A special meeting of Town Council was held tonight at $ P.M. in the Council Room
in the Town Hall and was attended by Mayor Brown, who presided, and Councilmen
Hohensteinli Hosti, Daniels, Waters and Fleetwood.
The meeting was called for the purpose of appointing a Chief of Police of the Town
of Savannah Beach.
The Mayor informed Connell that he felt that the office of the Chief of Police of
the Town now vacant should be filled as early as possible and asked if there were
any applicants for the position. Councilman Waters stated that there were several
applications among which was one from Mr. Carlton H. Davis. His Committee, after
reviewing the applications, decided on Mr. Davis as his references and qualifications
fitted him for the position. Councilman Waters read a letter of recommendation
from Colonel Eugene Burke, Assistant head of the State Highway Patrol, from the Mayor
of Hazlehurst, Ga.,and Mr. Lewis, President of the Baxley State Bank, all of
whom spoke highly of Mr. Davis. Councilman Fleetwood stated that a decidion should
be made as holding off creates opposition. There was no set say of hiring a police
officer and also that the men are not paid enough. The Mayor stated that he had
talked to Nor. Jos. Limerick who telephoned him but did not give the names of the
members of his organization. He invited Mr. Limerick to appear before Council. He
had several telephone calls from persons who stated they were members of SCOPE, they
wanted Lt. Price appointed Chief of Police. The Mayor asked Councilman Waters if the
new applicant was qualified. He stated that Mr. Davis was more qualified than Lt.
Price. Councilman Hohenstein asked for the applicant's background. Councilman
Waters read the application which showed that he had a very good background for police
work. The Mayor stated that those sponsoring Lt. Price are not interested in the
welfare of Tybee, they have reasons for what they are doing. Councilman Daniels
asked what the salary was of Lt. Price and he was informed it was$340.00 per month.
Councilman Hosti stated that the new man should be put on probation for six months
in which time if he does not make the grade then he would be replaced. Councilman
Hohenstein wanted to know if the Chief knows what is expected of him. Councilman
Waters stated that he did. The Mayor stated that Lt. Price had been on probation
for almost a year. Councilman Waters read a set of rules which he had proposed for
the Police Department and made a motion that Mr. Carlton H. Davis be appointed `(Chief
of Police of Savannah Beach, effective April 1, 1965 to fill the present vacancy and
that his salary be $400.00 per month, payable monthly and put on probation for six
months from the date of hiring. After that if he stays on the job his salary will
be increased to $450.00 per month. Councilman Fleetwood asked if he was the only
one of the police officers to have a salary increase. Mayor Brown stated that all
will be helped. Councilman Hosti seconded and the motion passed unanimously.
Councilman Daniels stated that the other police officers should be increased accord-
ingly.
There being no further business the meeting adjourned subject to the da11 of the
Mayor.
