The Common Council of the City of Richmond, Indiana met in regular session Monday, April 2, 2007, in
the Council Chambers in said City. President Pappin presided and the following business was conducted:

Councilors present were Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Gil
Klose and Diana Pappin. Absent was Howard "Jack" Elstro.
APPROVAL OF MINUTES
Councilor Parker moved to approve the minutes of the meeting of March 19, 2007, with a second by
Councilor Sharp. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
RESOLUTION NO. 6 -2007 — A RESOLUTION ALLOWING A LATE FILED STATEMENT OF BENEFITS
FORM FOR A TAX ABATEMENT FOR MAC -DEL, INC.
The Clerk read Resolution No. 6 -2007 by title only.
This Resolution supports Ordinance No. 22 -2007 and would allow waive the timing requirement for the
filing of a Statement of Benefits for Mac -Del, Inc. Ordinance No. 22 -2007 is a request for a ten -year tax
abatement for real estate valued at $275,000. The Tax Abatement Committee has not completed due
diligence and requested Resolution No. 6 -2007 be held.
COMMUNICATION FROM THE MAYOR
• The City of Richmond will be soliciting proposals for an energy analysis of the City's facilities.
This analysis will identify necessary corrective measures and propose capital improvements to
reduce energy usage.
• The Annual Spring Clean -Up begins April 14.
• The Groundbreaking for the Police /Fire Training Facility will be April 5 at 2:00 PM on the Facility
Site at South 8th and "Q" Streets.

Minutes of the March 15 & 22, 2007 meetings were accepted as presented.

Council President Pappin reported progress is being made to correct "live feed" problems through Insight
Communications and Whitewater Community Television.

Councilor Wissel moved to suspend the rules and read Ordinance Nos. 18, 22, 23, 24 & 25 -2007 on first
reading by title only with a second by Councilor Lundy. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 18 -2007 — AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL
APPROPRIATIONS FROM CERTAIN FUNDS

This Ordinance is a request by the Street Department to amend the 2007 Budget and appropriate an
additional $80,000 from Motor Vehicle Highway funds for the purchase of a new pick -up truck.
Councilor Lundy moved to advance Ordinance No. 18 -2007 to second reading and to suspend the rules
and read by title only with a second by Councilor Wissel. Upon a vote viva voce, the motion passed.

Council President Pappin declared Ordinance No. 18 -2007 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Sharp moved for engrossment of Ordinance

Councilor Welch moved to advance Ordinance No. 18 -2007 to third and final reading and suspend the
rules and read by title only with a second by Councilor Parker. Upon a vote viva voce, the motion
passed.

ORDINANCE NO. 22 -2007 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (Mac -Del Inc. Real Estate)
The Clerk read Ordinance No. 22 -2007 on first reading by title only.
This is a request for a ten -year tax abatement by Mac -Del, Inc. for Real Estate valued at $275,000. The
Tax Abatement Committee has not completed due diligence and requested Resolution No. 6 -2007 be
held.
ORDINANCE NO. 23 -2007 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM SIA FOUNDATION, INC.
The Clerk read Ordinance No. 23 -2007 on first reading by title only.
This Ordinance would allow the City of Richmond through its Police Department to apply for and accept a
grant from Subaru of Indiana Automotive, Inc., through its program SIA Foundation, Inc., in the amount of
Ten Thousand Dollars ($10,000). If awarded, the funds will be used for the Fire /Police Training Facility.
Councilor Lundy moved to advance Ordinance No. 23 -2007 to second reading and to suspend the rules
and read by title only with a second by Councilor Welch. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 24 -2007 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE INDIANA DEVELOPMENT FINANCE
AUTHORITY
The Clerk read Ordinance No. 24 -2007 on first reading by title only
This ordinance would allow the City of Richmond Department of Metropolitan Development to apply for
and accept a grant from the Indiana Housing Finance through its program, Non - Petroleum Remediation
Grant Program in an amount up to Three Hundred Thousand Dollars and Zero Cents ($300,000.00). If
awarded, said funds shall be appropriated to remediate environmental issues in the Whitewater Valley
Gorge.
Councilor Welch moved to advance Ordinance No. 24 -2007 to second reading and to suspend the rules
and read by title only with a second by Councilor Parker. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 25 -2007 — AN ORDINANCE AMENDING ORDINANCE 1 -2006, ANNEXING CERTAIN
CONTIGUOUS LANDS INTO THE CITY OF RICHMOND
The Clerk read Ordinance No. 25 -2007 on first reading by title only.
This Ordinance would amend Ordinance No. 1 -1006 to assign the annexed area to Council District 1 not
Council District 2 as recited in said Ordinance was stated as Council District 2.

and read by title only with a second by Councilor Sharp. Upon a vote viva voce, the motion passed.

