Savannah Beach, Tybee Island, Ga.
September.28, 1964.
A special meeting of Town Council was held today at 4 :30 P.M. and was attended by
Mayor Brown, who predided, and Councilmen Waters, Lovell, Powers, Hohenstein,
Fleetwood and Hosti.
The meeting was called for the following purpose:
1. Discuss ways and means to procure State prisoners and reactivating
the Town's prison camp
2. To discuss the project of installing water meters
The Mayor outlined the following proposal between the Town and the State Prison
Board.
REQUIREMENTS BY STATE BOARD OF CORRECTIONS - Before
adtivating Town Prison Camp
Good range in kitchen - New or repair existing range
Heater in visitors room
Lower window in guards room and replace with door
Laundry Building 12' x 14'
Gun Locker in guards room with solid door
Put Bar door on main entrance
Bar petition between Kitchen & Dining room
Bars on outside of all Dining Room Windows
Shower in visitors room - Stall or Block
Replace Rusty & Broken Barb Wire around top of existing fence
Fix outside gates to open back to existing wall
Town to maintain Roof and outside walls only
Town to furnish water only (no other utilities)
Town to provide a Two bed room home for Warden & Wife at no rent.
Other minor modification may be necessary.
IN EXCHANGE FOR RENT * THE STATE WILL PROVIDE THE TOWN Willi A CREW OF - 10 Men
and (1) Guard at no cost to the Towh.
The state will allow the Town to split the group of 10 into two groups of (5)
providing we reimburse the state for an extra guard.
The Town will be allowed to use the prisoners on both Trash and Garbage Trucks and
all public property, under the direction of the Superintendent of Public Works.
With the Attorney General's approval, the Town will be allowed to use the prisoners
for cleaning vacant lots under the present Ordinance where there is a charge for the
service and it is considered a Health Measure.
Prisoners will be colored and not allowed to work in Rain or Freezing weather.
Proposal to be submitted immediately on the above agreement and building ready
for occupancy around November lst, 1964.

Councilman Fleetwood moved that the proposition be accepted as outlined. Councilman
Hohenstein seconded and the motion passed.
The Mayor asked what was the condition of the stove at the vamp, and Mr. Reed stated
that a new stove was needed. The Mayor stated that he understood there was some
kitchen equipment in the beim Club that could probably be bought at a reasonable price
from the new owners. He will handle the natter.
Councilman Lovell called attention to Section "5" of the Ordinance provided for the
Installation of Water meters, stating that it should be corrected. The Mayor asked
if the Town was going to have the meters installed on contract or will it be done
by the Town. Mr. Reed stated that the Town's forces could do it and save money.
The Mayor stated that at least twenty meters per day could be installed. Mr. Reed
stated that the approximate number of meters which could be installed would be Ten.
There being no further business Council adjourned subject to the Ball of the Mayor.

The rggular meeting of Town Council was held today at 3 P.M. in the Council Room in
the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Hosti,
Fleetwood, Waters, Hohenstein, Town Attorney Solms, Jr.,Lt. James Price, Mr. J; H.
Dendy and Mrs. Hortense Doyle.
The minutes of the meetings of September 21, 24 and 28 were read and adopted.
The Mayor reported that installati n of water meters had started and were being in-
stalled in the area of 12th Street & Jones Avenue to 5th Avenue and that the installa-
tions would average about ten per day. Councilman Hohenstein asked if work would be
completed by May 1, 1965, the Mayor stated that he felt that it could but if they find
that the installat'ons cannot be completed by May 1 that extra crews will be employed.
Mr. Dendy stated that he was interested in the seawall project. The Clerk read a
letter from the U. S. *Engineers dated October 16, 1964 regarding the sea wall project.
The Mayor stated that work would be limited to the space provided which was 100 feet
in width. Mr. Fleetwood did not participate in this discussion.
The Mayor proposed extending a portion of the ocean front 100 foot wide to Taylor
Street, He informed Council that the Fort Screven Development Company would convey
the property to the Town for $1.00. Councilman Fleetwood called attention to the
rights of property owners on Officers Row and suggested that the matter be referred
to Mr. Solms for handling.
