THE CITY OF RICHMOND, INDIANA, SEPTEMBER 26, 2013
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, September 26, 2013, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Tony Foster. Also attending were Assistant City Attorney Kim Vessels; Lieutenant Rod
Cole, Human Resource Director Sue Roberson and Aaron Soots.
The following business was conducted:
CALL TO ORDER
Ms. Robinson called the meeting to order and noted for the minutes that all Board members and
legal counsel are present.
APPROVAL OF MINUTES
Ms. Robinson told the board that the minutes for September 19, 2013 were to be held for
clarification of a statement that was made on Contract No. 89 -2013. Clarification needs to be
made on who made the statement. Was it Valerie Fonzer or Vicki Robinson?
CLAIMS FOR PAYMENT
Mr. Foster moved to approve the claims for payment for September 27, 2013 in the amount of
$220,286.01 with a second by Ms. Lawson. The motion was unanimously passed.
STREET CLOSURES
A. There will be line up for the Richmond Homecoming Parade at the Cordell Municipal
Pool starting at 5:30 pm on October 2, 2013 with a rain date of October 3, 2013. At
6:30 pm the parade will proceed down West Main Street to SW First Street, across 40
to Hub Etchison to the Richmond High School. The request is for the closure of these
streets and for traffic control. The parade will take from 30 to 45 minutes. Ms.
Lawson moved to approve with a second by Mr. Foster. The motion was
unanimously passed.
B. The closure of Fort Wayne Avenue from North "D" Street to North "E" Street on
October 5, 2013 from 6:00 pm to Midnight for Ben Crawford's album release of Love
& War. Mr. Foster moved to approve with a second by Ms. Lawson. The motion
was unanimously passed. The request also included a Noise Variance for this event.

Mr. Foster moved to approve with a second by Ms. Lawson. The motion was
unanimously passed.
CONTRACT
A. Contract No. 134 -2013 with Buckland & Associates to provide services in connection
with the appraisal of fifty -two (52) City owned buildings and structures and appraisal
of the Dana building, and forty -one (41) buildings and ten (10) lift stations for the
Richmond Sanitary District. Ms. Lawson moved to approve with a second by Mr.
Foster. The motion was unanimously passed.
DRIVEWAY PETITION
A. Curb cut at 1140 Hunt Street. Mr. Foster moved to approve with a second by Ms
Lawson. The motion was unanimously passed.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
