The Mayor asked what was the condition of the stove at the vamp, and Mr. Reed stated that a new stove was needed. The Mayor stated that he understood there was some kitchen equipment in the beim Club that could probably be bought at a reasonable price from the new owners. He will handle the natter. Councilman Lovell called attention to Section "5" of the Ordinance provided for the Installation of Water meters, stating that it should be corrected. The Mayor asked if the Town was going to have the meters installed on contract or will it be done by the Town. Mr. Reed stated that the Town's forces could do it and save money. The Mayor stated that at least twenty meters per day could be installed. Mr. Reed stated that the approximate number of meters which could be installed would be Ten. There being no further business Council adjourned subject to the Ball of the Mayor. Clerk of o oil Mayor Savannah Beach, Tybee Island, Ga. October 21, 1964. The rggular meeting of Town Council was held today at 3 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Hosti, Fleetwood, Waters, Hohenstein, Town Attorney Solms, Jr.,Lt. James Price, Mr. J; H. Dendy and Mrs. Hortense Doyle. The minutes of the meetings of September 21, 24 and 28 were read and adopted. The Mayor reported that installati n of water meters had started and were being in- stalled in the area of 12th Street & Jones Avenue to 5th Avenue and that the installa- tions would average about ten per day. Councilman Hohenstein asked if work would be completed by May 1, 1965, the Mayor stated that he felt that it could but if they find that the installat'ons cannot be completed by May 1 that extra crews will be employed. Mr. Dendy stated that he was interested in the seawall project. The Clerk read a letter from the U. S. *Engineers dated October 16, 1964 regarding the sea wall project. The Mayor stated that work would be limited to the space provided which was 100 feet in width. Mr. Fleetwood did not participate in this discussion. The Mayor proposed extending a portion of the ocean front 100 foot wide to Taylor Street, He informed Council that the Fort Screven Development Company would convey the property to the Town for $1.00. Councilman Fleetwood called attention to the rights of property owners on Officers Row and suggested that the matter be referred to Mr. Solms for handling. Lt. Price reported that starting next month a training program for the Police will be given by the F.B.I. Capt. Hallman will be down for classes also Mr. Byrnes of the Narcotics & Drug Department would give a talk, Mr. Chas.Sullenger would conduct a class and altogether the course would cover from three to five days and would continue through the winter season. He also reported that one of the police cars hadbeen placed in reserve and that now the department is using one car. He also mentioned that the officers in his department should not have to wait after one year to get a vacation. The Mayor suggested that the period of taking vaca- tions should be from October to January for the department. After some discussion it was decided that the interested party would get one vacation in a calendar year. Councilman Waters called attention to a bill from the H & E Triangle for feeding prisoners and asked how many meals per day does a prisoner get. Lt. Price stated that if he works he gets three but if he does not work he gets two a day. He also requested a raise in salary for extra work as acting chief. He stated that he had already received $75.00 but felt that with the duties involved he should be paid more. Referred to the Police Committee to handle. The Mayor wanted to know regarding installation of the meter boxes, how much to allow where the property already has a meter ha in place. Councilman Hosti suggested they should be allowed what the boxes cost the Town. The Mayor stated that the new boxes cost $7.50 each. Councilman Waters stated that they should be refunded what they paid. Councilman Fleetwood moved that where the prop ty wner already has a meter box that had previously been installed' that they be the cost of the box. Councilman Hohenstein seconded and the motion passed. ` Mts.:poem asked what about the water rates. The Mayor informed bar that Councilman Lovell who is handling the matter is on vacation and they would wait for his returh. Councilman Waters moved that bills for the month of September 'for General Government amounting to $2,939.31, the Chicago Pump Company amounting to $2,438.48, the Service Systems amounting to $1,333.34 and for the Water Department amounting to $505.49 be paid. Councilman Fleetwood seconded and the motion passed. The Mayor informed Council that the bill from the Chicago Pump Company was for parts etc.,for the disposal system and were necessary to keep the plant in operation. The Mayor informed Council that the garbage disposal services rendered