HomeMy Public PortalAbout063-1989- ORDINANCE DESIGNATING THE 400BLK OF SOUTHWEST 2ND ST AS A RESIDENTIAL PARKING PERMIT AREAORDINANCE NO, 63-1989 AN ORDINANCE DESIGNATING THE 400 BLOCK OF SOUTHWEST 2ND STREET AS A RESIDENTIAL PARKING PERMIT AREA AND AUTHORIZING THE CONDITIONAL ISSUANCE OF PARKING PERMITS TO RESIDENTS OF SUCH AREA. WHEREAS; the Common Council of Richmond has established a procedure for the designation of residential parking permit areas, and known as Amended Ordinance No. 47- 1984; and WHEREAS; the procedure contained in such ordinance has been carried out and a report submitted to the Common Council by the Board of Public Works and Safety pursuant to such procedure; and WHEREAS; the Common Council of Richmond finds that the designation of the 400 Block of Southwest 2nd Street satisfies the criteria of Amended Ordinance No. 47-1984 and would serve the interests enumerated therein. NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Indiana, the 400 Block of Southwest 2nd Street is hereby designated a residential parking permit area within the purview of Amended Ordinance No. 47-1984; and the issuance of parking permits to residents of such area is hereby authorized subject to the conditions of Amended Ordinance No. 47-1984. The hearing was held in accordance with the guidelines set out in amended Ordinance No. 47-1984. Upon the conclusion of the public hearing, the Board requested the Traffic Division, to conduct a block -by - block survey of the proposed residential parking area and to report its findings at the August 10, 1989, Board meeting. Please see the attached letter from Lt. Marshall Smith. Based upon the petition and the findings of the Traffic Division, the Board recommends that the 400 block of Southwest 2nd Street be made a Residential Parking District. It is now forwarded to the Common Council for action. If you have any questions, please feel free to contact my office. DATE: AUG. 10, 1989 A survey of the residents in the 400 block of southwest 2nd street indicates that the problem the residents are experiencing occurs during the school term at lunch time. Several of the residents who work during the.day come home during the lunch hour and are unable to park near their homes due to the large number of student cars using the available parking space. There are 16 homes located in the 400 block. Three of the homes are currently vacant. Two of the occupied residences are two family dwellings. Traffic officer Truitt surveyed fifteen of the families and found that there are currently 27 vehicles owned by the surveyed families. Off street parking is available for 15 of those vehicles and there is 28 parking spaces available on the street. Through this survey we found that only one household which is currently occupied has enough off-street parking available that the members do need to use street parking, and one household did not own a vehicle. During the school term, students take all available parking in the area. Traffic division recommends that the residential parking ordinance be applied to this block area for more efficient parking control.
