The regular meeting of Town Council was held today at 8 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Hohenstein, Fleetwood, Powers, Lovell, Waters, Town Attorney Solms, Supt. Reed and Lt.J.W.Price,Sr. Councilman Powers was sworn in by Mr. Solms and accepted the following Oath: "I, James H. Powers, do solemnly swear that I. will faithfully and honestly perform the duties of Councilman of the Town of Savannah Beach, Tybee Island, Georgia, to the best of my skill and ability, without favor or affection, OD help me God. I, James H. Powers, a citizen of Chatham County, Georgia, and being. as employee of the Town of Savannah Beach, and the recipient of public funds for services rendered as such employee, do hereby solemnly swear and affirm that I will support the Constitution of the United States and the Constitution of the State of Georgia, and that 1 am not a member of the Communist Party and that I have no sympathy for the doctrines of communism and will not lend my aid, my support, my advice, my counsel nor my influence to the Communist Party or to the teachings of communism." The minutes of the meeting of July 15th were read and adopted. Mayor Brown reported that Mr. Duval Henderson had given the Town a quantity of sand in front of his cottage and that the Mayor had made errangements to have the sand f auled but that some of the property owners in the vicinity objected to the trucks using the easements as they were damaging them. Superintendent Reed reported that the sanitary sewer line on the Strand between 8th and 10th Streetssstopped up and that it will be necessary to ream out the line. The Mayor suggested building a manhole. Mr. Reed stated that the line was 7 feet deep. The Mayor asked if the water meters should be ordered now, and decide what type of meter was wanted, how would the Town collect for the meters. Councilman Leval stated that the property owners should pay when the invoice is received. The Mayor suggested that they be given thirty days to pay. The Mayor asked if the Town will install than or put it out on contract. Councilman Lovell stated that three weeks time is up on the drag line and what should the done now. The Mayor stated that the Mosquito Control Commission will get it down as soon as possible. Councilman Lovell also asked what about the First Street groin, Superintendent Reed stated that work will be started, immediately. Councilman Fleetwood suggested that regarding Mr. Dendyts debt to the Town that some deal be worked out with him for the use of his tractor. The Mayor mentioned that lots had not been cleared. Councilman Fleetwood stated that the depths of the area of the golf course which had been dredged out were about 10 to 11 feet. x 2 2 Lt..Price answering the Mayor's statement at the last Council meeting, that the police have too much time off, W stated that the men get one day a week off and do a considerable amount of extra work and he would be gladto give a log of the extra hours and stated that the men should be paid for extra time. Councilman Lovell stated that the time is not properly distributed, Lt. Price stated that the men work five days a week, Monday through Friday, on an eight hour tour of duty but that they put in 60 or 70 hours per week. The Mayor asked how he arrived at that many hours with the number of.men working. Lt. Price stated that his men put in 70 hours, last week. The Mayor wanted to knov as to the charges for hauling patients in the ambulance. Lt. Price stated that service personnel cannot be billed but the residents are charged. Dr.Creighton is also called at times. Mr. Solna stated that if it is necessary to move an ill prisoner the Town is responsible. The Mayor asked how many times the ambulance went to Town during the summer, Lt. Price stated at least two or three times a week. Councilman Fleetwood suggested taking them to the local doctor and if he says so then take them to the hospital. Lt. Price stated regarding the residents some of them want their own doctor. Councilman Powers stated that if it is an emergency tthe�? atient wants treatment at once and is not interested in what doctor to get. ' 1 P tested that not having had a doctor on the island was the reason the Town purchased the ambulance. He also stated that they do not take patients to their doctor in Savannah but they are taken to a hospital. The Mayor asked who pays Dr. Creighton when he renders service and Mr. Powers stated that the patients have to pay. Lt. Price stated that a group of island boys had organized a band, known as the "Islanders" and had been having a dance on several Saturday nights at the American Legion Hall. It was reported to him that beer had been carried into the hall that he was trying to enforce the law and that the dances have been orderly. The boys do not have a license to play. Mr. Sohn$ stated you can find beer cans on almost any spot on Tybee, that these young men organized this band to afford some entertainment for the teenagers. The Mayor asked if they must have a license. Councilman Lovell stated that they should not be charged which was the consensus of Council. Lt. Price stated that he had bektie work of the Chief of Police since May 1st succeeding Chief Hugh H. Summerlin and he felt that he should be conpensated for the additional responsibility placed on him and that if the increase is given it should be made retroactive. The matter was referred to the Police Committee to handle. Councilman Waters recommended that the ambulance be kept in the first parking place at the head of 16th Street to protect it. It was decided that the Police Committee would get together and. handle the matter. Councilman Waters moved that bills.for the month of July for General Government amounting to $4,073.39 and for the Water Department amounting to $1,242.21 be paid which was seconded