Vote 5/0. 5 . esti ' rC , *,e. u. girl L.,„:111''""r CITY OF LYNWOOD 1/4 Water Operations Supervisor DEFINITION: Under the direction of the Utility Operations Manager, plans, organizes, supervises, and coordinates the operation and maintenance of the City's domestic water systems including water production, treatment, water quality, distribution, as well as wastewater collection and treatment processes. PRIMARY DUTIES AND RESPONSIBILITIES: • Assumes responsibility for water production, treatment, distribution, and operation activities and wastewater collection. Directs, coordinates, and reviews the work plan for assigned water production services and activities; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures. Meets with staff to identify and resolve problems. Participates in the development and implementation of goals, objectives, and priorities. • Serves as the acting Utility Operations Manager in his/her/their absence. • Serves as a water treatment and distribution system "Shift Operator" as defined in the California Regulations related to drinking water, Title 22, Chapter 13. • Oversees the operation of pumps, chemical dosage rates for wellhead, distribution residual maintenance, related flow and pressure control. • Coordinates and oversee the collection and analysis of various types of water samples from the water system according to procedures provided by the State Water Resources Control Board. • Reports and communicates verbally and in writing with the State Water Resources Control Board pertaining to reporting test results, production data, cross connection control corrective actions, and annual inspection of all facilities. • Ensures compliance with federal, state, and county health and safety regulations. • Inspects production facilities to ensure compliance with sanitary standards. • Oversees preparation of the annual Consumer Confidence Report • Supervises, leads and participates in the work of division crews engaged in domestic water and wastewater systems maintenance, repair, construction and related activities; performs and demonstrates the more difficult and complex work tasks; installs, maintains and repairs water services, mains, pumps, meters, and valves; repairs valves and ensures that they are working properly; lays pipe and drills and taps water mains. • Operates equipment such as tractors, trucks, rollers, back hoe, loaders, air compressors, jack hammers and a variety of power and hand tools. • Oversees the preventive maintenance programs such as fire hydrant maintenance, mains flushing, surge tank cleaning, valve exercising, reservoir cleaning/inspection, Claval, and well rehabilitation. • Oversees' the performance of fire hydrant flow availability test. • Monitors the XiO Supervisory Control and Data Acquisition System (SCADA) of the domestic water system and utilizes the XiO SCADA system data to evaluate system performance and make necessary changes to improve efficiencies and/or water quality. • Monitors the Mapping and Geographic Information Systems (GIS) and coordinates the integration of GIS components within the domestic water system. • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures. • Participates in the development and administration of assigned program budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends adjustments as necessary. • Reviews, approves and maintains imported water orders, well operations, reservoir levels, and fire flow storage to ensure adequate supply of water; coordinates with Utility Operations Manager to optimize the local water production and water quality; coordinates available water sources based on budgetary requirements and availability; recommends alternate transmission methods when emergency situations arise. • Oversees locating and marking of water and sewer lines for contractors, City crews, and the USA DigAlert program. • May respond to emergency call-out situations ABILITY TO: • Oversee and participate in the management of water production activities and operations within the Water Utility Division. • Supervise, direct, and coordinate the work of assigned staff. • Plan and organize work to meet changing priorities and deadlines. • Select, train, and evaluate staff. • Understand and operate all heavy equipment used in the construction and operation of the water and sewer systems • Participate in the development and administration of division goals, objectives, and procedures. • Research, analyze, and evaluate new service delivery methods and techniques. • Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities. • Understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations. • Understand water and sewer regulations for compliance and reporting purposes. • Participate in the preparation and administration of assigned budgets. • Prepare clear and concise reports including administrative and financial reports. • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. • Effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit. • Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility. • Must be able to communicate by telephone with staff while on standby duty. • Communicate clearly and concisely, both orally and in writing. • Establish and maintain effective working relationships with those contacted in the course of work. Education and Experience Guidelines • Possess a high school diploma or G.E.D. equivalent Experience Six years of increasingly responsible experience in the operation, construction, inspection, maintenance and repair of domestic water distribution and wastewater systems and facilities, including pipelines, pumps, reservoirs, wells, treatment plant facilities and appurtenances including three years of administrative and supervisory responsibility. Must have a working knowledge of XiO SCADA system operations regarding monitoring, controlling, and data acquisition. Knowledge • Operations, services, and activities of a water production program. • Advanced operating and maintenance characteristics of various flow control, Claval, and pressure valves. • Advanced water quality sampling and testing principles and practices. • Advanced materials, methods, techniques, and terminology used in operation, maintenance, and repair of mechanical and electrical equipment and systems related to the City's water production facilities. • Operational characteristics of equipment and tools used in assigned work. • Principles and practices used in the maintenance and repair of electrical and electronic equipment and systems including control systems, XiO SCADA system, instrumentation, and electric motors. • Water treatment systems and techniques and associated materials and equipment. • GIS mapping systems • Hydraulic principles. • Methods and techniques of performing preventive maintenance including preventive maintenance inspection methods. • Methods and techniques of performing diagnostic troubleshooting services. • Methods and techniques utilized in construction and fabrication work. • Proper procedures used in the maintenance and repair of hand and power tools. • Mathematical principles. • Principles of supervision, training, and performance evaluation. • Principles and practices of budget preparation and administration. • Basic principles and practices of program development and administration. • Pertinent federal, state, and local laws, codes, and regulations. • Principles and procedures of record keeping. • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. License/Certification Possession of a Class B Commercial driver's license issued by the California State Department of Motor Vehicles with airbrake and tank endorsements, Class A is desirable. Loss of a valid Class B CDL will result in the termination of the incumbent. Possession of a valid Water Treatment Operator Grade T2 certificate, issued by the State of California, Department of Public Health is required. Grade T3 certification is desired. Possession of a valid Water Distribution Operator Grade D4 Certificate, issued by the State of California, Department of Public Health is required.
