PROCLAMATION
WHEREAS, on Friday, October 7th and Saturday October 8th, 2016 the City of Tybee Island and
Chatham County were hit with Category 2 hurricane winds and significant flooding from Hurricane
Matthew; and
WHEREAS, the volunteers of the Rising TYde Community Food Pantry volunteered their time and
efforts to raise money for those in our community who were hardest hit by the hurricane; and
WHEREAS, thanks to the assistance of Rising TYde, many in our community were able to recover
from the storm more quickly and completely; and
WHEREAS, Rising TYde has been and continues to be an important part of the fabric of our
community thanks to their ongoing efforts to assist those amongst us most in need; and
WHEREAS, the City of Ty bee Island wishes to honor the Tybee Island Rising TYde Community Food
Pantry and recognizes its Board of Directors for their efforts in lending critical aid to families in need
in the wake of Hurricane Matthew;
NOW THEREFORE, BE IT RESOLVED that I Jason Buelterman and members of the Tybee Island
City Council declare the week of January 23rd to January 27th 2017 as “Rising TYde Community Food
Pantry Week” on Tybee Island and urge our resident’s to thank their dedicated Board members and
volunteers for their support during Hurricane Matthew.
IN WITNESS WHEREOF, I hereto set my hand and cause the seal of the City of Tybee Island to be

PROCLAMATION
Arbor Day
WHEREAS, Arbor Day was first observed with the planting of more than a million trees
in Nebraska on 1972; and
WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, cut
heating and cooling costs, moderated the temperature, clean the air, produce oxygen
and provide habitat for wildlife; and
WHEREAS, trees are a renewable resource giving us paper, wood for our homes, fuel
for our fires and countless other wood products; and
WHEREAS, trees in our city increase the property values, enhance the economic
vitality of business areas, and beautify our community; and
WHEREAS, caring for and preserving our natural environment is the responsibility of
every citizen;
NOW THEREFORE, I, Jason Buelterman, Mayor of the City of Tybee Island, do hereby
proclaim, Friday, April 28, 2017 as Arbor Day on Tybee Island and urge all citizens to
support the City of Tybee’s efforts to care for the island’s trees.
IN WITNESS WHEREOF, I hereby set my hand and cause the seal of the City of

Consideration of Items for Consent Agenda
Mayor Buelterman called the consent agenda to order at 6:30PM on January 12, 2017. Those present were Julie Livingston, Monty Parks, John Major, Wanda Doyle, Barry Brown and Bill
Garbett. Also attending were Diane Schleicher, City Manager; Bubba Hughes, City Attorney;
George Shaw, Director, Community Development; and Janet LeViner, Clerk of Council.
Mayor Buelterman listed the following items on the consent agenda:

• Beachview Bed and Breakfast: Beer/Wine/Liquor – Sunday Sales by Drink for Consumption on Premises Only, 2017. Alcohol and Entertainment Licensing approved
for 2017 on December 8, 2016
• Intergovernmental Hold Harmless Agreement, Conditional Approval of Private Property Debris Removal
• North Beach Parking Lot Post Hurricane Restoration Project. Discussion: The
Infrastructure Committee recommended approval. Ms. Livingston asked Ms. Schleicher
to bring to the next council meeting the plan for the parking lot to show sidewalks, etc.
Ms. Schleicher confirmed.
• Water Line Replacement Project: Request for extended work hours (some night time
work during the weekdays) for this Public Works Project during the months of January, February, March and April of 2017 in order to get the section of the water line in the
parking lane on Highway 80 from the Curve to the North Campbell intersection before
the GDOT resurfacing project begins this spring. Discussion: Mayor Buelterman asked
Ms. Schleicher to get a written paving schedule from the Department of Transportation
to ensure paving is completed prior to the summer season. Ms. Schleicher confirmed.