and passed. Councilman Fleetwood asked what was to be done about parking violation. tickets not being paid. Mr, Solna stated that they be served a subptsna and brought into court if they do not pay, by September 14th. Councilman Waters reported'that Mr. George Sp3rides informed him that he had a vacant lot at his motel that people were parking in and asked what should be done. The Mayor informed him that he should have the cars hauled away. Councilman Waters asked what good does a man living at the fire station with his family do that is of help to the Fire Department. He runs a business on the island. Councilman Powers stated if he is not doing what he should then he should be re- quired to. 1 203 Councilman Waters reported that Officer Daley had reported to him that a child bad been bitten by a dog recently. Councilman Powers stated that there.is a mean German Police dog on Chatham Avenue that should be fenced in. Lt. Price stated. that he would check on it Councilman Waters reported that some snakes were seen on some of the uncleared lots. The Mayor stated 'that to clean lots and put a charge of $50.00 on them. Councilman . Lovell suggested to charge higher taxes on unoleaned lots. Councilman Hohenstein presented a plan to increase the charge of the parking meters which would increase receipts. The Mayor stated that the timing on the old meters could not be changed but if Councilman'Hohenstein's plan was adopted, the old meters would have to be done away with. He stated .that the time could be changed on the new meters. Councilman Hohenstein wanted to know if it would be in order to purchase new meters. Councilmen Waters informed him that some of the residents wanted free parking. Councilman Hohenstein suggested installing parking meters in Memorial Park. Councilman Lovell stated that regarding the purchase of new water meters, that he would get in touch with his Committee and Mr. Solms. He also asked if surface wells would be permitted. Councilman Powers reported that he would get together with his Committee regarding the living quarters occupied by the attendant at the Fire Station* Councilman Fleetwood asked what progress had been made on the H & H application. The Mayor informed him that the cost would be approximately $485,000.00, engineer's Meg would be $8,500.00 and that the Town would put up $1,500.00 as good £with. He also stated that he had received a letter from 9arnedoe, Ciisholm & Company informing him what would be the cost to pay off principal and interest on the bonds over a 30 year period. Councilman,,Hohenstein suggested that the Town wait for the new appraisal survey. Mr. Solms stated that engineers usually try to get six (6 %) per cent for their services and he asked what the $8,500.00 was for. He stated, there should be some money from the government and the Town should give more - thought -to it but don't put it off too long. The Mayor suggested making the application than put it up to the goters. Councilman Fleetwood commented on some of the items in the auditor's report and stated that he did not feel that some of them were justifiable. Some of the other councilmen were of the same opinion. It was decided that the Mayor would write a letter to O'Brien & O'Brien, the auditors, objecting to some of the comments in their report. The Mayor commented that a discussion of the sewer system was not finished and asked should we hold it up or go thraught with it. Councilman Hohenstein asked how much time do we have and he was informed that Mr. J.J. Hutton stated that the application should be made now. The Mayor stated that he would file the application for $8,500.00. Councilman Hohenstein read a progress report from It'. Arthur Davis and stated the Town has a small tractor that Mr. Davis wants to use on weekends. The Mayor stated that he had asked Superintendent Reed about this who said that the machine could be used on Saturday but it is needed at the garbage dump where it is used practically the entire week. He suggested that it would be better to rent a machine from the J. C. Lewis Company for a week. Councilman Hohenstein stated that some poles were available from the Savannah Electric & Power Company. The Mayor said to get them. 204 Councilman Fleetwood suggested that a Committee consisting of the Mayor, Mr. Solos and Mr. J.J. Hutton be appointed to make the necessary survey and that this survey be filed with the proper authorities. Mr. Ben Forgosch operator of the games known as Fascination and Bingo requested that he be refunded part of the license which amounted to 4600.00 which he bad paid to operate. Councilman Lovell moved that he be refunded $300.00 covering both games. Councilman Waters seconded and the motion passed. A request was read from Mr. David Rosenzweig, Jr.,that a shade be placed over the street light at Tenth Street and the Strand to keep the light from shining in his bedroom. Referred to Mayor Brown. Mr. Ernest Hosti protested against the assessment on Lot 9, Block 32, Fort Soreven Ward and requested a re- assessment. Mr. Jack Daniels also protested against the assessment on his property. These were referred to the Assessment Committee. Mr. Darrell F. Holmes, submitted an.applicati-n for the position of Chief of Police. Councilman Fleetwood reported on Battery Brumby that there is aprroximately $277.00 in outstanding bills against the museum which was owed to several sources and that there is an additional charge due the Thomas Plumbing Company for additional elec- trical work which has not as yet been submitted. He recommended that the Town take over the operation of the museum and also it's contents except articles which were loaned to the museum, that he had talked with Mr. Snell and Mrs.Adele Fleetwood and suggested that putting arestaurant on top of the battery would be a good th= ng.
