WHEREAS, Ordinance No. 21-1987 created a Cumulative Capital Development Fund pursuant
to Public Law 44-1984; and
WHEREAS, I.C.36-9-16-2 allows the purchase, construction, equiping and maintenance of
buildings for municipal purposes, including the acquisition of land and
improvements thereon, the demolition of such improvements and preparation of
such land and the acquisition, improvement or construction of land or rights -of
way to be used as a public way or other means of ingress or egress to land acquired
for the construction of a municipal building;
WHEREAS, it has been determined that it is now necessary to appropriate more money than
was appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation the following additional sums
of money are hereby appropriated and set apart out of the fund named and for the
purposes specified. Said sum being subject to the laws governing the same.

TRANSCRIPT OF PROCEEDINGS CERTIFICATE

proceedings had with respect to additional appropriations adopted by the Common Council of the

EXCERPTS OF THE MEETING OF THE COMMON
( QL!NCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in
the Municipal Building of said City on July 3, 1989 at the hour of 7:30 P.M.
Councilmember Hutton presided with the following members present:
Councilmembers: Elstro, Lundy, Brookbank, Hankinson, McBride, Morris, and Paust.
Absent: Parker
The following business was had to -wit:

The Clerk presented Proof of Publication of Notice to Taxpayers printed in the Richmond Palladium
Item, a newspaper of general circulation in the City of Richmond, Indiana, on the date of June 16
1989. Said notice stated that a public hearing would be held on the 3rd day of July, 1989, by the
Common Council to consider additional appropriations in excess of the budget for the year 1989 within
the City of Richmond, Indiana. The Proof of Publication was examined and found to be in order.
Councilmember Morris moved the Proof of Publication be received and filed, seconded by
Councilmember McBride and on unanimous voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 33-1989,
President Hutton announced Ordinance No. 33-1989 was on public hearing.
After hearing all persons present, Ordinance No. 33-1989 was placed on final passage or rejection and
on a calf of the roll the following was recorded:
Ayes: Elstro, Lundy, Brookbank, Hankinson, McBride, Morris, Paust and Hutton
Nays: None
Absent: Parker
The vote being 8 to 0 in favor of the passage of Ordinance No. 33-1989.

4. Surfacing is asphalt and gravel over concrete decking, smooth surface
asphalt only around perimeters.

Condition
1, Continual leak problem as early as 1983. Leaking currentiv.
2. 1985 Sd NIRH wind severely damaged sheet. EPDNI roof membrane
has been ripped away from the metal batten strips that hold the roof
membrane to the roof deck.
J. When the membrane ripped away from the batten strips almost all of
the seams opened up at the perimeters. All seams have been repaired at
least once, many have been repaired 3-4 times and have reopened again.
4. Severe water entry into the system has allowed the metal batten
strips to rust and disintegrate completely in many areas. This lack, of
attachment is of severe risk to the City.

doorways, allowing falling concrete to fall onto people below, liability
becomes a big question. Continual ;yet conditions will continue rusting of the
structural steel reinforcements further cracking the concrete. Structural deck
repair is extremely expensive and difficult. Degree of damage is not able to
be determined until boLh roofing systems are removed,

Leaks in other areas of the building are damaging plaster ceiling
structures and peeling paint off the wall.

opportunities for short circuiting of these and other electrical systems w-iLhin

11. Screws attaching the metal batten strips into the root- structure are
loosening and backing out from their original positions puncturing the single
ply EPDA4 membrane allowing water in from this point as well. Additionally
the batten strips are expanding and buckling up popping more seams open.
12. A critical structural support for the radio tower has been ripped out of
the roof system and structural deck significantly reducing tower stability.
13- Approximately- 50 of the seams on the roof membrane have opened.

Pressure resulting in blisters which will stress the sheet and open more
seams in the system,
14. Concrete pavers have been placed in the middle of the roof to help
prevent this root from blowing off. However, around the perimeters,
evidently. support capabilities are not sufficient to allow for the pavers_ This
roof is going to blow off at the perimeters if another large windstorm occurs.
Repaired areas have already torn away from the edge again. The original
