SUMMARY STATEMENT:
In August of 2018, the City adopted new water rates (first time since 1997), connection and capitalization fees based on a comprehensive water rate study prepared by Bowen Collins and
Associates (BCA). The study accounted for anticipated revenue (generated by new rates) and expenses (capital and operational) outlined in the City’s 2017 Water Master Plan and developed
a rate forecasting model unique for McCall’s Water Department. It was understood that the City would complete a future analysis in 2022 to identify if the adopted rates, actual revenues
and revised expenses warranted subsequent adjustment to account for planned growth of the system and associated funding need for future infrastructure.
Accordingly, Public Works has again worked with BCA to complete a Rate Study Update. Attached is the scope of services outlining their approach to the study. During March through early
July, BCA has worked with the Department’s staff, consulting engineers, and City Treasurer, collecting recent 2019-22 revenue, expense, and capital project cost data to incorporate
into the rate model. Revised financial information (from the FY23 budget development process) has been updated within the past few days to provide the most comprehensive model results
and rate revenue projections.
Greg Losher and Keith Larson (of BCA) will present their draft rate model analysis and rate and fee adjustment recommendations. They will also discuss with the Council potential need
and impact of securing bonding to fund significant future capital project costs will have on monthly water rates.

None: For discussion, and to gain input and direction from City Council on finalizing rate study and preparing future resolution to adopt new rates and fees
