HomeMy Public PortalAbout071-1989- ORDINANCE ESTABLISHING THE RICHMOND HUMAN RIGHTS COMMISSION AS A PERMANENT BODYORDINANCE NO. 71-1989 AN ORDINANCE ESTABI-ISHING THE RICHMOND HUMAN RIGHTS COMMISSION AS A PERMANENT BODY. WHEREAS, I.C. 22-9-1-2 sets forth the policy of the State of Indiana to provide all of its citizens equal opportunity for education, employment, access to public conveniences and accommodations, and acquisitions through rental or purchase of real property, and to eliminate segregation or separation based solely on race, religion, color, sex, handicap, national origin or ancestry; and, WHEREAS, I.C. 22-9-1-12.1(b) authorizes any city to enact an ordinance to effectuate within its territorial jurisdiction to the public policy of the state as declared in I.C. 22-9-1-21; and, WHEREAS, the Common Council of the City of Richmond, Wayne County, Indiana has established by means of Amended Ordinance No. 45-1986 a local Human Rights Commission to act within the city of Richmond and for the benefit of its citizens, in accordance with I.C. 22-9-1-12.1; and, WHEREAS, the Commission has met for 21 months, employed a Director, and carried out its duties in accordance with its directives, enhancing the quality of life in the City of Richmond and giving its citizens a proper and local channel to explore their grievances and resolve them for the welfare of all concerned; and, WHEREAS, the City is on record as affirming policy which will provide all its citizens equal opportunity for education, employment, access to public conveniences and accommodations and acquisition through purchase or rental of real property; and, WHEREAS, the City is further on record as affirming policy which will provide protection for employers, labor organizations, employment agencies, property owners, real estate brokers, builders and lending institutions from unfounded charges of discrimination; and, WHEREAS, the conditions cau,Jng the formation of the Commission will continue and need to be dealt with; and WHEREAS, much work yet needs to be done in educating the community and in aiding employers, educators, and those dealing in accommodations and in real property with development of policies and procedures lawful and beneficial to themselves and to all citizens of the City; and, WHEREAS, unless authorized by Common Council, the Commission will expire on January 1, 1990. NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Wayne County, Indiana as follows: SECTION 1. The purpose of the Ordinance is to declare that the Richmond Human Rights Commission will be a permanent and continuing part of city government. SECTION 2. The Human Rights Commission of the City of Richmond, Wayne County, Indiana shall become a permanent Commission of the City of Richmond effective January 1, 1990, having all powers and duties as assigned in Amended Ordinance No. 45- 1986.
