Chairman Robb English, Vice Chairman Todd Stabley, Noah Mace, Rebecca Swartz, and Chris Wehrman (Planning Board representative) Absent: Kate Albrecht, Ashley Campbell, Annie Jarabek, Nancy Taylor and Kim Woodell Board of Commissioners representative Mark Bell (ex officio) Staff: Public Space Manager Stephanie Trueblood Item 1: Call meeting to order; confirm presence of a quorum. Chairman Robb English called the meeting to order at 7 p.m. Public Space Manager Stephanie Trueblood called the roll and confirmed the presence of a quorum. Item 2: Consideration of changes or adjustments to the agenda There was none. Item 3: Approval of minutes from March 20, 2018, meeting Motion: Vice Chairman Todd Stabley moved approval of the minutes as presented. Board Member Rebecca Swartz seconded. Vote: Unanimous Item 4: Continue discussing Cates Creek Park Master Plan Board members continued discussing recommendations for improvements to cates creek Park including: • Plant native grasses along the slopes on either side of the entrance and on the south side of the soccer field where erosion is occurring. • Plant a diversity of tree species where the stands of white pines grow along the entrance. • Remove the large rocks because weeds grow and litter gets trapped between them and because they are sharp but attract children. • Build a dog park and possibly another recreation area on the large field, such as a practice disc golf area. • Possibly build something in the woods, like a pavilion or nontraditional recreation. • Create a second access into the park. • Introduce walkways/pathways in the back, such as a place where kids can practice riding Page 2 of 2 bicycles. • Create more picnic areas, possibly pavilions. • Create whimsical areas or install art. • Protect the wetland. • Build additional traditional and nontraditional recreation. • Soliciting public input on this master plan as well as any other park improvements The board decided to keep the item open for the June meeting and to work to get more public input about the plan before adoption. Item 5: Reports and updates — (Parks and Recreation-related reports) • Board of Commissioners — No report. • Planning Board — Wehrman • Orange County Parks and Recreation Council — No report. • Mountains-to-Sea Trail — No report. • Intergovernmental Parks Work Group — Trueblood said they will meet in the fall. • Park steward reports: 1. Gold Park — Dog Park — All looks good 2. Cates Creek Park — All good 3. Turnip Patch Park — Leader on tree that needs to be taken down near bridge 4. Murray Street Park — No report. 5. Kings Highway Park — No report. 6. Hillsborough Heights Park — No report. 7. Riverwalk— Looks good. • Staff updates: ○ The Sidewalk Connections Project in West Hillsborough is starting June 18 and will take 6-8 months. ○ The Turnip Patch Park butterfly garden has been planted. ○ Birdhouses are installed ○ The Riverwalk detour is finished and the trail is open again Item 9: Adjourn Motion: Wehrman moved to adjourn at 8:33 p.m. Stabley seconded. Vote: Unanimous
