The regular meeting of Town Connell Was held-today at 8 P.M. in the Council Room in the Town Hall and was attended, by Mayor Brown, who presided and Councilmen Hohenstein, Host &, Fleetwood, Powers, Lovell, Waters, Town Attorney Solna, Superintendent Reed, Lt. Jas. Price. The minutes of the meeting of May 2Oth were read and adopted, Superintendent Reed reported that there were several cave -ins of the sewer mains and that the new sewer line at Ellssey's Store was completed. He also reported that he has material on hand for repairs to the First Street-groin but that he was waiting for the drag line. °P0 also reported that the eater consu ptiion is very high and estimated that about 22r million gallons of water' is being tested daily. The Mayor suggested that meters be installed if this condition a ntinuea as it °could be dangerous and he appoint- ed a Committee-to study the condition'end report back. The Committee consists of Aldermen Hosti, Lovell, and Hohenstein. Councilman Hobenstein asked when was the send-in Fort Screven in the parking area going to be leveled. The Mayor appointed Councilman Hosti to handle the matter. Lt. Price reported that the Police Department was functioning all right. The Mayyor asked how the Policewomen were doing and he. was Informed -that they were doing all right also that the'police cars are in good repsir. Councilman Hohenst&in calf attention to the loud speakers-in some locations and stated that this should be stopped. He reported that the Riptide and Kings ""% "..were using loud speakers. The Mayor asked should the Ordinance regarding loud speakers bee enforced or cancel it. It was the &pinion of Council that it should be enforced. The Mayor reported that there were still some unpaid licenses and referred this to the License Committee to handle, Councilman Waters stated that some of the games in the amusement area between pith and 16th Streets were games of chance and money makers . Some are known as "Pitch Ball ". Councilman Fleetwood moved that the license ordinance be amended to charge $100.00 each for a game known as "Pitch Bali" or a similar type game. Coumsilmau Hosti seconded and the motion passed. The Mayor informed Council that Tybeeland-Bathhouse, operated by E.C. Bobo, was notified that they could not operate a bath house until they'had employed a qualified, pro- fessional life guard. The Mayor also informed Lt. Price that all licenses must be paid by next Monday. Fire Chief Edmund Solomon reported that the International - Beachcombers Club . was a. fire hazard and that they ere not complying with fire regulations and he had given them ten (10),days to correct this condition. He also stated that regarding the Fred Wessels Fire Engine that it could be- placed in the old Convict Camp building that changes could be made in order to horse this engine. He also called attention, especially on weekends, to some of the fire plugs blocked by people parking their oars in front of or close to them. He also asked what the cost would be to furnish water to the subdivision being developed by A.W.Dowell at Estill Station in Garden Ward. Councilman Lovell suggested that he get a list of the prospective water consumers. The Mayor infoZrmed:him that Councilman Lovell would let him know the rates. Mr. Solms stated that meters should be installed. Councilman Waters moved that bills for General rnment for the Month of May amounting to *7,588.94 and for the Water Department amounting to $720.62 be paid. Councilman Hohenstein seconded and the motion passed. Mayor Brown •reported that-some Of the operations of the Polite Department and also problems which - should be corrected. "One was the need of a capable head of -the department and that a Coimnittee should be appointed to handle "the matter. Councilman Lovell moved-that—the—Mayor and the-Police Committee be authorized to hire personnel subjeet to the approval of Council. Councilman Hohenstein seconded and the notion passed. Councilman Hosti stated that the new head of the department should not be called "Chief" but should be recognized by some other title. Councilman Waters stated that as regards the cleaning of lots that nothing had been done this year so far. Councilman Waters called attention to- the-petition of Mrs. T. Dooley for a re- duction on her - .... , Mayor property, ht �- _of '8eaah hot CIA°! Ward 5. The stated, that this would be corrected when the new assessments come out. Councilman