Savannah Beach, Tybee Island, Ga,
October 20, 1965.
The regular meeting of Town Council was held today at 3 P.M. in the Council Room in
the Town Hall and was attended by Mayor Mmes A. Brown, who presided, Councilmen
Hohenstein, Fleetwood, Daniels, Lovell, Waters, Town Attorney Solms and Chief Davis.
The minutes of the meeting of September 15th were read and adopted.
Councilman Hohenstein suggested the thought that it might be well to use a tape recorder
in recording meetings of Council. The Mayor appointed Councilman Daniels a Committee
to get bids on a tape recorder.
Chief Davis reported that the Police Department was functioning all right, that the
police car had been put in good condition sad that the ears had been inspected.
The Mayor called attention to the shrimp boats dragging along the beach front and
dumping the residue of their catches into the ocean which in turn is blown on to the
beach by the winds and tides. It creates a very bad situation as at times the beach
is littered with dead marine life. Councilman Lovell stated that the boats come too
close in to shore and something should be done about it. The Mayor also commented on
the open season for marsh hens stating that hunters coming in during the season are
handicapped by the restrictions of the law enforcing agencys, one is not permitted to
use the motor on their boat, they should have more leeway. Mr. Solms stated that
there is also a Federal Game Law covering marsh hens. The Mayor stated that it would
be well to look into the possibility of getting either State or Federal regulations
or both changed.
The Mayor also stated that he had talked to some banking officials ifs Savannah regarding
the opening of a branch bank at the beach.
Councilman Waters moved that bills for General Government for the month of September
amoujting to $6539.89 and for the Water Department $449..61 and that the bill of Mrl
Solms for $1000.00 and for Mr. Alex Lawrence for $750.00 be paid. Councilman Daniels
seconded and the motion passed. It was agreed to pay Mr. Solms and Mr. Lawrence
one -half of their bill at this time.
Councilman Fleetwood stated that he believed the premium on the Workman's Compensation
Insurance is too high and that the Committee should get together and cheek on it.
Councilman Waters commenting on the dog situation stated that two people had recently
been injured due to being chased by stray dogs.
The Mayor asked Mr. Solms what would be the proper tray to collect from those who are
delinquent paying for the water meters. Mr. Solms asked for time to work out a plan
as he felt that a final letter should be forwarded to the property owners who are de-
linquent that their water would be discontinued at a specified time if the bill is not
paid. Mr. Solms will handle.
Councilman Waters noted that Town employees were working on the streets and suggested
that it would be better to employ them to clean out some of the Town's ditches as the
ditches need cleaning very badly. The Mayor stated that the men were trimming the
plat at the edge of the sidew&ik and curb and that an edging machine should be used
for this kind of work.

The Mayor informed Council that he will have some copies made of the proposed
new charter as there have been a number of requests for a copy of it. Councilman
Fleetwood suggested that fifty (50) copies be printed and that those rdquesti.ng
a copy, sign for it. Councilman Lovell stated that they be required to put up
a deposit and refunded when the copy is returned. The Mayor appointed Councilman
Fleetwood and Mr. Solms to handle the matter.
Chief Solomon informed Council that the fire alarm system has not been working
properly of late but it is being worked on, also in numbering houses some of the
places already are numbered and that the Fort Screven area is a problem and asked
what should be done there. The Mayor appointed Messrs. Solomon and Buckley to
handle the matter.
Councilman Daniels asked what should be done about the property of Mrs. Margaret
MCP. Royal which was damaged by fire some time ago. In its present state it is
dangerous and should be removed. It was decided to give her a reasonable time to
do this work.
Councilman Daniels reported that considerable sand has blown up on Eighteenth
Street and should be moved. Councilman Waters .suggested that if it had been
piled up that the Town rent a bull dozer to move it. The Mayor stated that a
bull dozer could be gotten from Mr. Hendrix. Councilman Lovell suggested that a
snow fence might be tried to stop sand from piling up.
Councilman Fleetwood reporting on the golf course stated that Mr. Dendy is in
arrears three to four hundreddollars with the holder of the mortgage • : ,`;.::'
and that you cannot go around the holder of the mortgage, nothing can be dale at
this time .
Councilman Daniels asked as to the status of the building license of the Beaoh-
combers Club at Butler Avenue & 16th Street (Mayflower Hotel). The Mayor informed
him that the owner had been notified not to use the building until it had been re-
paired and passed inspection.
Councilman Hohenstein informed Council that 1000 Azalia bushes had been promised to
the Town and read the following letter from Mr. Arthur Davis.

Gentlemen:
You will be pleased to know that stocking the. canal in the Botanic garden with fish
is nearly completed. 1000 channel cat were placed in the canal on September 25th.
These fish were bought by Mr. Ed Town. He helped in the transporting and stocking
also. The fish cost $50.00.
This past Saturday 700 Bream, Trout and Speckled Perch were stocked in the canal.
Again, Mr. Ed Town helped in the transporting and stocking, and paying for the fish.
Cost to Mr. Town and myself — — $20.00. The catfish were transported in a City
truck. The other fish were transported in my Volkswagon, 'MK. Mike Hosti assisted
by providing clean new trash cans to carry the fish in.
The state fish hatchery will provide us with an additional 500 Bream later this fall.
III It is imperative that No Fishing" signs be conspicuously placed around the canal as
soon as possible; and that a heavy grate be placed over the culvert overflow. At
present there is a piece of hardware cloth over this escape route and it is not satis-
factory.

Councilman Hohenstein moved that Nr. Edward Towns and Mr. Arthur Davis be reimbursed
$20.00 which was seconded by Mr. Waters and the motion passed.
Councilman Fleetwood wanted to know if any requests had been received to lease the
concession stand at the fishing pier. 'The Mayor informed him that he had received
several.
Councilman Waters reported that a Committee consisting of Councilman Hosti and Himself
were appointed to sell the old truck at the shop for 075.00 but could not sell it for
this price that it will have to be sold for junk. He suggested that the good tires
be taken off and replaced with old ones.
Councilman Fleetwood stated that regarding the property assessments that he could
not get any definite figures for Tybee. The Mayor stated that if we are to take their
figures for our use for next year that we will need them in time. Councilman Fleetwood
stated that we should not take their figures entirely but should use ours also. The
Mayor stated that we should wait for the time being but that the Committee should re- assess
the property itself. Councilman Fleetwood suggested waiting for the county figures.
Councilman Daniels reported that Joseph Alexander, operator of the Kings "X" Night Club,
requested that the package shop license and other licenses be transferred to the Kings
"X" Night Club to be operated by Benny Alexander and moved that the request be granted
upon payment of Twenty -five Dollars as a transfer fee for the package shop. Councilman
Waters'seconded and the motion passed.
Councilman Fleetwood moved that a maintenance agreement be signed with the National Cash
Register Company to service the register in the clerk's office for $73.72 expiring
November 8, 1966. Councilman Waters seconded and the motion passed.
Mr. Solms informed Council that notices will be sent to those property owners whose
buildings are in a bad state of repair requesting them to appear before Council at it's
next regular meeting on November 17th to consider whether the property constitutes a
nuisance or not. Councilman Waters asked what if the property is mortgaged? The
Mayor stated that some of the property owners are out of the city and the properties
are unoccupied.
Mr. Solms informed Council that the Beachcombers Club (Ed. Pasco) at Butler & Sixteenth
Street Should not be allowed to open until the building is adequately repaired and
approved by the inspectors. Councilman Daniels stated that the matter could be handled
from a standpoint of it being a fire ha$ard.
