March 18, 1965.
The regular meeting of Town Council was held today at 3 PM in the Council Room in
the Town Hall and was attended by Mayor James A. Brown, who presided, and,Councilmen
Fleetwood, Daniels, Waters, Hohenstein, Lovell, Town Attorney Solms, Lt. Price and
Supt. Reed.
The minutes of the meetings of February 17th and March 6th were read and after several
corredtions were adopted.
The Mayor informed Council that regarding the proper location of the fishing pier at
the end of First Street would have to be changed as it was found that considerable
rocks were spread under the surface of the beach in that area and that upon investigation
it was found that a location on the North Side of Tilton Street would be more suitable
for the pier so it will be erected there if Council has no objections. The Mayor stated
that the Town could do the job for about one half of what it would cost for outside work,
that there is a good supply of material on hand now. A plat of the pier was submitted
by Thomas & Hutton. He stated that he can get a contract price to build the•pier at
Tilton Avenue but not at First Street. The Town has one hundred parking meters which
can be used in that area and he asked for permission to relocate the pier from First
Street to Tilton. Avenue. Councilman Hohenstein moved that the Mayor be authorized to
change the location from First Street to Tilton Avenue. Councilman Fleetwood seconded
and the motion passed. Councilman Fleetwood requested that the Ordinance be amended with
the possibility of the Town acquiring the golf course which he withdrew.
The Mayor stated that North of Tilton Avenue inside the gate, the estimate cost of
building the pier should be based upon a maximum rather than a minimum estimate, that
plans were drawn by a contractor based on materials on hand about a year ago. Mr.
Solms stated that bids should be gotten on the project. The Mayor stated that Supt.
Reed was qualified to supervise the work. Councilman Fleetwood stated that the Town
should employ an engineer. The Mayor stated that it would add about 0500.00 to the
cost. Mr. Solms stated that the engineer's fee is a,out $6000.00. The Mayor stated
that he had talked to Mr. Joserh Hutton before presenting the plans to Council and asked
if it was Councilman';: Fleetwood's idea to drop the present plans. Councilman Fleetwood
stated "no ". Mr. Solms stated that the Mayor being a public servant is responsible for
the spending of public funds that someone other than the contractor should draw the plans.
The Mayor stated that the lowest bid is not always the best bid. Mr. Solms stated that
the Mayor would probably be criticised if an engineer were not employed to supervise the
work. The Mayor stated that you cannot use one contractor's plan with another bidder.
Councilman Fleetwood stated that the Mayor already has the plans. The Mayor stated that
he could not use another's plans and also that we should get going as_the season will
soon be here. Councilman Fleetwood stated that he would like to hear from other mem-
bers of Council. C ouncilman Daniels stated that he agreed with Councilman Fleetwood
to put it out on bids.
The Mayor asked Mr. ._Reed how long it would take to clean up Memorial Park. Mr..Reed
stated two men all day. The Mayor stated that some of the organizations using the park
sometimes leave it in an unclean condition. Dr. Hohenstein stated that a charge should
be made for use of the park. Councilman Fleetwood stated that it cannot be done. The
Mayor stated that there should not be a charge for use of the park but a charge should
be made for cleaning it. The Mayor suggested the use of parking meters. Dr.
Hohenstein moved that parking meters be installed around Memorial Park on Fourth Street
and in the park for traffic control. Councilman Fleetwood seconded and the motion
passed.

