The meeting was called order at 7:30 p.m.
The Mayor announced an executive session to discuss a legal matter. This executive
session would begin at 8:00 p.m,

3 Minute Communication
Mrs. Rose Stimson asked the Council when the front area of the Town Hall would be
landscaped. She recommended that this front area should be cleaned. The Mayor
acknowledged her request. Mrs. Lorraine Diede gave compliments to the Town in
maintaining the landscaped area of the entry area to the Town.
Mrs. Claire Fell questioned how much money was lost due to the vandalism of the fence
posts placed by the Town on 47th St. The Clerk: estimated that approximately $200.00
was lost in resetting the fence posts after they were shaken out of the concrete setting.
The Town Council presented certificates of appreciation to Chris Diede, Board of
Adjustment and Jack Gale, Planning Commission. Mr. Diede volunteered twenty-five
years to the Board of Adjustment and Jack Gale gave fourteen years to the Planning
Commission,
Mr. Gale acknowledged that the present Planning Commission was the best Commission
ever that he had worked with in all his years of service.
Mr. Diede also praised the Board of Adjustment in that everyone on the Board had the
ability to work with neighbors in the spirit of compromise.
Officer Kevin Alberg reported that there was one alcoholic arrest in the furnishing of
alcohol to minors. He also repotted that the fire department was investigating the fire that
occurred on 4409 95th Ave. N.E. He commented that the response to the fire of 12
minutes was a timely response for 1:00 a.m.
Mayor Lloyd Cooney recommended the appointment of Ed Erickson to the Board of
Adjustment Councilmember Freeman moved for the appointment of Ed Erikson to the
Board of Adjustment. Councilmember Casey seconded the motion and the motion passed
unanimously.

Growth Management Cornorehensive Plan
Councilmember Gale asked for a copy of the growth management
comprehensive plan

before it went to the State. Mr. Lund stated that he would give Mrs. Gale a copy. The
Mayor commented that it would be best to send the comprehensive plan in soon to the
Sate. There was some discussion on the affordable housing requirement. The Mayor
commented that the Community Block Grant only partially meets the requirement of the
Town providing affordable housing. The Mayor directed Mrs. Longtnire to collect any
current definition of affordable housing and forwarding it to the Council.
Mr. Newbill reported that he had met with a land surveyor and found that the land survey
work for 91st Ave. N. of N.E. 47th could be done for about approximately $750.00.
Councilmember Gale moved for the approval of the land survey work. Councilmember
Casey seconded the motion and the motion passed unanimously.
W. Newbill addressed the drainage problem that occurred from the Sargeants property,
41 Mr. Newbill stated that he would write a letter to the Sargeants to outline the Code
requirements in taking care of the drainage problem.

Mr. Newbill also reported on the Department of Transportation planned to eliminate the
variable message signs originally proposed. Mr. Newbill also understood that there would
be a metering element on 84th Ave. The Mayor stated that he believed that the revised
plans showed no metering element on 84th Ave. and that he would check into this before
the next Council meeting.
Mrs. Longmire reported that two residents were going to receive rebates for 1991 &
1992. Councilmember Freeman asked that the rebates be deferred until there was some
verification on documentation of the application period.

Mr. McGlenn asked the Council if he could go ahead and ask for bids. Mr. McGlenn
commented that there was approximately $10,000 to $15,000 worth of work to do. Mr.
Chris Diede, Commissioner of Water District 1, pointed out that the Town would have to
place enough zones to handle the water pressure problems. Councilmember Gale moved
to authorize the sprinkler system and the Town Hall landscaping. (There was no second
to this motion). Councilmember Buchanan suggested that there should be no irrigation
system. Councilmember Gale recommended hoses placing water (50ft - 100ft.drip hoses.)
Councilmember Buchanan recommended that invitation for bids should be placed in the
Daily Journal of Commerce. Mr. McGlenn suggested asking bids from previous bidders.
Councilmember Buchanan moved that the Town Clerk advertise the landscaping project in
the Daily Journal of Commerce on the week of ,Sept 13, 1993 with plans available on
Monday and call for bids 21 days from September 13, 1993 (October 1, 1993). The
Town Clerk should also ask for a $15.00 deposit. Councilmember Freeman seconded the
motion and the motion passed unanimously.
Park Board Hearing Date
Dr. Freeman suggested that a reader board would be an effective way to publicize a
meeting. Councilmember Casey recommended that the Park Board decide on the date of
the next Park Board Hearing.
The Clerk reported that she would send the newsletter on September 20, 1993 to
announce the next Park Board Hearing.

One resident wanted to know if this proposal was an immediate & actual work order or
only a design proposal. Councilmember Buchanan clarified that proposal marked as
Exhibit A was a cost proposal of a conceptual site plan for the 47th Street End Beach.
Another resident claimed that there should be adequate notice of the next Park Board
meeting. Councilmember Casey recommended that the Park Board members decide on
the scheduling of their next meeting. Councilmember Freeman suggested that a good way
to advertise for the next Park Board meeting is to place the reader boards (sandwich
boards) at the entry area of the Town.

