Connect by using code 620 149 275 and password 5969; For Spanish Speaking (310) 372-7549 Conference Code: 673120 Subject: Lynwood City Council will conduct a public hearing for citizens input on a substantial amendment to the City's Fiscal Year 2015-20 Consolidated Plan, Fiscal Year 2019-20 Annual Action Plan, and the Citizen Participation Plan (herein collectively referred to as "Substantial Amendment"). The City Fiscal Year (FY) 2015-20 Consolidated Plan (which covers the period July 1, 2015 through June 30, 2020) is a strategic plan to examine the housing and community development needs of the City, set priorities for HUD grant monies (i.e. CDBG and HOME funds), and establish an action plan for meeting current and future needs. The City's FY 2019-20 Annual Action Plan sets forth the proposed activities, resources, and expenditures for the CDBG and HOME programs during the period July 1, 2019 — June 30, 2020. The Citizen Participation Plan sets forth the policies and procedures by which the City will encourage citizens to participate in the development of each these plans as well as the Consolidated Annual Performance and Evaluation Report (CAPER). When a substantial change (i.e. adding an activity, canceling an activity, or redirecting funds) is proposed to the Consolidated Plan and/or the Annual Action Plan, the City requires that the public be notified and a public hearing be held to allow the public an opportunity to comment on the proposed substantial changes. The City is proposing to amend its FY 2015-20 Consolidated Plan and FY 2019-20 Annual Action Plan to program available CDBG-CV funding made available under the Coronavirus Aid, Relief and Economic Security Act (CARES Act) to prevent, prepare for, and respond to the coronavirus pandemic. Under the CARES Act, the City will be receiving $666,979 in CDBG-CV funds. A copy of the Substantial Amendment will be available for public review beginning May 28, 2020 through 6:00 p.m. on June 2, 2020. The City welcomes any written recommendations, suggestions, or other input on the Substantial Amendment. Following the conclusion of the public review period, the City Council will conduct a public hearing on June 2, 2020 to consider the Substantial Amendment, which includes modification in CDBG activity funding levels for programs as well as amendments to the Citizen Participation Plan. The Substantial Amendment must be prepared according to the U.S. Department of Housing and Urban Development (HUD) regulations. This publication will commence a five-day public review period for the Substantial Amendment, which will begin on May 28, 2020 and conclude at 6:00 p.m. on June 2, 2020. Persons interested in reviewing the Substantial Amendment may do so by contacting Michelle G. Citizens wishing to comment on the proposed Substantial Amendment must do so in writing. Written comments will be accepted for a period of five (5) days from May 28, 2020; or until 6:00 p.m. on June 2, 2020. In compliance with the Americans with Disabilities Act, if you require special assistance to participate in this public hearing, please contact the City Clerk at (310) 603-0220, Ext. 214. Notification at least 72 hours prior to the scheduled hearing will enable the City to make reasonable arrangements to facilitate participation. NOTICE IS FURTHER GIVEN that on Tuesday, June 2, 2020, at the hour of 6:00 p.m., or soon thereafter as the matter may be heard, the Lynwood City Council will hold a public hearing by TELECONFERENCE VIA WEBEX for the solicitation of public comment on the substantial amendment to the City's Fiscal Year 2015-20 Consolidated Plan, Fiscal Year 2019-20 Annual Action Plan, and the Citizen Participation Plan from citizens and interested parties. All interested persons may listen in at said time and testify in this matter. NOTICE IS FURTHER GIVEN that if you challenge the aforementioned action in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City at, or prior to the public hearing.
