RESOLUTION NO. 2020.064
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
ADOPTING THE YOUTH EMPLOYMENT PLAN FOR LOS ANGELES
COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT GRANT

WHEREAS, the City Council approved acceptance of grant funds from the Los
Angeles County Regional Park and Open Space District to fund various athletic facility
repairs and enhancements at Lynwood City Park; and
WHEREAS, grant funds were used for repairs and enhancements to the tennis
courts; outdoor basketball courts and enclosed baseball infield areas at Lynwood City
Park; and
WHEREAS, a successful project walk-through with the Los Angeles County
Regional Park and Open Space District was completed on November 19, 2019; and
WHEREAS,the rehabilitation, repair and maintenance projects conducted with the
grant funds required work from highly specialized trades; and
WHEREAS, the Los Angeles County Regional Park and Open Space District
informed City staff to provide a Youth Employment Plan stating that youth employment
was not a direct component in this grant project based on the specialized, short term work
that the project elements required. Youth would be employed post-project to help provide
outreach, demonstration and supervision of the facilities.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The City Council for the City of Lynwood finds and declares that the
forgoing recitals are true and correct, and incorporates said recitals
fully into this Resolution as substantive findings.
Section 2. The City Council adopts the Youth Employment Plan attached hereto
as Exhibit "A".
Section 3. That the City Council authorizes the use of Recreation & Community
Services Department approved budget to support the Youth
Employment plan if the use of grant funds is not allowed for this
purpose.
Section 4. The City Manager or his designee is authorized to execute any and
all necessary transactions related to the Los Angeles County

Regional Park and Open Space District grant as so ordered and
intended by this resolution.
Section 5. This resolution shall take effect immediately upon its adoption.
PASSED, APPROVED AND ADOPTED THIS 2nd day of June, 2020.
