The regular meeting of Town Council was held today at 8 P.M. in the Council Room in
the Town Hall and was attended by Mayor James A. Brown, who presided, Councilmen Fleetwood,
Daniels, Mosti)3Mhensteins Lovell, Waters, Town $torney Solms, Supt. Reed, Chief Davis
and a committee consisting of Mr. C.H. Cobb, Charles Barbee, Mr. & Mrs. Mills, Mr. & Mrs.
Spearman and Mr. and Mrs. Sheppard.
Air. Barbee speaking for the Committee protestdd against the Town requiring some of the
rooming house operators to pay a license to do business and permitting others to operate
without a license. Councilman Fleetwood reminded him that they should pay for four
apartments. Mr. Barbee stated that if one room is rented a license should be charged.
The Mayor asked if they could give a list of those not paying. Mr. Barbee stated that
the Chief of Police should do this also that the license Ordinance should be changed naa
to take in the ones not pa king. The Mayor informed the Committee that Council would
discuss it. Councilmen Fleetwood informed them that the Police Committee would check
on it.
Mr. Barbee requested that an opening be made in the parking lot at the head of 17th
Street so the cars will not have to drive to 18th Street to get out. The Mayor informed
him that the matter would be investigated. The Committee was excused.
The minutes of the meeting of July 21st were read and adopted.
The matter of cleaning the lots was discussed. Councilman Waters stated that vacant
lots which could /me nowed with a machine that the Town do it and make a charge. The
Mayor stated that the property owners should be put on docket if the lots are not
cleared. Councilman Hosti stated that the Ordinance should be amended to notify the
property owner to clean his lot within fifteen (15) days or docket cases would be made.
The Mayor informed Council that when the rocks were placed in front of the seawall that
the opening in the wall in the area of First Street, Which was the storm sewer, that the
rocks were piled in front of this opening and the water could not escape and that he had
contacted Colonel Ranee of the U. S. Engineers who informed the Mayor that the Government
did not have the money to move these rock. He then contacted Hugh 'Jackson, the Contractor,
who agreed to move the rock for $250.O0,tthat the Town's forces could not do this job.
Councilman Waters moved that the rocks be removed at a cost of not over $250.00, Councilman
Daniels seconded and the motion passed.
The Mayor informed Council that the fishing pier was completediexcept for a few minor items
which would be finished this afternoon. Councilman Daniels mentioned that one end of
the FT" at the head of the pier seemed to be shorter than the other and asked why was this
done. Superintendent Reed informed him that it was designed that way. Councilman
Fleetwood stated that insurance on the pier would amount to approximately $1,650.00. The
Mayor stated that the concession stand has not as yet been erected but this could be done
at a later date and suggested that now that the season is practically over that it be
opened to the public without charge until next May.. Councilman Fleetwood moved that the
fishing pier be opened to the public until next summer season, Councilman Hohenstein seconded
and the motion passed. Councilman Fleetwood wanted to know what was to be done about
parking in the area of the fishing pier. Councilman Waters informed him that there was
sufficient parking area in the vicinity.
The Mayor feported that some of the streets were being repaired. He asked Mr. Reed as to
the condition of the Town's equipment. Mr. golcf he the equipment was in good
order. The Mayor informed Council that se s• _e - •va Inge are in bad repair and that
something should be done regarding these and he had a check on these places. Mr. Solms

suggested getting Dr. Lundquist down and have them checked. Councilman Daniels
stated that the Health Department could not do this. The Mayor suggested that
Mr. Harbinson be requested to come down and cheek them.
Councilman Fleetwood reported that Mr. Charles Moorman contacted him regarding the
Town burning trash at the dump. Superintendent Reed stated that trash is not
burned in the garbage area, that people picnic in that section. The Mayor asked
if the trash could be dumped without disturbing property owners and suggested that
old. autos, refrigerators, etc.,be placed in the area and that the bulldozer run over
them to flatten them, then fill in the section with sand. Mr. Reed stated that
there are several old autos at Moore Town which should be put on the dump. Councilman
Waters suggested that the place where these old autos are that the man stated that he
was going to quit repairing automobiles at his house. Councilman Daniell also men-
tioned that the area around Bobo's Tybeeland was very unsightly with trash and rubble
noticeable in this area. Councilman Waters stated that he had checked on vacant
lots and that some of them would soon be a fire hazard.
Councilman Lovell asked about the status of the water meter on the property of Mrs.
Marjorie Dunham. Mr. Reed stated that she owns two houses on one meter and that
the line to one of the houses was connected to the meter so he removed the meter as
she should have one meter for each house. Councilman Lovell stated that she should
be put on the docket,
Councilman Lovell informed Council that 108 consumers had not paid for their water
meters. Mr. Reed reported that he has cut off at least fifty (50) houses.
Councilman Lovell informed Council that,as the hurricane season approaches, some of
the ditches need to be cleaned and requested that some prisoners be gotten down here
to do the work. Mayor Brown stated that he had talked with Chairman Lovett of the
Commissioners and will try to get some as the Town has no funds to hire additional
labor.
The Mayor requested that action be deferred on reapplying to the H & H Agency re-
garding the sanitary sewers and asked if the Town should reapply for a new applica-
tion or use the present request. Councilman Fleetwood stated that 75 per cent of
the pollution comes from Savannah. Mayor Brown stated that the least said regarding
this the better off we all are. Councilman Fleetwood suggested that the Mayor write
a letter to the H & H Agency to get the matter started.
Councilman Waters moved that bills for the month of July for general Government amount-
ing to $4,396.91, for the Water Department for $321.17 and for Hugh Jackson for $3,000.00
be paid. Councilman Fleetwood seconded and the motion passed.
Councilman Waters informed Council that the cost of the fishing pier is approxiivately
$35,000.00.
Chief Davis reported that one of the police cars has 100,000 miles on it and stated
that it could be put in good running order for about $250.00 and should be good until
beginning of next season. Councilman Fleetwood moved that the work be authorized,
Councilman Waters seconded and the motion passed.
The Chief Stated that he had had the ambulance and the two police cars washed and
polished at a cost of $10.00. He also presented an offer from Lt.Jaines W. Price,Sr
to purchase a bbcyele owned by the Town for $25.00. Councilman Fleetwood moved
that the bicycle be sold for $30.00, cash. Councilman Daniels seconded and the
motion passed.

