HomeMy Public PortalAbout080-1989- TRANSFER WITHIN THE GENERAL FUNDTRANSFER ORDINANCE NO. 80-1989 1 AN ORDINANCE TO TRANSFER WITHIN THE GENERAL FUND WHEREAS, It has been determined that it is now necessary to transfer money within the fund appropriated in the annual budget. NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Wayne County, Indiana; SECTION 1. That for the expenses of said municipal corporation the following additional sums of money are hereby appropriated and ordered set apart out of the several appropriations, herein named and for the purposes herein specified, subject to the laws governing the same: GENERAL FUND Police Department 4000-Capital Outlays $ 1,600.00 $ 1,600.00 SECTION 2. WHEREAS, it has been shown that certain existing appropriations now have unobligated balances which will not be needed for the purposes for which appropriated, it is further ordained that the following existing appropriations be reduced in the following amounts. GENERAL FUND Police Department 3000-Other Services & Charges $ 1,600.00 $ 1,600.00 SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana. Mayor PUBLIC LAW 54 Ordinance No. 80-1989 (IIA) TRANSFER OF FUNDS CERTIFICATE i, the proper legal officer of the City of Richmond, Wayne County, Indiana, hereby certify to the Auditor of Wayne County that the Common Council Transferred $ 1,600.00 From (Major Budget Classification) To 4000 -Capital Outlays (Major Budget Classification) Within GENERAL FUND -POLICE DEPARTMENT (Department, Office or Fund) and that such transfer does not necessitate expenditures of more money than was set out in detail in the budget as finally approved by the State Board of Tax Commissioners. This transfer was made at a regular public meeting according to proper ordinance, a copy of which is attached to this certificate. The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in 1he Municipal Building of said City on November 20, 1989 at the hour of 7:30 P.M. Councilmember Hutton presided with the following members present: Councilmembers: Elstro, Lundy, Brookbank, Hankinson, McBride, Parker, Morris, and Paust. Absent: None The following business was had to -wit: (OTHER BUSINESS HAD) The Clark presented Proof of Publication of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, on the date of nd of 1989, Said notice stated that a public hearing would be held on the day of 1989, by the Common Council to consider additional appropriations in excess of the budget for the year 1989 within the City of Richmond, Indiana. The Proof of Publication was examined and found to be in order. Councilmember moved the Proof of Publication be received and filed, seconded by Councilmember and on unanimous voice vote the motion was carried. The Clerk read on second reading Ordinance No. 80-1989. President Hutton announced Ordinance No. 80 -1989 was on public hearing. After hearing all persons present, Ordinance No. 80-1989 was placed on final passage or rejection and on a call of the roll the following was recorded: Ayes: Elstro, Lundy, Brookbank, Hankinson, McBride, Parker, Morris, Paust and Hutton Nays: None Absent: The vote being 9 to 0 in favor of the passage of Ordinance No. 80-1989. Myers Transfer request COPY TO: File We request the attached transfers for the following: $200.00 into Radio Account to cover the cost of purchasing 17anew portable radios, at a cost of $7,698.80. The balance in this Radio Account is $7,578.79. This transfer will make up the difference. We must purchase these new radios due to the problem of the radios currently assigned to the Detectives are old and we are having trouble obtaining repair parts. Also,. -we do not have any spare radios if one goes down for repair or to give to the newly hired officers. We must purchase two new transcribers with adapters due to more and more officers on the Department who are using micro -cassette recorders in the field for re- cording statements and supplemental reports. The Department currently has only one transcriber capable of handling micro cassette tapes. One new transcriber would be used for Records Division who transcribes tapes and the other one will be for Detective Division. Two recorders and mike.are.needed for Juvenile Division for taking taped statements from victims and suspects. The equipment they are now using is contantly breaking down and is producing inaudible tapes.
