AMENDING RULES OF COUNCIL
BE IT RESOLVED by the Mayor and Council of the Borough of
Carteret, that:
WHEREAS, on January 1, 2002, the Mayor and Council adopted the
Rules of the Council for the year 2002; and
WHEREAS, since that time, the New Jersey State Legislature passed, and
the Governor signed into law, amendments to the Open Public Meetings Act
requiring that every public body allow for a public participation portion at every
meeting conducted by said public body; and
WHEREAS, presently the public is not afforded an opportunity to speak
on issues of concern during agenda meetings and/or special meetings of the
Mayor and Council.
NOW, THEREFORE, BE IT RESOLVED by the Borough Council,
Borough of Carteret, County of Middlesex, State of New Jersey, that the Rules of
Council be and hereby are amended as follows:
1. That the last sentence of Section 5. is hereby deleted and
shall be replaced with the following:
A portion of every meeting conducted pursuant to the Open
Public Meetings Act shall be set aside for public comment.
The public will be permitted to speak on any issue of
concern as it relates to any federal, state, county, school,
municipal or local authority matter. No one may be
allowed more than five (5) minutes when addressing the
Council. The Borough Clerk is hereby authorized to
schedule the public comment period within the order of
business for any agenda and/or special meeting as she/he
shall determine in consultation with the Mayor and
Council.