The Chief reported that one prking meter was broken into and that four young people
were caught in connection with this.
Councilman Daniels requested authority to employ five (5) life guards during the Labor
Day week end at $5.00 each per day. , Coundilman Fleetwood moved that the request be
granted, Councilman Hohenstein seconded and the motion passed.
Cow oilman Waters posed the question "will the Town be liable for people diving off
the fishing pier ". Mr. Solms stated that he did not think so.
Councilman Waters informed Council that he had talked to members of the Police Depart-
ment and stated that they would be willing to double up for the balance of the season
instead of hiring a new policeman, they would, be given an increase in salary and moved
that the regular members of the force be given $25.00 each per month increase in salary
retroactive to August let. Councilman Fleetwood seconded and the motionp passed.
Councilman Waters informed Council that Chief Davis has been doing. a good job, using his
car at all times and was on duty at all hours and moved that he be granted an increase
of $25.00 per month retroactive to August 1st and that effective September lst that he
be- granted an additiAnal $25.00 increase in salary. Councilman Fleetwood seconded and
the motion passed.
Councilman Hosti stated that some of the public works department employees worked extra
hours without extra pay and that they too are entitled to raise in pay of at least
$15.00 per mopth,per man. The Mayor asked if they could get by with $10.00 each
per month. Councilman Hosti stated that $15.00 is not too much. The Mayor stated
that the budget could not stand it, we still owe the bank. Councilman Fleetwood
moved that Frank Kania, Sidney Arnold, L. H.Blackburn, Sr.,and Armand Souza be granted
an increase of $15.00, each per month, effective September 1, 1965. Councilman Waters
seconded and the motion passed.
Councilman Lovell reported to Council that $41,466.67 Baas the cost of meters installed
and $11,100.00 is still due from the property owners and that to date 208 meters are not
paid for. The Mayor asked if we should turn back to McKenna any new meters which are
not needed. Councilman Waters stated that some meters have to be installed in the Fort
Screven area.
Councilman Daniels stated that the #2 fire engine needs two tires and moved that the
Town purchase two recaps. Councilman Waters seconded and the motion passed.
Councilman Hohenstein read a progress report from Mr. Arthur Davis regarding Pirate
Park and stated that he has done a great job. He also stated that Mr. Davis felt that
he should be given some compensation. Councilman Hosti stated that he should be
commended. The Mayor stated that he deserves some compensation as he has done a good
job.
A letter was read from Mr. Richard Cowan, Attorney for the Matthews Brothers, regarding
the opening of 11th Street. Councilman Hosti stated that they have closed part of the
drainage ditch which drains a large area in that section. Councilman Fleetwood re-
quested that it be referred to the Town Attorney, The Mayor asked who is to maintain
the street.
Councilman Waters reported that Mt. A1]e n Hendrix offered to give two days a month of
his time to the Town to clean up the island providing the Town would frrnish the equip-
ment.

Mr. Solms informed Council that the Attorneys for Caroline Quiilain, Wilbert
Williams, Vincent Hill, Mary L. Jackson, Mar Robinson, Ade Branch, James Alexander
had requested that the bonds put up for these people totalling $1,800.00 be re-
funded to them as the charges against them were dismissed. All of these people
are Negroes, their Attorney is E. H. Gadsden. Councilman Waters moved that the
money be refunded, Councilmen Fleetwood Peconded and the motion passed.
Mr. Solms informed Council that in reference to a letter from O'Brien. & O'Brien
regarding the collection of a tax for the groin and sea wall, that he had checked
the charter and amendments from 1941 through 1945 but had not completed checking
as yet. It was decided that Mr. Solms continue to hand]e the matter.
Councilman Fleetwood stated that the Town should adopt some new ordinances and also
that the old ordinances should be codified and brought up to date.
Councilman Hosti stated that Mr. G. E. Barbee, of the Committee who attended Council,
be requested to get the names of those rooming houses and apartments operating withait
licenses and send to Mr. Fleetwood.
Councilman Lovell. asked what was the status of house numbers. He was informed that
