The regular meeting of Town Council was heldtoday at 8 P.M. in the Council Room in the Town Hall and was attended by Mayor James A. Brown, Who presided, Councilmen Hohenstein, Fleetwood, Daniels, Waters, Lovell, Hosti, Town Attorney Solms, Supt. Reed, Chief Davis and Mrs. Hortense Doyle. The minutes of the meeting of August 18, 1965 were read and adopted. Councilman Fleetwood asked if the fish3ng pier was completed and the status of insurance. The Mayor informed him that it had not been accepted as it was not entirely complete, that the concession stand is to be constructed by the Town. Councilman Lovell stated that the premium on the insurance ante approximately $1,650.00 and it was a co- insurance policy. The Mayor stated that the Did for a twelve months premium and might be due a refund. Councilman Lovell informed Council that the work of removing rocks from the storm sewer in the sea wall in the area of First Street by Hugh Jackson was not completed. The Mayor informed him -the rock was removed except for a couple of pieces but that the cul- vert is opened sufficiently. Councilman Waters stated that the rock left would be helpful. Councilman Lovell stated that Mr. Charles Trainor of the Engineers Office suggested extending the pipe out further from the sea wall. The. Mayor stated that he did not think this was necessary. Councilman Fleetwood brought up the matter of a new Charter for the Town. Superintendent Reed reported that the sand in the vicinity of 17th and 18th Street s along the parking lots is piling up and he does not have the necessary equipment to handle it. The Mbyor asked if he could rent the equipment to handle it. Mr. Reed stated that he could not at this time. He stated that sand is building up at the head of all streets except Eighth Street. Councilman Fleetwood stated that he had some equipment which might be available. Mayor Brown instructed Mr. Reed tse the sand to fill in where needed and that he will contact the County Comm3.ssf omers.nc. try to borrow the necessary equipment for arweek. The Mayor asked I'. Reed what it would cost to clean out the ditches. Mr. Reed stated that it would take six men for five days to clean out a ditch. Mayor Brown referring to the clearing of lots stated that Mr. J.H. Dendy had made an offer to clear a lot if it can be mowed. The Mayor suggested that every property owned' be responsible for cleaning their own property and. that out of town owners be given thirty days. Mr. Deny made an offer of Ten Dollars a lot. Councilman Daniels brought up the matter of old buildings to be handled. The Mayor stated that the Town cannot compel property owners to tear down buildings when not occupied but that they could be prevented from renting them. Mr. Solms stated that they cannot be made to raze them. • Councilman' Lovell asked how many delinquent water takers had been cut off. Mr. Reed stated forty -seven and also that sone of them had paid and the water was turned back on. Councilman Lovell stated that 199 property owners still owe on their water meters and on those whose water was discontinued that to turn them on again should be charged $15.00, and that $9,437.35 is still due on the meters. The Mayor stated that installing meters on vacant property was a mistake. Councilman Lovell asked if the charge foe the water meter could not be a lien against the property. 38 The Mayor asked Councilman Lovell what to do about collecting on the water meters. Councilman Lovell said to keep after them. Superintendent Reed reported that the Town's equipment was in good Working order and that since Labor Nay he has cut off six men. Councilman Lovell mentioned that the mosquito control operator has not been to the island in some time. The Mayor stated that it would be to the Town's advantage if the Town would charge 1/2 mill for mosquito control, cleaning of ditches, etc. Mrs. Doyle stated that she had appeared before Council to ask some questions but during the proceedings of Council they were answered. She asked who on the Board of Chatham County Commissioners represented Savannah Beach. She was informed that Mr. Cary Anderson was Chairman of this Committee. 1 Councilman Waters moved that billd for General Government for the month of August amounting to $1,547.86, for the Water Department • =ding to $978.14, and that $1000.00 be paid on account to John A. Peters, insurance and that $2000.00 be paid to Hugh Jackson for the account of the fishing pier. Councilman Daniels seconded and the motion passed. Councilman Lovell asked what had happened to the survey made by the Federal Government several years ago in connection with beach erosion which cost approximately $40,000.00 of Federal money. Mr. Solms stated that it had been sent to Atlanta at the time but that he would ask Congressman Hagan regarding.it.. Councilman Lovell stated the Town got nothing from it. III Councilman Lovell asked what was the status of Mrs. Marjorie Durham regarding her water meter, that she should be put on the docket. The Mayor informed him that the service was removed. Mr. Solms stated that to put a person on docket they should be given a subpoena. Councilman Lovell wanted to know if money could be gotten from the State to repair streets, etc. The Mayor informed him that some of the streets -over the island had been rdpaired but there are still a number which should be repaired. Councilman Lovell asked if something could be done for South Campbell Avenue. The Macr stated that the Town does not have the money to match funds if they could get it. • Councilman Lovell stated that some of the streets in Bay Ward need to be attended to. Councilman Daniels referring to two houses on Officers Row, Chapel by the Sea and several other buildings in bad state of repairs, asked what action could be taken, that he had letters from the State Pre Marshal., The Mayor asked how much notice should be given the property owner. Mr. Solms stated that he did not know but would check on it. The Mayor suggested that they be given notice to either repair the building or tear them down. Alderman Daniels suggested that they be given 60 days. Councilman Daniels informed Council that the Boy Scout Troup on the island wanted a room in the Community Haase. The Mayor asked why separate the rooms that the building is for everyone. Councilman Waters suggested that the steel cell block in the Community House be taken out and placed in the jail. The Mayor suggested that if room is needed that this be done but otherwise let them remain where they