Re: Ordinance No. 64-1989
Plan Commission Case PC-89-20
Dear Mrs. Hutton, Members of Common Council and
Mrs. Merchanthouse:
The Richmond City Plan Commission conducted a public hearing on
Tuesday, August 29, 1989, on the petition of Wernle Children's Home of
the American Lutheran Church, owner, Freeman Planning and Design,
agent, requesting a rezoning from R-2 Single Family Residence District to
R-4SU Multi -Family Residence Special Use District; and also requesting
special use authorization for a residential development unit project on
property located in the 1800 block of South L Street, on the south side.
The proposed residential development unit project consists of one
hundred (100) dwelling units to be located in eight (8) buildings. The
project will be designed to serve low and moderate income families as
tennants. Common Council and the Plan Commission have already
considered and approved the proposed project with the adoption of
Ordinance No. 39-1989. Subsequent to the adoption of Ordinance No. 39-
1989, the property owner and developer determined that the project site
should be relocated approximately 200' to the north. This relocation
renders the legal description contained in Ordinance No. 39-1989 to be
incorrect. Ordinance No. 64-1989, if adopted, would repeal Ordinance No.
39-1989 and would approve the project on the new site.

Twenty-one (21) notices of public hearing were sent to the surrounding
residents with none returned to the Plan Department. During the public
hearing no one spoke in opposition to the petition.
The Plan Commission determined that the requested relocation of the site
does not alter the original basis for approval of the project. The Plan
Commission voted six (6) to zero (0) to recommend that Ordinance No. 64-
1989 be adopted.
