AN ORDINANCE TO APPROPRIATE WITHIN THE CUMMULATIVE CAPITAL DEVELOPMENT FUND
WHEREAS, Ordinance No. 21-1987 created a Cumulative Capital Development Fund pursuant
to Public Law 44-1984; and
WHEREAS, I.C.8-22-3-25 allows the acquisition of real property and the construction,
enlarging, improving, remodeling, repairing or equipping of buildings,
structures, runways or other facilities for use in connection with the airport
operated by the City of Richmond:
WHEREAS, it has been determined that it is now necessary to appropriate more money than
was appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation the following additional sums
of money are hereby appropriated and set apart out of the fund named and for the
purposes specified. Said sum being subject to the laws governing the same.

SECTION 2. This Ordinance shall be in full force and effect from and after its passage and
approval by the Mayor and is subject to the laws of the State of Indiana governing
emergency appropriations.

TRANSCRIPT OF PROCEEDINGS CERTIFICATE

EXCERPTS OF THE MEET,IbiG OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND. INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in
the Municipal Building of said City on July 3, 1989 at the hour of 7:30 P.M.
Councilmember Hutton presided with the following members present:
Councilmembers: Elstro, Lundy, Brookbank, Hankinson, McBride, Morris, and Paust.
Absent: Parker
The following business was had to -wit:

The Clerk presented Proof of Publication of Notice to Taxpayers printed in the Richmond Palladium
Item, a newspaper of general circulation in the City of Richmond, Indiana, on the date of June 16
1989. Said notice stated that a public hearing would be held on the 3rd day of July, 1989, by the
Common Council to consider additional appropriations in excess of the budget for the year 1969 within
the City of Richmond, Indiana. The Proof of Publication was examined and found to be in order.
Councilmember Morris moved the Proof of Publication be received and filed, seconded by
Councilmember McBride and on unanimous voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 34-1989.
President Hutton announced Ordinance No. 34-1989 was on public hearing.
After hearing all persons present, Ordinance No. 34-1989 was placed on final passage or rejection and
on a call of the roll the following was recorded:
Ayes: Elstro, Lundy, Brookbank, Hankinson, McBride, Morris, Paust and Hutton
Nays: None
Absent: Parker
The vote being 8 to 0 in favor of the passage of Ordinance No. 34-1989.

There being no further business, on a motion duly made, seconded and passed the meeting was
adjourned.

SUBJECT' Reroofing the City Building & Airport Administration Building
using funds out of the CCDF

In reference to the above, we are in an emergency situation with the City
Building roof leaking. We have tried to repair the roof, however, it is
too far gone.
The manufacturer who warranted this roof (Gates Manufacturing) has filed
bankruptcy. Please see attached information as to the situation of this
roof.
Since this is a bid item, and the exact cost is not available at this time,
I feel we should appropriate a minimum of $190,000.00
On May 24, 1989, during the downpour, we had numerous leaks on all three
(3) floors. We also had wet insulation fall from the third floor in the
Engineering Department. It fell very near Rick McAvene. As you can see,
we are in a real liability situation.
The roof at the Airport has a constant leaking problem, both the upper &
lower roofs. Because of the leaks, we have the same problem with plaster
falling on people which again presents a liability situation. We estimate
this roof to be 20 to 25 years old. On this roof, we would ask for an
appropriation of a minimum of $30,000.

Notice is hereby given the taxpayers of the City of Richmond, Wayne County, Indiana, that the
proper legal officers of said Municipal Corporation at their regular meeting place at 7:30
o'clock P.M. on the 3rd day of July, 1989, will consider the following additional appropriations
in excess of the budget for the current year.[

appropriations as finally made will be referred to the State Board of Tax Commissioners, which
Board, upon Receipt, will hold a further hearing within fifteen days at the County Auditor's
Office of said County, or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriations may be heard. Interested taxpayers may
inquire of the County Auditor when and where such hearing will be held.[
