The regular meeting of Town Council was held today at 3 P.M. in the Council Room in the Town Hall and was attended. by Mayor James A. Brown, who presided, and Councilmen Hohenstein, Hosti, Fleetwood, Waters, Lovell, Town Attorney Solms, Supt. Reed, Lt. Price and Reverend Moore. Reverend Moore gave the invocation. The minutes of the meeting of January 20th were read and after several corrections were adopted. Reverend Moore commended Council and the Police Department for their vigilance and espedially in connection with.the handling of the teen agers drinking alcoholic beverages underage. He recommended an organization for the benefit of the youth of the island and that a Committee be set up to have supervision over it. The Mayor thanked Reverend Moore and informed him that numerous attempts had been made through the years to set up recreation facilities but they failed because of lack of cooperation. Council mar1Idhenste3n urged that driver licenses be taken away as the case warranted. Mr. Solms stated that this has been done but it is still a problem. The Mayor stated that exercises for the dedication on the completion of the new sea wall would be held in the auditorium, Sunday, February 28th at 3 P.M. and everyone is invited. Councilman Lovell informed Council that $8,745.00 had been collected against the meter installations also that the McKenna Supply Company were due some invoices they claim had not been paid. Mr. Lovell and Mr. Buckley will check this after the meet- ing. He also wanted to know what the status was of Mrs. H. 0. Durham using water for two buildings which she owns on Horse Penn Hammock. Mr. Solms informed him that he had written her regarding this. Superintendent Reed reported that the garbage collection was functioning al 1 right now andt1h were no complaints. He also reported that with some help from the county that some ditches were cleaned out and that he understood that they would stay as long as they could be of help and they had been working from 12th to 13th Street. He also stated that tk :v have not gotten the truck as yet. The Mayor asked when he would be able to work in the Pirates Park and on the bridges, etc, Mr. Reed stated that as soor-as he got help. Lt. Price reported that the new police car was operating all right and it had 1800 miles on it. He also reported that a number of families of teenagers had informed him that they were pleased with the action taken by the Police Department but that he also had a flew complaints. Mr. Solms stated that in future cases when they come into court the fines will be larger. The Mayor asked how many local teenagers were in- volved, Lt. Price stated that none were from the island. The Mayor asked if there were any recent reports of break ins, Lt. Price reported that Melvin Karp's cottage on the beach side was recently broken into and that the property was badly damaged. He suggested that vehicles be kept off of the end streets of the beach at night. The Mayor complimented the Police Department and informed Lt, Price that they were doing a good job. Lt. Price stated that they ;young people 1iv-ng on the island have nothing to do and no place to go, that the Town has no facilities for them. There is only one place to go which is on Friday night where a movie is shown at the Town Hall. Councilman Waters stated that the Optimist Clnb had tried to organize several types of teams on the island but were unsuccessful. The Mayor asked what happened to the Chapel by the Sea 6 Building. Lt. Price stated that a group worked on it but did not have the things necessary to run it as a director was needed to organize and conduct the groups. Lt. Price stated that the program should be on a year around basis. The Mayor instructed Lt. Price to work out a•plan and submit it to Council. The Mayor also stated that the Optimist Club was cooperative. Lt. Price stated that there is still some equipment available, the main need was a building. Councilman Waters brought up the question of what to do with the stray dogs on the island. Lt. Price suggested calling the Humane Society and ask that their truck be sent out once a week to pick up the dogs. He stated that it is hard to pick up a dog. An effort should be made to find someone for the job of dog catcher. Councilman Waters called attention to delinquent taxes and asked when trakft the new county assessments would be received. The Mayor informed him that the new figures had not been received but they exrect to receive them in March. Councilman Waters moved that bills for General Government for the month of January amounting to `4,475.57 and for the Water Department amounting to $779.82 be paid. Councilman Fleetwood seconded and the motion passed. The Mayor informed Council that he had purchased a lot of heavy timber, decking, etc., which was salvaged from the Sea Train Docks in Savannah from the Jo —Lynn Corp. for a price of $1,575.08 which is to be used in the construction of the proposed new fishing pier. The Mayor informed Council that the contract with Service Systems, Inc., for garbage collection was cancelled as of January 1, 1965 which was prior to the full term of the contract which