Councilman Hosti - presented several bide for repairing or replacing the ioof at the Fire Station and the low bid`.for replacing the roof was submitted by Youmans Roofing Company amounting to $483.00. It was mooed that this bid be accepted, seconded and passed. There being no farther business Council adjourned subject to the Sall of the Mayor. Mayor Savannah Beach, Tybee Island, Ga. July 15, 1964. The regular meeting of Town Council was held today at 8 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Hosti, Hohenstein, Fleetwood, Lovell, Waters, Town Attorney Solms, Superintendent Reed, Lt. Price, S.J. Solomon and J. J. Hutton. The minutes of the meeting of June 17th were read and adopted. Judge B.B. Beery administered the following oath to Mayor James A. Brown. "I, James A. Brown, do solemnly swear that I will faithfully and honestly perform the duties of Mayor of the Town of Savannah Beach, Tybee Island, Georgia, to the best of mfr skill and ability, without favor or affection, so help me God. "Further, I, JAMES A. BROWN, a citizen of Savannah Beach, - Tybee Island, Georgia, and being an employee of the Town of Savannah Beach, Tybee Island, Georgia, and the recipient of public funds for services rendered as such employee, do hereby swear and affirm that I will support the Constitution of the United Stated and the Constitution of the State of Georgia, and that I am not a member of the Communist Party and that I have no sympathy for the doctrines of communism and will not lend nor aid, my support, my advice, my counsel, nor m® inforence, to the Communist Party or to the teachings of oomminism This 15th day of July, 1964. LOUIS HOHENSTEIN The Mayor and Councilmen thanked Judge Heery for his kindness in coming down and swearing in the officers. Judge Heery replied that it has always been a pleasure for him to do this as he always felt very close to Tybee. n Fire Chief Solomon reminded Council that the fire fighters are having their con- vention next month and he would like for at least two department members to attend the convention which would last about three days. Councilman Hosti moved that he and one other member be allowed $60.00 each to cover expenses bf attending, which was seconded and passed. Chief Solomon stated that he had met with the State Fire Marshal and had read his report regarding Savannah Beach fire fighting facilities which report was not nice, that the attendant living at the fire station was not up to standard, that the place is not kept clean, he is not checking the equipment as he should and that he would report back at the next meeting. Lt. Price reported that the ambulance needs two new tires. The Mayor asked about the 186 hours paid to the jailer. Mr. Price stated that this man on occasions stayed at the jail all the time guarding prisoners and that there was practically some one in the jail at all times and that it is necessary to have a jailer on duty when they have prisoners. The Mayor stated that this should be corrected as it is too expensive. 1 1 199 Councilman Waters instructed Lt. Price that the Police Cars should not drive over 90 MPH that he knows of several instances when they had been driven over 100 MPH. If it is necessary, when chasing speeders over 90 MPH, then the county police should be called. Councilman Lovell asked if they got the number of the car when they were chasing it at-high speed. Lt. Price stated that this could not always be done. Councilman Lovell stated that he noticed cars are being parked on the wrong side of the streets and that some out across the street at times. The Mayor stated that when the:Polioe see cars parked wrong they should give the offender a ticket as a reminder. Councilman Waters stated that when tires are purchased that the Town should get bids for supplying all departments. The Mayor appointed e. Committee consisting of Councilmen Waters, Hosti and P ccf .i to handle the matter, Coimoilman Waters called attention to a car which has been parked at Ninth Street and Jones for some time and stated that he had checked on it and found that it had been owned by a Mrs. Edgerly but that she had sold it. Lt. Price informed him that he would have it moved at once. The Mayor stated that he had requested Mr. Hutton to appear before Council in connection with the sewer system that it is getting more expensive to operate each year and the Town cannot afford to keep it up, Mr. Hutton stated that there is more federal money available for, these projects at this time and this condition is common in a great many places. One of the.Aots of Congress contains more liberal terms and makes money available for these projects to small communities since a check of the entire system in 1957 and that he would suggest that the entire system be checked to see what is needed. This would be the proper thing to do in asking for a grant and he asked what we would have fifteen (15) years from now. The Town should go along with the cost of part of it, the original cost would be approximately $1500.00 and the total cost would be about $8500,00 to prepare sewer maps and redesign the system for at least fifteen (15) years in the fluture then see what the Town can afford. The Mayor asked if any funds were available. Mr. Hutton stated that approximately 30 per cent of the cost of the plant, which is about 90,000 feet in the present!system and cost approximately $150,000.00, that the federal grant would be about $50,000.00. (See letter of June 3Oth, 1964) Councilman Lovell stated that the Town would have to build a larger plant to take care of the increased population especially during the summer months. Councilman Fleetwood stated that in going into this the Town should have a 1 ong range plan. Mr. Hutton suggested that a sewer charge be put into effect and also that the water rates be raised. Councilman Fleetwood stated that the Town should start making a. request for funds now when fiords are available, he also stated that the Town had other major expenses such as groins, seawall, streets, parks, eto. The Mayor stated that if©jchey planned a bond issue the people should vote on it. Councilman Lovell stated that the project has to be surveyed. Councilman Fleggtwood moved that the Mayor and Town Attorney be authorized to present an application €dt° the advanced H -& H Agency for a preliminary survey, water and sewer system for mapping and to prepare an estimate of cost of improvements, eto.,which was seconded and passed. If they allow only $8500.00 take it. Councilman Waters moved that bills for Genera]. Government for the month of June amovbt- ing to $2226.41 and for the Water Department amounting to $574.99 be paid which was seconded and passed. The Mayor called attention to delinquent taxes, licenses and water and requested that taxes be advertised in September for sale at the Court House in October. It was moved that this be done, which was seconded and passed. 200 Councilman Waters informed Council that a police woman was doing traffic duty at Butler Avebue and Sixteenth Street on Sunday. The Mayor asked when the installation of water meters would start, Councilman Lovell stated by October 1st. Mr. Solms asked if installment payments were to be made for meters. The Mayor stated that the Town has two $5000.00 bonds that could be used for part payment on the purchase of meters and requested Councilman Lovell to handle the matter of starting the meter installations an October 1st. Councilman Lovell stated that when meters are installed that person's property that they be billed then. Councilman Lovell read,a bid from the Badger Meter, people and he was requested to get at least two more bide. Councilman Lovell moved that water users go on meter rates effective May 1, 1965, which was seconded and passed. Mayor Brown requested Mr. Solms to report the action of Council regarding H& H financing by Resolution. Councilman Fleetwood informed Counc =1 that. he had. written a letter to the Depart- ment of Revenue regarding the veterans license of Johnny G. Spahos in connection with a list of items, some of which were in possession of E.C. Bobo, operator of Tybeeland, and that he had also written Mr. Bobo relative to his being required to have a qualified life guard on duty during. the opening of his bath house. Letters were read from Congressman Hagan, Rev. T. A. M ore and Mrs. Peacock. Councilman Fleetwood reported that the liability insurance policy of the Jack Royal rides has been corrected to read from October 1, 1963 to October 1, 1964.
