A special meeting of Town Connell was held tonight at 8 P.M. in the Council Room and was attended by Mayor Brown, who presided, Councilmen Hohenstein, Hosti, Fleetwood,- Daniels, Waters and Town Attorney Solna. The meeting was called for the purpose of discussing ways and means to finance the construction of the new fishing pier and authorize awarding the bid to the lowest bidder. The Mayor informed Council that the Committee to receive the bids on the construction of the fish'ng pier met at 5 P.M. on April 7, 1965 in the Council Room and that the only bid was from the Hugh Jackson Construction Company which was for $24,640.00 plus 45 cents per pound for hardware not furnished by the Town and that any additional piling would be furnished at $60.00 per pile and that they agreed to complete the work in ninety (90) days from date of contract. The Committee after analyzing the bid recommended that it be awarded to the Hugh Jackson Company. The Mayor stated that $10,000 set up in the budget for streets could be used and that approximately $6,000 could be realized from parking meters. He also stated that the plan for the pier is the same plan submitted by Thomas & Hutton about a year ago, that some savings could he made by reducing some sizes of material and eliminating ranger beams and some cross bracing, etc.,that the pier level would be about 13 feet above MLW and 3 feet above the sea wall. The Mayor stated to finance the project we could give the Jackson Company a note. We cannot borrow from the banks although the Town's credit is good but we should not jeopardize it. He also asked if Council thought that the expected approximate income of $6,000 from parking meters, concession stand, etc.,would be excessive. Councilman Hosti stated that he thought it would be. The Mayor stated that we could collect . delinquent taxes which would help some, and he asked if we should build the pier or forget it. Councilman Daniels asked if the pier would cost $30,000. The Mayor informed him that the cost would be about $35,000. The Mayor stated that we owe the county $3,300 but he thinks that they will go along with us. Councilman Fleetwood moved that the pier should be built and that the bid of the Hugh Jackson Construction Company be accepted. Councilman Daniels seconded and the motion passed. Councilman Hohenstein moved that the motion be amended to eliminate some of the rangers and sash and that the guard rails be modified from 3x10's to 2x8's. Councilman Hosti seconded and the motion passed. The Mayor stated that the penalty clause should be eliminated. Councilman Fleetwood suggested that each day the Town was late that the contractor should be given a day. The Mayor stated that he did not think this would work that the Town can keep the con- tractor supplied. He requested that a motion be made authorizing the Mayor and a Committee to handle the matter of the time limit, the contract and the'finances. Councilman Hohenstein moved that the handling of the financing, the time limit and the contract for construction of the fishing pier be handled by the Mayor and a Committee composed of Councilmen Hosti and Waters, Councilman Daniels seconded and the motion passed. The Mayor asked how to handle the additional Hands to be needed for the pier. 1 1 15