was March 31, 1965. It was necessary to cancel this contract as they did not carry out their agreement, that the equi�ment which they agreed to use here was not what they had agreed upon. The Town had agreed to buy a truck from them. Under the cance le,4Qcotract walowe them $750.00 and they owe us for the truck which was purchase di�`'MPro i4 s a� ¢ 166.66 per month plus $240.00 for labor, which leaves a balance due the Town of $323.23. Councilman Hosti stated they defaulted on the contract therefore we should not pay them for the truck as they have not played fair with us. The Mayor stated when the contract was signed that the Town sold back to them the truck which we had previously pur- chased from them. They furnished the service but they did not send the truck they had agreed to. They started with two trucks and after a while took the better of the two trucks away. Councilman Lovell stated that the Water Department has three different funds and suggested that this money be used to pay for the water meters. The Mayor informed him that these funds were invested, that money could be borrowed on a short term note to pay for the meters. He also stated that we owe McKenna Company approximately $9,000.00 at this time, and suggested that the Town bo° -•row $10,000.00 to reduce McKenna's bill. Councilman Lovell wanted to know how the proposed new fishing pier is going to be paid for. The Mayor stated through parking meters, rent of concessions and admission charges to the pier. He also suggested that the Town acquire the four houses and several yacent lots in the vicinity of Butler Avenue & First Street to provide parking areas. Councilman Fleetwood stated that the general area would 1 BE FTNE FOR RECREATION PURPOSES, that with the golf course, the fishing pier, and establishing a recreation center it would improve that area very much. The Mayor informed Council that it would be necessary to borrow about ?35,000.00 broken down as follows: $10,000 to be paid McKenna Supply Company x$10,000 for General Government operations $15,000 for a Fishing Pier Councilman Hosti moved that the Mayor be authorized to borrow for use of the Town up to $35,000.00 as needed. Councilman Hohenstein seconded and the motion passed. Councilman Lovell wanted to know when the drag line was coming back. The Mayer informed him that it will be back as soon as they could get it that he had talked to Mr. Cooper and Mr. Fultz. Councilman Lovell requested that notices be sent out to those who are delinquent in paying on their water meters. The Mayor stated that he would handle the matter. The Mayor reported that Mr. Fleetwood, Mr. Solms and himself were in Atlanta recently and they called on the H & H F Agency in connection with the application filed for water and sanitary sewerage system funds that they were well and courteously received and they had suggested a450,000.00 construction loan on which they noted there was an error in the application which was corrected, The Mayor reported that Mr. James R. Duncan, newly appointed Member of Council, had recently lost his wife and requested that he be relieved of serving as Councilman. Council accepted the resignation of Mi. Duncan with regrets and extended their sympathy to him in his bereavement. The Mayor asked for nominations and Councilman Hosti nominated John H (Jack) Daniels for the unexpired term of Mr. Duncan and Councilman Hohenstein seconded. The Mayor asked for any other nominations and Councilman Waters nominated Mr. Ed Smart. There were no seconds and the Mayor asked if there were any other nominations, there were none. He called for a vote for those favoring Mr. Daniels. Those voting Yes were Councilmen Hohenstein, Hosti, Lovell and Fleetwood, Councilman Waters abstained from voting and Mr. Daniels was elected Councilman to fill the unexpired term of Mr. Duncan. The Mayor stated that now the Board in fairness must work together for the best interest of Savannah Beach. Councilman Waters stated that Council should have elected someone from the island. The Mayor stated that he felt that Mr. Daniels would make a good addition to the Board. Council was reminded that the, next regular meeting would be on March 17th and as this was St. Patricks Day and some of the members would be absent, Councilman Lovell moved that the next meeting of Council be postponed to Thursday, March 18th at 3 P.M. Councilman Fleetwood seconded and the motion passed. Councilman Hosti reported that he had a price on a truck. The Mayor asked him if this could wait until May 1st and also that he get another bid. Letters were received from Charles L. Llewlyn, Mrs. Margaret R. Moller and Mr. & Mrs. Charles J. Walsh protesting against the closing of the drainage ditch from llth Street West of Fifth Avenue to Horse Penn Creek. The Mayor informed Council that in connection with the request for funds for storm damage repairs under State Project GA D- 5-646 OEP- Project No.OEP -177 DR -1, that supplemental funds authorized amounting to $22,315.00,that he is requesting in advance 75% of this amount or $16,736.25. The Hugh Jackson Construction Company submitted the lowest bid of $16,346.00 to do the work. O.