Lt. Price stated that when games and activities take place in the park quite often
vehicles are parked along Jones .venue and suggested that a low fence bb erected
along that area. The Mayor suggested that the shoulder of the pavement should be
widened so as to facilitate parking of care in that area and asked how many cars were
there last Sunday. Lt. Price stated there were quite a number of them and unless
traffic was regulated they would be all over the park. He suggested putting signs
on the west side of Jones Avenue for the distance of the park to stop parking. The
Mayor instructed Mr. Reed to put up the necessary signs in that area. Councilman
Waters stated that installation of parking meters at the park would have to be checked,
what is going to be done about that?
Councilman Lovell reported that 711 water meters had been installed to elate. He
called attention to the Tybee Terrace Cottages being operated on one meter and stated
that there were thirty units of which seventeen have been sold. These buildings are
sold under a cooperative plan. The Mayor asked if this matter could be considered
at a later date. Councilman Fleetwood stated two domiciles - 1 meter. The Mayor .
stated on duplex's - 1 meter. Councilman Fleetwood stated that separate domiciles
should have a separate meter. The Mayor stated that where Freddie Anderson lives on
Lovell Avenue there is one building which is owned separately by two families who are
on one line and one meter. Mr. Solms suggested that the Committee get together to
straighten the matter out.
Councilman Lovell moved that the previous Ordinance which allows 90,000 gallons for
$30.00 less the discount be amended to allow 100,000 gallons for $30.00 less the dis-
count. The bill should be paid by May 31, 1965. Councilman Waters seconded Wad
the motion passed.
Alderman Fleetwood asked about the collection from the water meters. The Mayor in-
formed him that the property owners were given sixty (60) days from date of bill to
pay. He also stated that all water meters will be read as of May 1, 1965.
The Mayor asked Lt. Price about the new car, and he stated it was functioning all right
but that the Plymouth needed repairs. Councilman Waters instructed him to take the
Plymouth in for repairs. Lt. Price stated that a retired police officer from Savannah
applied for the position as dispatcher during the summer months and stated that this man
is a good radio dispatcher and has had considerable experience in police work. He was
instructed to furnish an application for employment. The applicant's name is Al Henry.
The Mayor instructed Lt. Price to check on teen agers based on complaints that some of
them are driving vehicles without having a licensed driver accompany them. Lt. Price
suggested a committee of persons on the island be appointed to cooperate their efforts
to get recreation facilities, etc.,for the teen agers. He stated that primarily a
suitable building was needed and suggested swapping the American Legion building for
the community house. Alderman Waters stated that teen agers learning to drive should
have an older person with them. Councilman Waters reported that there is $140.00 in
a savings account in the C & S Bank which was collected through donations for lighting
the ball park, that there is also a young man, Mr. Richard DeLoach, who would be glad to
work along with the teen agers.
Councilman Lovell asked Lt, Price what about the dog situation. The Mayor suggested
that the Town employ a dog catcher andpay him $5.00 for each dog caught by him.
Edmund Solomon informed Council that a number of people were operating on the island
without licenses and he would serve free to advise the License Committee. He was re-
quested to present a list of those operating without a license to the Chairman of the
License Committee. He also informed Council that the Tri -State instruction School

which is under the diredtion of the insurance companies will meet from March 23rd
through March 26th and that the Town should send a representative. Alderman
Daniels moved that Edmund J. Solomon attend this school for four days and that he
be allowed a maximum expense of $100.00, Councilman Waters seconded and the
motion passed.
Councilman Waters moved that bills for the month of February for General Government
amounting to $5,203.00 and for the Water Department amounting to $940.09 be paid.
Councilman Fleetwood seconded and the motion passed.
Councilman Fleetwood asked what was being done about delinquent taxes. Mr. Solms
stated that they were waiting on the new police chief to take office.
The Mayor informed Council that the 1965 budget will include funds for resurfacing
and repairing some of the streets but that before work can be done we must wait for
warm weather.
Councilman Lovell informed Council that the Savannah Electric & Powef Company had
voluntarily offered to have their license fee increased to $3,000.00 effective
May 1, 1965.
Councilman Fleetwood informed Counc'1 that the fishing pier could be included in a
"Recreation complex" t &t federal and state funds could be obtained but that the Town
will have to try for funds through the Chatham County Commissioners, the State Recrea-
tion Authority and Federal Agency's. He also stated that the Town should acquire
the golf course. The matter was referred to the Committee consist ng of Councilmen
Hohenstein, Fleetwood and Daniels to handle the matter. The Mayor stated that
the Committee should pursue the plan and he also stated that the M.P.C. would have
an engineer down here.
Councilman Lovell inquired about Mr. J. H. Dendy and the golf course.
stated that he was going to start work on the course very soon.

The Mayor informed Council that he had a letter from the H & H F Agency notifying
him that they had approved funds for $7,900.00 to assist in public works improvements.
Councilman Fleetwood moved that the offer be accepted, Councilman Hohenstein seconded
and the motion passed.
Mr. Jack Brady had written a letter requesting that he be granted the privilege of
operating the concession stand, ete.,on the new fishing pier. It was the decision
of Council that this matter sho „ld be handled at a later date.
A letter was read from Mrs. Louise Meyer protesting the damage done to her property
during the installation of the new meter. She also filed claim of $100.00 against
the Town. Referred to the Water Committee.
Mr. Solms recommended that the bill from Memorial Hospital against Hugh Summerlin
amounting to $461.95, for which the Town guaranteed payment, should be paid by the
Town. Councilman Fleetwood moved that it be paid which was seconded by Councilman
Waters and the motion passed.