Fleetwood stated that we should get a new survey as soon as possible. Councilman Lovell suggested that Superintendent Reed be given a free hand on re- pairing the First Street groin. Councilman Hosti stated that he has a free hand. Councilman Lovell noted that some cars are parking on the wrong side of the street and noted that the Police Cars are one of the offenders. Councilman Powers reported that Mts, Fleetwood called him regarding the old fire engine and wanted to know where to house it. " Be stated that Mr. Fred Wessels . had told him to hold off on the engine at this time. Councilman Lovell wanted to know what was the status on former Chief Summerlie s salary. The Mayor Stated that in order to help him the Town guaranteed the hospital bill at Memorial Hospital but after he was in the hospital he could not be gotten out for six weeks for which he was paid. He - -was offered a lower rank at a reduced salary, though he was not on duty at the -time, Councilman:Hosti stated that the Chief vas on the patrol]. Until the 15th and he should be pdid. Councilman Fleetwood asked if there were any pension funds. avalable for Town employees. %The'Mayor stated that they were none, Councilman Lovell stated that the Town should not stand good for any employee when they go to the hospital and made a notion that the Town not guarantee anything more than-the admission fee to the hospital but there was no second and the motion died. Nr. Solms stated that he felt that the Mayor did the proper thing not - guaranteeing payment of the bill. Councilman Hosti stated that I. Summerlin should be paid to the 15th. Councilman Fleetwood suggested that Mr. Soles handle the entire matter. Mr. Solms reported that on a recent trip to Atlanta he had talked with Mr. Ed. Baxter and also with Mr. J. J. Hatton in Savannah regarding "E& H"- financing to repair the sanitary sewer lines and that he was requested to get the necessary fogs. He suggested that the Mayor, Mr. Joseph Hutton and himself go to Atlanta regarding this. The'Meyor asked Nt.-Solms if-he would be available Monday and that he would call Mt. Baxter -in Atlanta. Mt. Solms stated that the Town could • borrow from the °H & PAgency. - Councilman Fleetwood stated that instead of lying a hand to mouth existence like we are doing now that the Town should float a-Bond Issue to cover a five year future plan. He believes that the people would back it and that Fort Sereven has splendid possibilities. 1 1 1 1 1 Residents in the- 'itsinity of Fourth Avenue and Ninth Street requested that a street light be placed in the area Referred to the Light Cotttee. A letter was read from Rev. -T. A. Meere, Cbapth . i the'See, Baptist Church, regarding the operation of the.cooktail lounges and Other things. Received as information. Councilman Hosti - presented several bide for repairing or replacing the ioof at the Fire Station and the low bid`.for replacing the roof was submitted by Youmans Roofing Company amounting to $483.00. It was mooed that this bid be accepted, seconded and passed. There being no farther business Council adjourned subject to the Sall of the Mayor. Mayor Savannah Beach, Tybee Island, Ga. July 15, 1964. The regular meeting of Town Council was held today at 8 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Hosti, Hohenstein, Fleetwood, Lovell, Waters, Town Attorney Solms, Superintendent Reed, Lt. Price, S.J. Solomon and J. J. Hutton. The minutes of the meeting of June 17th were read and adopted. Judge B.B. Beery administered the following oath to Mayor James A. Brown. "I, James A. Brown, do solemnly swear that I will faithfully and honestly perform the duties of Mayor of the Town of Savannah Beach, Tybee Island, Georgia, to the best of mfr skill and ability, without favor or affection, so help me God. "Further, I, JAMES A. BROWN, a citizen of Savannah Beach, - Tybee Island, Georgia, and being an employee of the Town of Savannah Beach, Tybee Island, Georgia, and the recipient of public funds for services rendered as such employee, do hereby swear and affirm that I will support the Constitution of the United Stated and the Constitution of the State of Georgia, and that I am not a member of the Communist Party and that I have no sympathy for the doctrines of communism and will not lend nor aid, my support, my advice, my counsel, nor m® inforence, to the Communist Party or to the teachings of oomminism This 15th day of July, 1964.
