HomeMy Public PortalAbout02-22-2016 COW Minutes appli/jUL ,�/' vJ,� Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on February 22,2016 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee O'Rourke, Trustee Peck, Trustee Wojowski, Trustee Bonuchi, and Trustee Lamb. Board Absent: Trustee Racich. Others present: Brian Murphy, Village Administrator; Michelle Gibas,Village Clerk; Scott Threewitt, Lead Engineer; Allen Persons, Public Works Director; Jon Proulx, Planner; Ken Goska, Building Official; Traci Pleckham, Management Services Director; and John Konopek, Chief of Police. There were 2 persons in the audience. Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on February 8, 2016. Seconded by Trustee Peck. Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS Mayor Collins offered condolences to the Fire Department and the friends and family of Michael Ludemann. TRUSTEES COMMENTS Trustee Peck asked if the staff had any information regarding the traffic signal at Route 126 and Meadow Lane. Mr. Persons stated that he has been in contact with IDOT, but he does not know when it will be turned on. PUBLIC COMMENTS WORKSHOP #1 2016-2017 FISCAL YEAR BUDGET OVERVIEW Administrator Murphy stated that the budget is balanced and funds are set aside for the capital reserve fund balance. Mrs. Traci Pleckham, Management Services Director, then reviewed the proposed 2016-2017 Fiscal Year Budget. Mrs. Pleckham pointed out that the Village has held a series of budget meetings beginning in September 2015. Mrs. Pleckham stated that there are no major substantial changes since all of the reviews. Mrs. Pleckham stated that there were about$300,000 in changes to the budget including new hires, legislative contract, and less salt to be purchased. Trustee Peck inquired as to whether or not there should be a specific dollar amount dedicated to Special Events in the budget. Mr. Murphy pointed out that the staff does account for special events and that it does not necessarily need to be carved out of the budget. They can be booked a number of different ways. Mr. Allen Persons, Public Works Director, reviewed some of the Capital Improvement Projects including the 127`h Street Reconstruction from Heggs to Tuttle Estates; 143' Street Extension from Route 59 to Route 126; Fort Beggs Road Street Lighting; Settlers' Park Refresh and Veterans Memorial Improvements; current bicycle and pedestrian improvements; Indian Boundary Bridge; and Pavement Condition Index. Mrs. Pleckham reviewed the Financial Policies. Mrs. Pleckham stated that staff is working on some amendments for the Financial Polices for the next fiscal year. Trustee O'Rourke suggested including disposition of assets. Village of Plainfield Meeting Minutes—February 22, 2016 Page 2 Mrs. Pleckham stated that the staff will publish for the Public Hearing and possible formal adoption of the 2016-2017 Fiscal Year Budget for the March 21, 2016 Village Board Meeting. Mayor Collins thanked the staff for the presentation and read the reminders. Trustee Lamb moved to adjourn. Seconded by Trustee Peck. Voice Vote.
