December 16, 1964.
The regular meeting of Town Council was held today at 3 P.M. in the Council Room in
the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Hosti,
Hornstein, Fleetwood, Lovell, Waters, Powers, Supt. Reed, Lt. Price, Rev. Moore and
Mrs. Winnie Whalen.
The invocation was rendered by Reverend Moore.
The minutes of the meeting of November 25th were read and adopted.
Mrs. Whalen stated that she resided in the Estill Station area of the Town and that oh
several occasions recently she has seen a man in an unoccupied cottage who acted sus-
picious and that she had reported this to the Police Department. She is in her home
quite often alone especially at night when her husband is at work and she requested
Council to do something about it. She also stated that weeds are growing all over the
unoccupied property of an adjoining neighbor which should be out down. The Mayor
asked if she knew the man who was in the unoccupied house, she stated that she did not.
She also stated that Mrs. Schneider who owns the property where the weeds are growing
told her to have the LTown cut the weeds. She was excused.
Superintendent Reed reported that 350 water meters have been installed. Councilman
Lovell asked Mr. Reed what procedure was used when the crew installed a meter. Mr.
Reed stated that the water was left on after the meter was installed. Councilman
Lovell stated that he had checked the meter and found that over 99,000 gallons of
water had run through an outside shower that he had left open as he had out the water
off previously. Superintendent Reed reported that the work on the new sea wall
from Tilton Avenue North was about half way dowh the golf course.
The Mayor informed Council that he had notified "Service Systems" Inc., that the Town's
contrabt with them has been cancelled effective March 1, 1965. , The Mayor also stated
that a garbage truck will be needed at the expiration of this contract and that it
might be well to try and purchase the truck that they have. Mr. Reed will make arrange-
ments now.
A letter was read from Mrs. Marjorie_ H. Durham requesting the Town not to install a
water meter on her property as she has a well which she is using and that she can supply
both of her cottages from this well. Councilman Lovell stated that she must use
the Town's water and instructed Superintendent Reed to check on this so that she does
not use the water from her well. Councilman Hosti stated that the Town Ordinance does
not permit using a well for household use. Referred to Mr. Solms.
Lt. Price informed Council that in connection with the Police Officers school that
each policeman will receive a diploma for attending the. school. Lt. Price stated that
using the ambulance on patrol duty, at times it was necessary as the police car in use
needs a new muffler, tune -up job and other repairs. If this car ( #9) is used steady
it will have excessive mileage. The Mayor asked if Car #11 should not be put out of
service at this time. Lt. Price stated that #11 is not being used, that Bar #9 is
the one needing repairs. Councilman Powers stated that the ambulance should not be
used for police work. Councilman Hosti stated that the new police car should be
purchased now and the old car traded in. The Mayor mentioned that the police depart-
ment should cut down on their patrolling. Lt. Price stated that they are cutting down
and are not giving the type of patrol that they should. The Mayor stated that the
police car should be repaired.

Councilman Waters submitted the following bids:
Dearing Chevrolet Co. $1598.69 net plus $140.60 for automatic transmission
also 62 AMP delcotron generator for
$53120 Making a total of $1792.49
DeRenne Chrysler Co. $1520.00 plus $221.00 for automatic transmission
and HD alternator, making a total of
$1741.00
J. C. Lewis Motor Co. $1461.43 net
Councilman Powers moved that the old car be traded now for the new Ford. Councilman
Hosti seconded and the motion passed. A Committee consisting of Powers, Waters and
Hosti were authorited to handle the matter of purchasing the new police car.
Councilman Lovell asked what was to be done about Mrs. Whalen. Lt. Price stated
that he had gotten only one call about a prowler.
Councilman Waters moved that bills for the month of November for General Government
amounting to $4152.93 and for the Water Department amounting to $780.69 be paid.
Alderman Fleetwood seconded and the motion passed.
A letter was read from Miss Gladys Clary protesting ailainst the $50.00 charge for
installing a water meter on her property. founeilman Lovell stgliedted that she
has sixty days in which to pay this bill. He also informed Council that he had
written a letter to Mr. C. R. Moorman regarding someone tampering with the water
meter on Mr. Moorman's property and he h -• ins rutted him vee it repair or a
case- would be made against him � ' AA
Councilman Lovell stated where those who were found wasting water that a notice be
sent to them and unless it is stopped that the will be charged on the meter reading..
Also on applications for water that the property owner should sign the application.
Councilman Powers reported that the Fire Department needs some new 22 inch hose
the cost of which will be approximately $900.00 and suggested that it be included
in the 1965 budget.
Councilman Powers informed Council that the Police Committee had met to discuss the
granting of additional pay to Lt. Price and recommended that he be paid $25.00
per month from September 15th to December 15th for three months. Councilman Waters •
objected saying $25.00 per month was too much. Councilman Powers moved that
$75.00 be paid to Lt. Price for the months September 15th to December 15th, Councilman
Hohenstein seconded and the motion passed. (Councilman Waters abstained from voting)
The Mayor stated that at the present time the personnel of the Police Department is
surplus. It was decided to wait until next spring before taking any action.
Councilman Lovell moved that the Mayor and Town Attorney go to the Mayor's Day Meeting
in Atlanta at Town expense. Councilman Hosti seconded and the motion passed.
The Mayor.reported to Council that Paul and Joe Matthews, who had recently purchased
the strip west of llth Street and Fifth Avenue, requested that the area adjacent
to the ditch be leveled so that they could get to that property. Councilman Hosti
stated that they should habi in fill to build up the land. The Mayor will handle
the matter with them.

Councilman Powers stated that this would be his last attendance at the meetings and
wanted to express his appreciation for the cooperation and the very pleasant condi-
tions under which he had worked with the Board during his tenure of office and that
he regretted having to get of of the Board. Mayor Brown informed him that the Board
was sorry that he was leaving as he had done a good job and he always worked and co-
operated with Council. Mry Powers stated that he would like to suggest that Mr. Jack
Daniels be appointed to replace him. A request was also received from Mrs. Hortense
Doyle requesting that she be appointed to succeed Mr. Powers. It was decided to defer
action at this time. Councilman Lovell stated that the Board now consists of six
councilman, three from Savannah and three fr m the beach, and that where a person lives
on the island and work in Savannah he is jus464 he same as a Savannah person.
Councilman Waters reported that .Mrs. Eugenia Willis has two buildings on the same lot
and asked what about the water meter situation. Councilman Lovell stated that she
should have a. meter for each building.
Councilman Hohenstein moved that after the new water rates are established that each
property owner should be sent an application showing the rates, rules, etc.,for them
to sign and return. Councilman Fleetwood seconded and the motion passed.
A letter was received from the bounty Commissioners requesting payment for the Town's
portion of the paving on Sixth Street from Jones to Lewis Avenue. It was decided to
hold up payment at this time.