by the Service Systems on contract did not work out well as the services were very poor and requested that hi be authorized to notify them to cancel the contract which has a 60 day clause in it, that the Town had sold its garbage truck to them at the time the contract was negotiated and that I /12th of the cost of the truck was being deducted on each payment made to them. He stated that in several instances the Town had to send out some of its trucks to pick up garbage and trash. Councilman Waters moved that the Mayor be authorized to cancel'the contract, Councilman Hohenstein seconded and the motion passed, The Mayor informed Council that he had met with the State Prison Board in Atlanta - and they had requested a change in the original setup. Now they wish to pay'the Town rent for the buildings at the prison camp and the Town to pay them for use of the prisoners. He suggested that the rent be $400.00 per month and the State to pay for utility services, and the Town would include the rent of the prison guard's house in the $400.00. The Town has a lot at Chatham Avenue and 18th Street the Town could build a house for the guard to live in, which would be a good investment for the Town. The Mayor asked if the Town should offer to rent the prison camp buildings for an annual rental of $4800,00 including the guard's house, the State to 1 1 1 1 pay for utility services at the prison camp. Councilman Hosti moved that the offer as such by the Mayor be approved except that the Town to furnish water for both the prison camp and the guard's quarters. Councilman Fleetwood seconded and the motion passed. The Mayor will handle the matter. The Mayor informed Council that bills were sent to property owners for the installation of meters each month. Councilman Waters reported that Mr. Blair informed him that in cleaning the parking meters some of them are in bad shape and Mr. Blair requested getting a compressor with a spray gun attachment to'clean them with. Morgan's, Inc had quoted one for $238.00. Mr. Hosti would check on several to see if he could get a lower price. Councilman Waters moved that the equipment be purchased and that Councilman Hosti handle the matter. Councilman Fleetwood seconded and the motion passed. Councilman Waters called attention to a barb wire fence which had been erected on V'an Horn Street adjacent to the property of J. L. Harley and stated that it is dangerous to the public. 'Mr. Solms stated that Lt. Price should put him on the docket. The Mayor suggested that Councilman Waters request Mr. Harley to remove it or he will be put on the docket. Councilman Hosti read a petition from Mr. W. R. Warnock filing a claim for $].4.00 to have his sewer line cleaned out and which he was informed by the Thomas Plumbing Company that the stoppage was in the Town's main. He paid the Thomas Company for the work and re- quested that he be refunded the 4]4.00 paid to Thomas. Councilman Fleetwood moved that the bill be paid, Councilman Hosti seconded and the motion passed. Councilman Waters called attention to a number of holes and breaks in tha pavement on some of the streets and stated that repairs should be made as early as possible. Supt. Reed was instructed, to get a load of hot asphalt to take care of this work. The Lewis Avenue Betterment Club presented a letter complimenting the Board for the fine work done in the area of Lewis Avenue. An invitation was received from Bishop Stuart of the Episcopal Church inviting the members of Council to dedication cerem,nies at 10:30 A.M. on Saturday, October 31, 1966.Coumci].man Fleetwood stated that he would attend representing Council. A letter was read from Tybeeland, Inc.,by E.C.Bobo, President, requesting permission to borrow the plans of the survey of Tybrisa pavilion made by Mr. S. P. Kehoe. Council was of the opinion that the plan could be read and /or copied in the clerk's office but could • not be removed from the files. 'A bill submitted by Dr. John E. Porter for attending a patient was submitted to Chief of Police H.H. Summerlin some time ago and in turn referred to Mrs. Ada Abbott with the re- quest that she pay the bill and which she refused to do. Mr. So].ms stated that the bill should be paid by the Town. Councilman Fleetwood moved. that the bill be paid on the advice of CounSdl, Councilman Hosti seconded and the motion passed. The Mayor referred to Council a list of delinquent water accounts and noted that Supt. Reed'had been ordered to cut off the delinquent consumers. He also called attention to the large amount due by Mr. J. H. Dendy, operator of the golf course. X III. Freeman N. Jelks, Jr.,submitted the following offer to purchase Lots 1 & 2, Ward 1, including that portion lying within the old Central of Georgia Right -of -lay, for $500.00. 