Richmond Citv Hail Carstruction i, Decking is primarily structural concrete with 20 gage Steal ar7tytu rr perimeters. Z. First root insulation is 3 inch perlite applied in cold adhesive. 3. Roof membrane is organic 3-4 p1v asphalt built up riu+f. l I o! i 4. Surfacing is asphalt and gravel over concrete decking, smooth surface asphalt only around perimeters. Second Insj.:lation 1 /? inch urethane slip sheet loose laid. Mechanically attached Gates EPD 4. Condition 1, Continual leak problem as early as 1983. Leaking currentiv. 2. 1985 Sd NIRH wind severely damaged sheet. EPDNI roof membrane has been ripped away from the metal batten strips that hold the roof membrane to the roof deck. J. When the membrane ripped away from the batten strips almost all of the seams opened up at the perimeters. All seams have been repaired at least once, many have been repaired 3-4 times and have reopened again. 4. Severe water entry into the system has allowed the metal batten strips to rust and disintegrate completely in many areas. This lack, of attachment is of severe risk to the City. 0 FZ5500o . Severe water entr}" into both rocfind s:stems has saturated thy, roe t insulation creating severe heat loss conditions where the wet insulation conducts heating and coolie; dollars instead of insulating tile!'?. . Trapped Grater into ,oth roofing systems is causing SLrUCLUCaI deCkin'a damage. Even on dr< days water continues to seep out through cracks in the deck dripping :gut in front f door ways below. deter freezing cc>rdititans will spail and crack this concrete. If a spalling situation occurs over tlZese doorways, allowing falling concrete to fall onto people below, liability becomes a big question. Continual ;yet conditions will continue rusting of the structural steel reinforcements further cracking the concrete. Structural deck repair is extremely expensive and difficult. Degree of damage is not able to be determined until boLh roofing systems are removed, Leak damage inside is w°ettirg asbestos sprayed on fireproofing causing it to dry and faii down onto suspended drop ceiling tiles. ASiseSLOS exposure rl'gks are increased significantly from, exposure risk calculated iil Jrigin 'ai Stub"-, Q. Leal damage into the board room has ruined many ceiling L.les and Rill continue. 1Ianv tether leak areas continually ruin ceiling tiles as';ell. Leaks in other areas of the building are damaging plaster ceiling structures and peeling paint off the wall. 10, Leaks into permanent light fixtures' inside « outside' are creating easy opportunities for short circuiting of these and other electrical systems w-iLhin the buildirigi alarm syste.ms, coillputers, light banks. ...etc, E. 11. Screws attaching the metal batten strips into the root- structure are loosening and backing out from their original positions puncturing the single ply EPDA4 membrane allowing water in from this point as well. Additionally the batten strips are expanding and buckling up popping more seams open. 12. A critical structural support for the radio tower has been ripped out of the roof system and structural deck significantly reducing tower stability. 13- Approximately- 50 of the seams on the roof membrane have opened. many now because of the amount of water trapped within the system. Hot summer days are Going to cause this water to vaporize creating internal Pressure resulting in blisters which will stress the sheet and open more seams in the system, 14. Concrete pavers have been placed in the middle of the roof to help prevent this root from blowing off. However, around the perimeters, evidently. support capabilities are not sufficient to allow for the pavers_ This roof is going to blow off at the perimeters if another large windstorm occurs. Repaired areas have already torn away from the edge again. The original s M f755ZOo ^eritneter attachment was ver7 inadequate. This anpears to ha —a been a design and application problem. Ti,is entire roof has been constantly- patched and complete - incapabte of nerforming as intended waterproofing function. \ecci merldatlon 1. Complete removal off both roofing systems down to the structural decll, ing is the only sound roof decision based on current construction and conditions. 2. Installation of a new roofing system and new insutation €11=15 'that can meet the rooting requirements of this situation. Budget $1,70,000-i90,000 FfreMuse,, 1.