ORDINANCES ON SECOND READING
ORDINANCE NO. 14 -2006 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (Johns Manville — equipment)
The Clerk read Ordinance No. 14 -2006 on second reading by title only.
This Ordinance is a request by Johns - Manville for a ten -year tax abatement for equipment valued at
$34,324,000.
The Tax Abatement Committee requested this Ordinance be held on second reading until the April 16,
2007 meeting.
ORDINANCE NO. 15 -2006 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (Johns Manville — real estate)
The Clerk read Ordinance No. 15 -2006 on second reading by title only.
This Ordinance is a request by Johns - Manville for a ten -year tax abatement for real estate valued at
$876,000.
The Tax Abatement Committee requested this Ordinance be held on second reading until the April 16,
2007 meeting.
ORDINANCE NO. 47 -2006 — A GENERAL ORDINANCE OF THE CITY OF RICHMOND, INDIANA, FOR
THE PURPOSE OF MANAGING THE STORMWATER COLLECTION AND CONVEYANCE SYSTEMS
AND ACTIVITIES IN THE CITY, ESTABLISHING RATES AND CHARGES FOR THE USERS OF THE
STORMWATER SYSTEM OF THE CITY AND OTHER RELATED MATTERS

This Ordinance addresses the cost of the implementation of Richmond's storm water system, as
mandated by the Federal and State governments.
Councilor Welch moved to amend section 59.13 to read: ... Disbursements from this account shall be
authorized by the Board of Stormwater Management and, where required by law, the Common Council. .
and
Add the following to Section 59.17: Upon redemption or maturity of such bonds, the Board of Stormwater
Management shall send written notice to Common Council and shall also give public service
announcements to the ratepayers of the redemption or maturity of such bonds.
There was a second by Councilor Sharp. Upon a vote viva voce, the motion passed.
Council President Pappin declared Ordinance No. 47 -2006 on second reading and public hearing.
Speaking in opposition was Larry Pippin, 1901 Salisbury Road. There being no comments for the
Ordinance, Councilor Wissel moved for engrossment of Ordinance No. 47 -2006 with a second by
Councilor Lundy. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 47 -2006 to third and final reading and suspend the
rules and read by title only with a second by Councilor Lundy. The motion failed with a 7 -1 vote viva
voce. Dissenting was Councilor Welch.

ORDINANCE NO. 16 -2007 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6.1 -12.1 (Contract Industrial Tooling)
The Clerk read Ordinance No. 16 -2007 on second reading by title only.
This Ordinance is a request by Contract Industrial Tooling for a ten -year tax abatement for equipment
valued at $239,490. The Tax Abatement Committee recommended approval.
Council President Pappin declared Ordinance No. 16 -2007 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Welch moved for engrossment of Ordinance
No. 16 -2007 with a second by Councilor Parker. Upon a vote viva voce, the motion passed.
Councilor Sharp moved to advance Ordinance No. 16 -2007 to third and final reading and suspend the
rules and read by title only with a second by Councilor Welch. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 19 -2007 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6.1 -12.1 (General Aluminum Mfg. Company)
The Clerk read Ordinance No. 19 -2007 on second reading by title only.
This Ordinance is a request of General Aluminum Manufacturing Company for a 10 -year tax abatement
for equipment valued at $1,257,210.50. The Tax Abatement Committee reported the following items are
not eligible for abatement: Low Pressure Casting Machines ($369,215), Transportation of equipment to
warehouse ($4,275), Disposal of Jet Melter Refractory ($3,200) and Disposal of Jet Melter #1 ($11,875).
The Committee recommended approval for equipment valued at $876,625.
Councilor Wissel moved to amend this Ordinance to abate equipment valued at $876,625 as
recommended by the Tax Abatement Committee with a second by Councilor Welch. Upon a vote viva
voce, the motion passed.
Council President Pappin declared Ordinance No. 19 -2007 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Sharp for engrossment of Ordinance No. 19-
2007 with a second by Councilor Welch. Upon a vote viva voce, the motion passed.
Councilor Parker moved to advance Ordinance No. 19 -2007 to third and final reading and suspend the
rules and read by title only with a second by Councilor Lundy. Upon a vote viva voce, the motion passed.
