The regular meeting of Town Council was held today at 3 P.M. in the Council Boom in the Town Hall and was attended by Mayor James A. Brown, who presided, Councilmen Fleetwood, Daniels, Lovell, Waters, Hosti, Hohenstein, Town Attorney Solms, Supt Reed, Chief Davis and Mr. E.R.McGowan, Jr. Mr. McGowan representing Mr. Alexander Morris reported that the house has been cleared of rubbish, floors have been repainted, doors have been removed from refrigerators, the weeds cut'and that the house will be put in good repair but that he preferred to wait until February or March to paint the property when the weather permits. Council agreed to go along with him. Mr. McGowan stated that he would advise Mr. Morris of the action of Council. Councilman Hosti reported that the grounds of the Domby cottage have been cleared and that repairs will be made to the property. The Mayor asked about the old Mayflower Hotel property, owned by Ed Pasko, and had anyone heard from him. Councilman Daniels stated that the Town has gone along with him and that he should do something. Councilman Fleetwood stated that he should be put on the docket. Councilman Lovell asked what about Causey. The Mayor stated that he had done nothing and asked what action should be taken. Councilman Fleetwood moved that Mr. Solms write those who have done nothing notifying them that they would be given an additional fifteen (15) days to bring their properties up to minimum requirement standards or be placed on the docket. Councilman Hosti seconded and the motion passed. Councilman Fleetwood stated that the Town should use the Southern Building Code. Councilman Waters stated that the same procedure should be started on vacant lots. Councilman Fleetwood stated that the d,tches are just as bad. The Mayor stated that the Town does not have the help. Superintendent Reed stated that something should be done about the house that burned down recently in Mooretown. The Mayor stated that the occupants of this house were going to move to a house in this area owned by Louis Black and that it was in such bad ebudition the people were not permitted to occupy it. Superintendent Reed stated that the Mullens cottage in this area and the Mayer Haysman cottage in Fort Screven should also be inspected. Superintendent Reed stated that he is ready to start walk on the concession stand at the fishing pier and that he needs some material. The Mayor stated that materials for sanitary use were also needed. Councilman Lovell asked if the groin extending out from Nineteenth Street had been washed away. Mr. Reed stated it was covered with sand. Councilman Hosti stated that if this groin were extended farther out it world help build up the beach. Councilman Fleetwood requested Mr. Reed to put some sand around the pavilion area in the parkto keep some of the foundation supporting it from washing away. The Mayor asked Mr. Reed if he had noted any difference in the Volume of water gong through the treatment plant and Mr. Heed stated that he had. Th Maj or stated he noticed water going through the effluent lines. He also noticed that'fnbtalling the water meters there has been a considerable savings in several departments. Councilman Daniels suggested putting in gas jets at the ovens in Memorial Park. Mr. Reed stat ed if this is done that a twenty -five (25¢) cents meter should be installed for use of the gas. Councilman Hosti stated that the public will rob them and tear them up. 50 Chief Davis informed Council that the Plymouth Police Car needs repairs, that it has been driven 109,000 miles and is unsafe to use. The Mayor asked if he could wait until after the first of the year to get a new car but that the Plymouth be . appraised now and that bids be received on a new car. The Mayor asked if a special type of Police Car was worth the difference as a regular stock car. Councilman Fleetwood stated that it was quite a difference. Councilman Daniels asked what was the pleasure of C ouncil as to permitting bon, fires. It was the opinion of Council that there was no objection to it. Councilman Lovell moved that they be permitted under the supervision of the Police and Fire Departments. Councilman Fleetwood seconded and the motion passed. Councilman Daniels and Chief Davis will handle the matter. The Mayor read a letter from the H & H Finance Agency reducing the Town's request for a loan for engineering services to $5300.00 in connection with the possible ex- pansion of the Disposal System. Councilman Hosti moved that the loan of $5300.00 be accepted. Councilman Hohenstein seconded and the motion passed. Councilmen Waters stated that we do not get the loan it is for an engineering survey. The Mayor stated that we pay the loan whether we get the system or not. Councilman Waters moved that bills for General Government for the month of November amounting to $1756.68; for the Water Department amounting to $279.51; the amount of $406.89 on the insurance account and that $851.67 on the fishing pier account be paid. Councilman Fleetwood seconded and the motion passed. The Mayor suggested that the Town reduce the cost of its insurance. Councilman Fleetwood commented that the Workmen's Compensation was one of the big premiums that is paid. The Mayor appointed a committee consisting of Councilman Fleetwood, the