The Mayor reported that at the last Mayor's meeting a representative from ARCH
proposed to the Mayors that the 5 Communities join the consortium for a fee to study
affordable housing.
Councilmember Gates moved for the approval of the September 14, 1993 voucher list as
amended by striking out Warrants 7182 in the amount of $43.62; Warrant 7183 in the
amount of $52.21; and Warrant 7184 in the amount of $49.72. Councilmember Freeman
seconded the motion and the motion passed unanimously.
Councilmember Gates suggested that some of the cash holdings be wired to the
investment pool. Ms. Simon presented the annual report to the Councilmembers. Ms.
Simon reported that requests for budget estimates were made to the Mayor and the staff.
Councilmmb&-Q did Night
Council Candidates Night would be held on October 26, in where the candidates could
present their views. Councilmember Gale suggested that there should be a time limit to
the candidate's presentation.
The Mayor pointed out that the Town received a letter from Larry Coleman, Myra
McEwan and Jeanne Whiting requesting to write the statement against proposition one
(annexing to the King County Library). The explanatory statement should be written by
the Town.
The Mayor suggested that there should be one Councilmember selected to supervise the
pro (Councilmember Gates) and con (Councilmember Gale) statements for proposition
one. Councilmember Casey and Councilmember Buchanan voiced their concerns in
having Councilmembers involved. Councilmember Gale stated that she was satisfied with
the three names the Mayor mentioned earlier. Councilmember Gates voiced his concern
that the Library Committee should make the decision on who should write the pro
statement. Discussion on how the statements should be signed also followed.
Councilmember Freeman recommended that the Town should ask the Town attorney for
advice on these matters.

Councilmember Gates suggested that the Town should designate areas for election signs
as election time drew closer. Councilmember Casey moved for designating that election
signs may be displayed around the flag pole entrance to Yarrow Point, right-of-way in
front of the turn around (92nd & N.E. 33rd) and the right-of-way area in front of the
Town Hall between the entrance and exit driveway. Councilmember Buchanan seconded
the motion and the motion passed. Councilmember Gates voted against the motion.
Councilmember Gale moved for adjournment. Councilmember Freeman seconded the
motion. The motion passed.
The meeting adjourned at 9:50 p.m.

We are pleased to propose this outline of tasks and associated fees as you have requested.
our proposal is based on our community workshops, previous meetings with the park
board, site visits and our conceptual site plan. We are excited about the positive
community enhancements the project holds. The following tasks and phases are arranged

Extra Services:
1. Topographic/Boundary Survey: 'The Owner will contract with an independent
registered land surveyor to prepare.a topographic/boundary survey. if it is
contractually more expedient to include this work in the consultant's (J-G-M)
contract, a 10% markup will be required to cover insurance costs, coordination, etc.
Either method is acceptable to us.
Estimated Fee Range: $2,750 - 3,200.00
Time allowance: 4 weeks
2. Geotechnical Xnvestig:ttion: The Owner will provide or direct the consultant to
contract with a qualified geotechnical consultant to collect and analyze soils data to
ascertain foundation and piling designs. The Owner may include this work in the
consultant's contract with a 10% markup. 300.00
Estimated Tree Range: $ 2,500 - 3,
Time allowance: 3 weeks
3, Interpretive Panel Design: The consultant will work with the Park Board to
ascertain the theme, content and layout of the interpretive panels. The consul€ant
will prepare artwork (drawings, photos, maps, etc.) and write and edit copy for the
panel(s).. The consultant will coordinate the manufacture of the panels with the
contractor and the fabricator, 00

Time allowance: 4 weeks
4. Permit Assistance:. The consultant will assist the Owner with permit applications
on a time and material basis at the request of the Owner.

5. Schematic Design Phase: This phase is essentially complete unless the current

6. Design Development Phase: The consultant will prepare more refined
drawings of site plan and related construction and planting details. Outline
specifications and cost estimates will be prepared for Owner review. The consultant
will enlist the specialized services of additional subconsultants (civil and structural
engineering), as required, to address all of the technical isses.
EstimatedFee: $ 3,950.00
Time allowance: 5 weeks
7. Construction Document Phase: The consultant and his subconsultants will
address all of the Owner's design development phase comments, and complete the
preparation of all construction drawings, technical specifications, and estimates -

S. Bidding Phase: The consultant will assist the Owner during the bidding phase by
answering bidder questions, attending; an on -site pre -bid meeting, prepare addenda
as required, and review the bid results. The Owner will advertise for bids,
distribute construction documents, and receive bids. Estimated Fee: $ 985.00
Time allowance: 4 weeks
9. Construction Phase: The consultant will conduct sixteen (16) weekly site
observations to monitor the contractor's construction progress and to assure the
intent of the plans and specifications is understood and properly implemented. The'r-