are. 1 1 Councilman Fleetwood moved that the hour for holding the regular meeting of Council be changed from 8 P.M. to 3 P.M. and that the meeting be held on the third Wednesday of each month. Councilman Lovell seconded and the motion passed. Councilman Fleetwood informed Council that the operator of the golf course is having a difficult time and he feels that the island needs it. The Mayor appointed Councilmen Hohenstein, Daniels and Fleetwood a Committee to make a Study of the situation and also to ascertain if the Town could acquire it and that the Committee handle the matter. Councilman Fleetwood brought up the matter'of the Charter and stated that it must be changed, that the Legislators be contacted. The Mayor stated that the Town needs a new Charter and asked Councilman Fleetwood to study it. Councilman Daniels informed Corncil that the Volunteer Fire Department was planning its annual picnic and moved that the Town contribute One Hundred ($100.00) Dollars towards the expense. Councilman Fleetwood moved that One Hundred ($100.00) Dollars be approved for the Firemen's picnic. Councilman Daniels seconded and the motion passed. Councilman Lovell suggested that on the numbering of houses that One ($1.00) Dollar be added on all new permits for erection of buildings. The Mayor informed him that pro- visions had been made to number all houses. 39 Councilman Waters informed Council that the old meter truck not in use, that the Town was offered $75.00 for this truck and--he felt that this was a good price to get for it. Councilman Fleetwood stated that you cannot sell public property without getting bids. Councilman Waters stated that he w uld have theperson submit a bid to the Town. The Mayor appointed Councilmen Waters and Hosti a Committee to handle the matter. A bill was presented -by Mr. Alex Lawrence for $750.00 for representing the Town in the E.C. Bobo, et al/suit. It was decided to handle this at the next meeting of Council. The Mayor informed Council that the H & H F Agency are requesting action on the revised application for sanitary sewerage facilities and a request far a survey, and have re- quested an answer within fifteen (15) days from date of their letter. He stated that he sees no alternative but to file a new application for $5000.00 for a survey. Councilman Fleetwood in discussing the water pollution problem stated that the Town's pollution is not the biggest one,thatle not feasible and too expensive for the Town, let it be proven that it is necessary, that Council should look into the matter thoroughly. The Mayor stated that we get sewerage from Savannah and Chatham County. Councilman Fleetwood stated that air pollution is worse than water pollution, that the Town does not have the money. The Mayor stated that he had stalled the matter off as long as he could but that now the Town must act. Councilman Fleetwood stated that the City of Savannah dumps its sewerage into the Savannah River. The Mayor asked if Council wished tbeapprove the application. Councilman Hohenstein asked the cost of the survey and the Mayor informed him it would be approximately $5000.00. Mr. Solms stated that the State has numerous fresh water streams, rivers, etc.,and that it cannot afford to have them polluted. The Mayor stated that at the last meeting it was decided to delay sending the application for the disposal plant only and that he would entertain a motion to file a new application. fo 0$500000 for a survey. Councilman Waters seconded and those voting "YES" were Councilmen Hosti, Waters, Daniels, Hohenstein, Lovel]. — voting 11NO" Councilman Fleetwood; RESOLUTION (See page. 40 ) 40 AUTHORIZING FILING OF APPLICATION WITH THE UNiiiU STATES OF AMERICA FOR_AN ADVANCE_TO PROVIDE FOR THE PLANNING OF PUBLIC WORKS UNDER THE TERNS OF PUBLIC LAW 560, 83rd CONGRESS OF THEUNITED STATES, AS AMENDED. WHEREAS, SAVANNAH BEACH, TYBEE ISLAND, (herein called the "Applicant ") after thorough consideration of thegvar ious aspects of the problem and study of available data has hereby determined that the construction of certain public works, generally described as SANITARY SEWER SYSTEM is desirable and in the public interest and to that end it is necessary that action preliminary to the construction of saidworks be taken immediately; and WHEREAS, under the terms of Public Law 560, 83rd Congress, as amended, the United States of America has authorized the making 3f advances to public bodies to aid in financing the cost of engineering and architectural surveys, designs, plans, working drawings, specificati ns or other action preliminary to and in preparation for the construction of public works; and WHEREAS, the apnli.cant has examined and duly considered such act and the applicant considers it to be in the public interest and to its benefit to file an application under said act and to authorize other action in connection therewith; NOW, THEREFORE, BE IT RESOLVED BY MAYOR & (I)UNCILMEN the governing body of said applicant, as follows: 1. That the construction of said public works is essential to and is to the best interests of the applicant, and to the end that such public works may be provided as promptly as practicable it is desirable that action pre- liminary to the construction thereof be undertaken immediately: 2. That, THE MAYOR be hereby authorized to file in behalf of the applicant an application in form required by the United States and in conformity with said act) for an advance to be made by the United States to the applicant to aid in defraying the cost of plan preparation for the above described public works, which shall consist generally of 3. That if such advance be made, the applicant shall provide or make necessary arrangements to urovide such funds, in addition to the advance, as may be re- quired to defray the cost of the plan preparation of such public works; 4. The said is hereby authorized to furnish such informationiand take such action as may be necessary to enable the appli- cant to qualify for the advance; 5. That the officer designated in the preceding paragraph is hereby designated as the authorized representative of the applicant for the purpose of furnishing to the United States such information, data, and documents pertaining to the application for an advance as may be required; and otherwise to act as the authorized representative of the applicant in connection with this application. 6. That certified copies of this resolution be included as part of the application for an advance to be submitted to the United States.