Finance Committee and himself to get together to ascertain if some of the in- surance costs could be reduced. Councilman Waters suggested that bids be requested from Plymouth, Dodge, Chevrolet and Ford Dealers for a new Police Car. The Mayor asked what should be done about Personal Property Taxes. Mr. Solms stated to advertise them for sale. The Mayor asked the question, advertise what? Councilman Lovell informed Council that the water meter account Ewes the McKenna Company a balance now of $900.00; that the Town should charge $15.00 when a meter is removed and replaced. The Mayor stated that the water is not being out off of property where token payments are being made. Mr. Solms stated that he would work up a form letter. Councilman Fleetwood asked Superintendent Reed to make a note when he turns on water at a location where the service is not paid for and turn it into Council. The Mayor asked the question - a tenant moves from one location to another and owes for water at the first location then wants water at the second location - what to do? It was the opinion of Council that the water should be cut off and not turned on until the water bill is paid. Councilman Daniels informed Council that at the last fire four lengths of fire hose was damaged. The Fire Department needs more hose. He also suggested that an Ordinance be adopted, if the Town does not already have one, to prohibit junk auto- mobiles on the island. He also asked if the Town would be in line for Federal Funds for highways. Councilman Fleetwood noted that the county's equalization tax program had increased their tax digest and that the Town should get the figures from them. The Mayor stated that whatever is done will have to be done real soon. Councilman Fleetwood 1 1 stated that the Town should not adopt the figures as a whole, and that Judge Lovett be contacted. The Mayor stated that he would set up a meeting with Judge Lovett. The matter of closing the Town Hall during the .offr,season on Saturdays was again brought up and Councilman Hosti stated that the office should be closed on Saturdays. Councilman Daniels moved that the Town Hall be closed on Saturday from October 1st to April 30th of each year. Councilman Fleetwood seconded and the motion passed. The Mayor informed Council that the annual G.M.A. Meeting will be held in Atlanta the latter part of January and asked who would like to go along. Several stated that they would attend. Councilman Hosti moved that the Town pay the actual ex- penses of those attending the meeting, Councilman Daniels seconded and the motion passed. A petition was presented from Mr. W.S. Graves requesting that the ditch on Ninth Street which extends Westward ffom Fifth jLvenue, on property owned by him, be closed. Council agreed that if he would pay for the 30 inch pipe which is required that the Town would lay the pipe and cover the ditch without cost to him. The Mayor appointed a Committee consisting of Councilmen Hosti, Waters and Himself to check on this. Councilman Fleetwood asked if the hour for the Town's forthcoming election could be set up to 7:00 P.M. instead of 6:00 P.M. as now required under the charter. Mr. Solms stated that he would check on it. The followingnpetition requesting that Lot 2, Block 27, Fort Screven Ward, be quit claimed back to the owners was read. The petition of EDWARD M. JAILETTE respectfully shows: 1. The Chief of Police of Savannah Beach, Tybee Island, offered Lot #2, Block 27, Fort Screven, Ward, for sale in accordance with law on the first Tuesday in July, 1963, to satisfy del4nquent taxes for the years 1961 and 1962,1and Savannah Beach, Tybee Island, then and there bought in said property, all as shown by Tax Deed from said Chief of Police to said Savannah Beach, Tybee Island, dated July 2, 1963, recorded in Deed Book 84-C Page 93, of records in the Office of the Clerk of the Superior Co�'rt of Chatham County, Georgia. 2. Petitioner has held title to said property, as successor in title to Lillian C. Berry and Harry J. Berry, defendants in fi fa, under deed dated February 15, 1963, recorded in Deed Book 82-R, Page 331, of the aforenamed records, and petitioner is now Mad owner thereof. 3. Petitioner wishes to satisfy all right, title and interest Savannah Beach,. Tybee Island, has in said property and pays herewith the sum of $118.96 in full satisfaction thereof. WHEREFORE, Petitioner prays that your Honorable body authorize appropriate officers to convey by quit claim deed to the aforenamed defendants in fi fa all right, title and interest Savannah Beach, Tybee Island, has in and to said real property. Jr. Attorney at Law, Attorney for Petitioner IIICouncilman Fleetwood moved that the following Resolution be adopted, Councilman Daniels seconded and the motion passed. 52 R E S O L U T I O N Petition having been filed requesting that Lot 2, Block 27, Fort Screven Ward, formerly owned by Lillian C. Berry and Harry J. Berry and sold by the Town for non - payment of taxes, be reconveyed to said Lillian C. Berry and Harry J. Berry upon the payment by them of all amounts due the Town against the property. It was moved, seconded and passed that the request be granted and the appropriate officers be authorized to convey the property by quit -claim deed to said Lillian C. and Harry J. Berry.
