The regular meeting of Town Council was held today at 8 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, Who presided, and Councilmen Hohenstein, Hosti, Fleetwood, Powers, Lovell, Waters, Town Attorney Solms, Supt. Reed, Lt.James W. Price, Sr.,and also by Matthew H. Doyle and H.H.Glisson. The minutes of the meeting of August 19th were read, corrected and adopted. The Mayor reported beach damages due to hurricane Dora at Fort Screven, that some of the beach had eroded, that a portion of the cap of the seawall between Tilton Avenue and First Street was broken off and that there were several cracks in the sea wall in that area, also that some of the rip rap around the First Street groin was washed out, several sets of steps along the beach were lost and there was considerable erosion at several points along the beach and that the First Street groin was also affected. Councilman Lovell stated that the cap should be replaced at once. The Mayor stated that he had attended a meeting at Brunswick, Georgia last Monday which was in connection with the President's visit to the storm stricken area and that some help was expected, and that the Oorps.of Engineers are going to send survey teams to the different localities affected. He stated that the Town should designate an engineer to get with this team and he recommended Mr. J.J. Hutton be ddsignated to work with this team. The Mayor also mentioned the park in Fort Screven and they wanted to know how long it would take to get the sand leveled. Mr. Reed stated that it would take about a week but that the Town's bulldozer Bas to be used at the garbage dump. The Mayor asked Lt. Price how the Police Department was functioning. Lt. Price stated that it was doing all right but that it will soon be time to lay off some of the force a and asked how many are to be retained. Mr. Davis is going as of October 1st a ,i the force be out down to not less than six men. He read a report showing the number of cases made during the season which was 323, which was a 23 per cent decrease from the previous year, that radar was used for four or five hours for four days this past summer and that only six speeding cases were detected. It was noted that the fines did not appear to keep up with the cases made. Mr. So].ms stated that there were various reasons when cases came up in Police Court for dismissing them. He-also stated that putting a man in jail and holding him required beeping a jailer there and feeding him was expensive. The Mayor instructed that a plan be worked out after the vacation period)to reduce the force effective October lst,and that the Police Committee meet with Lt. Price to arrange this. Councilman Lovell wanted to know when the parking meters were to be taken down. The Mayor stated that they would be taken down by October 1st unless conditions require that they be taken down sooner. The Mayor also informed Council that problems still exist in the use of the ambulance which was intended to be used for emergency purposes only and now that there is a doctor on the island that the patient should be taken to the doctor first before taking the patient to the hospital. He stated that very little revenue was derived from the use of the ambulance. Councilman Lovell stated that the water meter readings for July showed a consuiption of 1,771,900 gallons and that for August it was 1,164,000 gallons, that the meter reading in the Hay Street area was 321,560 gallons. Councilman Fleetwood stated that the Town had used 358,000,000 gallons of water in a year. Mr. Solms stated that water is be- coming a problem all over the United States. 206 The Mayor stated that following up the ddscussion of the meeting in Brunswick regarding the survey team that he recommends that Mr. Jos. J. Hutton and Supt. Reed be appointed a committee to work with this tears. Councilman Fleetwood moved that this be done, which was seconded and passed. Councilman Waters informed Council that the community house was broken into re- cently and that some damage was done. Councilman Hohenstein moved that the Water Committee be authorized to purchase the water meters at an approximate cost of.$27,000.00 which was seconded and passed. Councilman hill stated that the Town will have a year to pay for them as they are needed. Mr. Solms stated that nothing should be done to reduce rates as long as water revenue certificates are outstanding. Councilman Waters moved that bills for General Government for the month of August amounting to $6,003.64 and for the Water Department amounting to $922.49 be paid which was seconded -and passed. Councilman Waters called attention to the hospital bill at Memorial Hospital against former Chief H.H.Summerlin and asked what would be done about it. Councilman Lovell stated that the bill should not have been guaranteed/ only the admission charge. Councilman Waters mentioned that Mr. Summerlin had not been paid for the last two weeks of his employment and moved that this be done, which vas seconded and passed. Councilman Lovell wanted to know wheh we would get the drag line. The Mayor stated{ that he had not asked for it recentlylimnr the county had let him have some prisoners last week but that he would check on the drag line. The Mayor informed Council that he had recently been offered some rip rap material from the old Southeastern Shipyard by Mr. AL' F. Lynes and also that some was avail- able at the Southern Nitrogen Plant 4 He advised that nothing be done about this now but to wait and see what the survey team will do. Councilman Powers invited Council to the Sa-annah Beach Volunteer Fire Department annual picnic to be held next Sunday in the park. Several books of copies of subpoenas mailed out for parking violations which called for appearance in court on September 14, 1964 if they were not paid, were presented to Council with the report that very few of those subpoenad and who did not mail in a fine, did not appear in court. Mr. Solms informed Council that subpoenas should be served and not mailed as you could not hold a person in contempt of court for non- appearance. Four money orders were presented to Council, two drawn on the American Fidelity money order comnany totalling $5.00 and two drawn on the United States money order Company totalling $6.00. These items were returned by the bank for the reason that the concerns on which these money orders were drawn had closed up. The dlerk was in- structed to make an effort to collect from the senders. Mr. W. R. Warnock, presented a bill covering sewerage repairs which he Claimed were caused by the Town's sewer backing up into his house. Referred to Councilman Hosti. Attention was called to the damage done to the new roof at the fire station. This was installed by the Y UWaus Roofing Company under a contract which did not call for seal type shingles. 