216 I hereby offer to buy lots known as numbers 1 and 2, Ward 1 Tybee Island, Chatham County, Georgia, including that portion lying within the old Central of Georgia Railroad right -of -way, for a total of $500.00, This offer is contingent upon the agility Town of Savannah Beach, Tybee Island, to give clear title, and I will have 30 days to have same examined. It is hereby agreed that Savannah Beach will have an 18 foot mainte- nance easement along the inside of the present concrete seawall. Taxes will be prorated as of the date of sale, October 21, 1964. Freeman Napier Rae. Jr. Councilman Fleetwood objedted saying that the property should be advertised. Mr. Solms agreed frith him. The matter was referred to Mr. Solms. A petition was presented from Mr, Emanuel Kronstadt, Attorney, for Mrs. Mike (Bert) Goldberg requesting that any costs or penalties assessed against her for taxes be eliminated. He also presented a petition requesting that Lot 33 B, Ward 1, for which the Town holds a tax deed, be tetnraied to her upon payment of the taxes and other charges if any. The matter was referred to Mr. Solms and Mr. Buckley to handle. Copy of a letter writted by Mr. Joe Wilensky protesting against trucks hauling sand from the strand through 10th ]lace damaging the road adjacent to his property and also his fence and for which he claims were damaged, was read. Councilman Hosti etated_ih&t work has been done on this and that the drain was worked on. Councilman Hohenstein moved that the following Resolution be adopted, Councilman Waters seconded and the motion passed. RESOLUTION WHEREAS, the United States of America will make award of contracts for cer- tain protective work at Savannah Beach, Georgia, consisting generally of the con- struction of a rock sea wall; and WHEREAS, it has been determined by the engineers on the location that the construction will cover an area of approximately 2,720 feet with the point of beginning. at Tilton Street and running northwardly said distance along the present eroded and decayed existing sea wall; and, WHEREAS, licenses and permits will be required for the performance of the work by the construction contractors: and, WHEREAS, rights -of -way will be necessary over the 50 -foot strip which lies immediately east of the existing sea wall and over the 50 -foot strip which lies immediately west'of the existing sea wall for ingress, egress and regress to and from the construction: and, WHEREAS, Savannah Beach, Tybee Island, wishes to indemnify the United States of America and its construction contractors from claims or damages growing out of or incident to the performance of the construction within the area herein defined. 1 1 217 NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, in- council assembled, that the Mayor of Savannah Beach, Tybee Island, be authorized to obtain the necessary rights- of—way for ingress, egress and regress to and from the construction, and the Clerk of Council be authorized to issue the 'required licenses and permits for performance of the work by the construction con- tractors. BE IT Mil d& RESOLVED that the Mayor of Savannah Beach, Tybee Island, be authorized to execute, and the Clerk of Council to attest, the necessary indemnifica- tion in connection with said construction. There being no further business Council adjourned subject to the call of the Mayor. 2 Clerk of Co Mayor Savannah Beach, Tybee Island, Ga. November 25, 1964. The regular meeting of Town Council was hell today at 3 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Hosti, Hohenetetn, Lovell, Fleetwood, Waters, Town Attorney Solms, Superintendent Reed, Lt. Jas. Price. Also attending H.H. Glisson and E.J.. Solomon. The minutes, of the meeting of October 21st were read and after several corrections were adopted. Mr. Glisson asked if there was any objections for operating various typeSof amusement rides in the area between Atlantic Avenue and Sixteenth Street on property owned by him. The Mayor asked what type rides he had in mind. Mr. Glisson stated that he did not know as yet b»t that most likely they would be "Kiddie Rides"% The Mayor stated that there waald a possibility that they would be objections as to noises, etc., and also objections to the hours which the rides would be operated. Mr. Solis stated that he should comply with the zoning laws as Council could not permit him to violate the law. It was decided that Mr. Glisson would get in touch with the Mayor at a later date to see if something can be worked out. Councilman Lovell wanted to know if the garbage and trash collections are being made on schedule. The Mayor informed him that the private service is not up to par. The Mayor informed Council that he had a letter from the. State Prison Board regarding the use of the Town's prison camp facilities and also about the prisoners. He was informed that the Town would have to wait until after the Legislature meets in January that the expected cost of operation is too high.