1 1 1 2O7 Mr. A. L. Wilensky protested against damages done to his property due to heavy trucks hauling sand. He also stated that they had broken a drainage line and damaged his fence. Referred to Councilman Hosti to handle. Mr. Solms called attention taxes during September for be necessary to hold up on authority to sell property Councilman Fleetwood moved effective with the October and passed. to the proposed advertisement of property for delinquent sale the First Tuesday in October and stated that it would advertising as the Town has no duly appointed officer with for taxes. Referred to the Police Committee. that the hours of Council meetings be changed to 3 P.M. meeting, the meeting day will be the same, which was seconded The Mayor informed Council that some of the bonds in the sinking fund should be re- invested each year which would give the Town approximately $1200.00 per year. Council saw no objection to this. Town Clerk Buckley requested permission to close the office on Saturday from October 1st to May 1st as has been the custom. Councilman Lovell requested that the matter bb postponed until the October meeting. Councilman Powers stated that he complimented Lt. James Price and his department for the manner in which they got Steve Welsh to town in the ambulance du0 recent illness which was an emergency. Councilman Fleetwood suggested that Council have the Town Attorney draw up an Ordinance which would cover the collection of taxes on insurance premiums and that Council adopt same for collection of these taxes. The Ordinance covering the installation of water meters was read by members of Counbil also by Messrs. Doyle and Glisson who were present. Councilman Hohenstein moved its adoption which was seconded and passed. AN ORDINANCE 9- / AN ORDINANCE TO AMEND AN ORDINANCE ESTABLISHING THE WATER DEPARTMENT OF SAVANNAH BEACH, TYBEE ISLAND, IN ACCORDANCE WITH THE PROVISIONS OF AN ACT ADOPTED IN 122 AND THE ACTS AMENDING THE SAME: PROVIDING FOR THE INSTALLATION OF WATER METERS ON OR BEFORE MAY 1, 1965, ON THE PROPERTY OR PREMISES OF ALL USERS OF WATER SUPPLIED BY THE MUNICIPALITY; PROVIDING FOR THE AUTHORITY TO DETERMINE SIZE METER TO BE INSTALLED; PROVIDING FOR CHARGE THEREFOR AND INSTALLATION COST; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND FOR OTHER PURPOSES. BE IT ORDAINED by the Mayor and Councilmen of Sa annah Beach, Tybee Island, in council assembled, and it is hereby ordained by authority of the sane as follows: Section 1. All users of water supplied by Savannah Beach, Tybee Island, shall have water meters installed on their property or premises on or before May 1, 1965, and after said date only those persons, firms or corporations on whose premises water meters have been installed will be furnished water from the muntdipal water system. Section 2. Said meters shall be furnished by Savannah Beach, Tybee Island, at cost of the meter plus the cost of installing same, and shall be installed by personnel of the municipality or its duly authorized agents under the supervision of its water department. The total cost shall be paid by the owner and shall be due upon completion of the installation. 2O8 Section 3. Each meter shall become a permanent fixture upon the property or premises where installed and may be transferred upon the transfer of ownership of the property or premises to provide for continued water service to said property. Section 4. The size of the meter to be installed shall be in accordance with the rules and regulations of the Water Department of the municipality. Should the property owner disagree with the ruling of the Water Department, the decision of the Mayor and Councilmen shall be final. Section 5. Each separate dwelling place shall have a water meter installed, and in buildings having one or more dwelling places therein a water meter shall be installed for each such dwelling place to provide for the furnishing of water thereto. The decision of the Mayor and Councilmen as to whether a dwelling place is separate and distinct shall be final. Where a place of residence and a place of business exist under the same roof, each shall have a separate water meter for each establish- ment. Section 6. Owners of property containing two or more family units in one dwelling which receive water through one system of pipes shall be required to sepa- rate and change said water system and install a water meter for each such dwelling place. Section 7. The prevailing flat rate for water service shall cease as of April 30, 1965, and commencing May 1, 1965, water shall be furnished on a meter rate basis. Section 8. Those property owners who have previously installed a meter box and shut -eff valve shall receive credit for the costa of the same. Section 9. The use of shallow wells for watering of lawns, flowers and shrubbery, shall be allowed subject to the inspection and approval of the Mayan and Councilmen provided application is made to the water department and a permit has been granted prior to digging the well but such well shall in no case be connected into the municipal water system. Section 10. Any person violating the provisions of this ordinance, upon conviction thereof, shall be subject to be fined not to exceed $100.00, and im- prisoned not to exceed 30 days, either or both. Section 11. All ordinances or parts of ordinances conflicting with the provisions of this ordinance are hereby repealed. Nr. Doyle called attention to Section 5 of the Ordinance which states that each sepa- rate dwelling place shall have a water meter installed and in buildings having one or more dwelling places therein, a water meter shall be installed for each such dwelling place to prdielie for the furnishing of water thereto. The decision of the Mayor and Council 4s to whether a dwelling place is separate and distinct shall le final. He objected to this section contending that for summer rentals a number of places have individual rooms as well as small apartments, etc.,which should not be'placed on a separate meter. Mr. Solms stated that Council should try and arrive at a reason- able decision. The Mayor stated that he could not see where Council could charge for two meters in one building except in duplex's, etc. Councilman Powers stated that it would be easier to collect on a one meter basis. The Mayor stated that if the property owner wanted separate meters then he would have that privilege. 1 209 There being no further business Council adjourned subject to the call of the Mayor. A special meeting of Town Council was held today at 8 P.M. and was attended by Mayor Brown, who presided, and Councilmen Hosti, Powers, Waters and Fleetwood. The meeting wgs called for the purpose of discussing and passing Resolution .authorizing the Mayor to make application for disaster funds. Councilman Hosti moved that the following Resolution authorizing the Mayor to make application for disaster funds at Savannah Beach be adopted. Councilman Waters seconded and the motion passed.
